1977.12.16_TC_Minutes_Special • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Special Meeting December 16, 1977 2.30 P.M. Mayor Horton called the Special Meeting to order at 2:30 P.M. Present were: Vice Mayor Mumford, Commissioners .Clark, Joy and Storm. Also present were the Town Manager, Town. Attorney, Town Clerk and Building Official. Bill for Approval MOTION by Commissioner Storm, Commissioner Clark to approve the bill for payment carried unanimously. The Town Manager explained a letter from the consulting engineers dated December 12, 1977 (see letter attached). • The Town Manager then submitted a letter and bid tabulation from the consulting engineers dated December 16, 1977 with their recommendations relative to the replacement of Filter Media and Strainers (see letter attached). MOTION by Commissioner Clark/Vice Mayor Mumford that the bids received in regard to replacement of Filter Media and Strainers all be rejected carried unanimously. The Town Manager was directed to proceed to set up a program as recommended by the consulting engineers, with the consulting engineers guidance, for proceeding with this work. The Town would be its own General Contractor. MOTION by Commissioner Storm/Commissioner Clark on the above directive carried unanimously. MOTION by Commissioner Clark/Commissioner Joy to approve the figure of $57,550. in the letter of December 12, 1977 from the Town's engineers carried 4 - 0. Commissioner Storm abstained. • Mrs. Roberts reported that four (4) Ordinances would be introduced for a first reading at this time. Minutes Highland Beach • Town Commission Special Meeting December 16, 1977 An Ordinance of the Town of Highland Beach, Florida amending Section 3-1 and 3-l.l of Chapter 3 of the Code of Ordinances entitled Air Conditioning Code; An Ordinance of the Town of Highland Beach, Florida amending Sections 7-1 and 7-l.l of Chapter 7 of the Code of Ordinances entitled Building Code; An Ordinance of the Town of Highland Beach, Florida amending Sections 9-2 and 9-3 of Chapter 9 of the Code of Ordinances entitled Electrical Code; Page 2 of An Ordinance of the Town of Highland Beach, Florida amending Sections 19-1 and 19-2 of Chapter 19 of the Code of Ordinances entitled Plumbing Code. The aforementioned amendments to the four Ordinances were read by title only by the Town Clerk. • Mrs. Roberts referred to a letter dated November 30, 1977 received from Tylander, de Claire & Van Kleeck. Mr. Sliney explained the reason and intent of this letter (letter etal attached). This item will be scheduled for the Workshop and Special Meetings on December 27, 1977, along with the extension of the Building Moratorium. Mrs. Roberts referred to a letter dated December 8, 1977 from the attorney representing the bonding company for Lauderdale Contracting (Mr. Gibson, Attorney)(see letter attached). The Town Attorney noted that he did not agree with the proposal put forth by Mr. Gibson. After the Town Attorney gave a breakdown of his opinion of what the Town was owed by Lauderdale, the Town Commission agreed completely. Mr. Sliney was directed to answer Mr. Gibson's letter. Mrs. Roberts stated that she had received a recommendation from the Chief of Police relative to the purchase of a new police car. She recommended that the Commission accept the Minutes Highland Beach Town Commission • Special Meeting December 16, 1977 Page 3 of 3 lowest bid and instructed the Chief to order the vehicle. MOTION by Commissioner Storm/Mayor Horton to purchase the new police car carried 5 - 0. (Hauser Dodge, Delray Beach) Mrs. Roberts reported that a check from Ambassadors' North was received in the amount of $4,289.95 for past due charges. There now remains a balance due of $5,129.82 (November and the current charges now due). Once again she thanked the Town Commission for their support and assistance. Mayor Horton stated that if the Commission were in agreement a Special Meeting will be called by him immediately following the Workshop Meeting to be held Tuesday, Decemlxr 27, 1977, to consider the Emergency Building Moratorium Ordinance. All were in accord with the Mayor. Mayor Horton referred to a letter dated December 13, 1977 from the Planning Commission to him relative to a vacancy • on the Planning Commission. It was noted that there was also a vacancy on the C.A.B. Board at this time. The two vacancies will be discussed further at the Workshop Meeting December 27, 1977.
