1980.03.13_TC_Minutes_Special,r. TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Special Meeting March 13, 1980 9:30 A.M. The Special Meeting of the Town Commission was called to order by the Mayor at 9:30 A.M. Those in attendance were: Mayor Horton, Vice Mayor Storm and Commissioners Blosser and Genovese.. Commissioner Bauer was absent. Also in attendance were: Elaine W. Roberts, Town Manager, Police Chief Kenneth Jones and Jane E. Barker, Town Clerk. Mayor Horton announced that the first item to be discussed was the decision on the Bel Lido Bridge. Mr. Michael Walther of Strock Engin- eering entered the meeting at this point and presented copies of the proposed contract to each of the Commissioners. Mr. Walther explained the proposed contract and informed the Commissioners that the legal ad would be placed in the newspapers on March 22, 1980 with bids to be opened on April 29, 1980 at • 9:30 A.M. Mr. Walther further explained that, allowing thirty days to award the contract, he felt that the bridge should be completed by August 31, 1980. Other items discussed were the permit being issued at "No Charge" and the Occupational License requiring proof of State Certification. Public Liability Insurance was discussed with Mr. Hamzik feeling that $1,000,000.00 would be needed. After much discussion and several suggested changes being made in the proposed contract as presented by Mr. Walther, Mrs. Roberts stated that she will have the Town Attorney look over the proposed contract and will get back with Mr. Walther early next week. Mayor Horton then discussed the disposal of the temporary sewer plant. He informed the Commission that Highland Beach Utilities Company had been trying to sell this plant but have been unable to do so up to this time. Underneath the plant is a slab of concrete and this, as well as the building, must be removed in order to return the property to its original state. The figure to remove the concrete slab would be $10,200.00. Mayor Horton stated that a • legitimate effort had been made to dispose of this plant and Minutes Highland Beach Town Commission Special Meeting • March 13, 1980 Page 2 of 3 Mr. Earl Totz, a Town resident, has found a man who would remove the building but not the base. MOTION by Commissioner Genovese and seconded by Mayor Horton that the Town convey their sentiments to the Highland Beach Utilities Company in regard to the expenditure of this money and the removal of the sewer plant from its present location. In polling the Commission, the vote was as follows: Commissioner Genovese - AYE; Commissioner Blosser - AYE; Mayor Horton - AYE; Vice Mayor Storm - NAY. MOTION carried three to one. Bills for Approval Mrs. Roberts said the one bill for approval was for the conversion of the meters at Highland Towers in the amount of $3,365.00. MOTION by Commissioner Genovese/Vice Mayor Storm that this bill be approved for payment. The Commissioners voted unanimously in favor. • Mrs. Roberts stated that signature cards had been received from the St. Petersburg Bank and requested that the Commissioners sign these. She also noted that the building on the Drexel property, which had just been painted and enclosed with a fence, caught fire over the March 9, 1980 weekend. Mrs. Roberts then reported a problem re: real estate names on construction site signs - presently, Villa Magna and Clarendon. Mrs. Roberts said she will propose an amendment to the sign ordinance in time for the Workshop Meeting on March 25, 1980. Commissioner Genovese then told of a telephone call he had received from Mrs. Beekman regarding the Parker Construction site and lights being on at night, disturbing their sleep. Vice Mayor Storm questioned the working hours on construction sites and Mrs. Roberts stated that citations have been issued. The Town Manager informed all the Commissioners that if they noticed any unusual working hours, they should immediately call the Police, who could issue a citation. Mayor Horton mentioned the water situation again and Mr. Soll • Roehner, a Town resident, made a few remarks about the Bel Lido Bridge. ... The Judge stated that he was very pleased with the conduct of the present Commission and that Mrs. Martha Joy was a new member of the Housing Board of Adjustment & Appeals. MOTION by Commissioner Genovese and seconded by Vice Mayor Storm that the meeting be ADJOURNED. Time 10:35 A.M. ~.
