Minutes of Meeting of Town Commission
Workshop Meeting
December 27, 1977
9.30 A.M.
Mayor Horton called the meeting to order at 9:30 A.M. Present were
Vice Mayor Mumford and Commissioners Joy, Clark and Storm; Town
Manager and Deputy Town Clerk.
77.61 Location - County Government Offices - Discussion
Mrs. Roberts explained this item for the benefit of the Town Commission
and this discussion led to Item 77.64 - Proposal - New County.
Discussion pertaining to this item followed. No definite decision
was reached by the Commission on these two items.
77.62 Letter dated 11/30/77 re: Liticiation fees from Attorney
• Mrs. Roberts noted that the Town Attorne Tom Sline had submitted

a letter to the Town increasing the fees charged for litigation.
She referred to letters of May 14, 1973 and August 2, 1974 from
the Attorney's firm setting and. amending the renumeration, respectively.
Discussion took place relative to what meetings the Attorney should
and/or should not attend. It was the consensus of the Commission
that the Town Attorney, until such time as the Ordinance (Zoning) is
ready, attend the. Planning Commission meetings and then only when
required; that he not attend Workshop Meetings but that he attend
the Regular and Special Meetings of the Town Commission.
77.63 Appointment to Boards - Discussion
Mayor Horton referred to a letter dated December 16, 1977 from the
Planning Commission recommending John O'Grady to fill the existing
vacancy.
Mayor Horton then read a letter to him from John O'Grady dated
December 19, 1977 requesting that his name be withdrawn.
Mrs. Roberts stated that Mrs. Leng, Boca Cove, a prospective new
member of the C.A.B., was invited by the Chairman of the Community
Appearance Board to attend their forthcoming meeting December 29, 1977.

Mayor Horton took this time to suggest that various interested
citizens of the Town be appointed to observe various county and
area boards and advise the Town Commission of what is going on.
The Mayor then questioned if the Town Commission meetings were
being held at a reasonable time for maximum attendance. Discussion
followed relative to place, date and time of regular meetings. It
was suggested that this question be placed in the next monthly
bulletin. The Vice Mayor also suggested that representatives from
condominiums also be invited to participate in the meetings of the
Town and report back to the owners, etc., of what is taking place
in the Town.
77.65 Community Chest Letter dated December 12, 1977
This letter requested that the residents of the Town be made aware
of the campaign during the month of February, 1978. This item will
be placed in the bulletin.
• 77.66 U date of Town Brochure
Mrs. Roberts explained that Mrs. Louise Johnson, one of the authors
of the original brochure, has donated her services again. Mayor
Horton stated that he would gladly coordinate with Mrs. Johnson on
this item. It was the consensus of the Commission that Mrs. Johnson
proceed with this project.
Reports, Correspondence and Continuing Reports, Elaine W. Roberts,
Town Manager
Mrs. Roberts reported that Dr. Howard Hauge, the Town Health Officer,
is moving so that the Commission could consider appointing a new
health official. A list of Doctors residing in Town will be
distributed to the Town Commission.
She noted that the Highland Beach Utilities Company had requested a
meeting with the Town Commission to discuss the sewer franchise.
She has rescheduled this for January 31, 1978 because the Company
officials were unable to attend this meeting.
Mrs. Roberts read a letter of thanks to Officer William Cecere from
• Mrs. Gullquist dated December 14, 1977. After discussion it was
decided that this matter be referred to the Police Committee for
recommendation.

A Resolution indicating the desire of the Town Commission to explore
and possibly support the desirability and feasibility of creating
a separate county will be placed on the agenda for the regular
meeting, January 3, 1978

Mrs. Roberts referred to a letter from the consulting engineers
dated December 14, 1977 relative to the high service pump failure.
They suggested that Wallace and Tiernan perform modifications on
the chlorinator in the repump station in the amount of approximately
$600.00.
Mrs. Roberts reported that Vice Mayor Mumford had attended a coastal
zone hearing on December 15, 1977 in Stuart and further informed the
Town Commission of comments sent to the State and Regional Planning
Council re: Coastal Zone Management.
Being no further business to come before the Workshop Meeting
ADJOURNMENT was at 10:50 A.M.
