• Minutes of Meeting of Town Commission
Special Meeting
April 29, 1980 9:30 A.M.
Mayor Horton called the Special Meeting to order at 9:30 A.M. Those in
attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm and
Commissioners Harry Bauer, Mary Louise Blosser and Peter J. Genovese.
Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E.
Sliney, Town Attorney and Jane E. Barker, Town Clerk.
There were several Townspeople in the audience as well as interested
bidders.
1 Open Sealed Bids for Bel Lido Bridcte
Mayor Horton announced that this Special Meeting had been called
for several reasons; the first being for the purpose of opening
sealed bids in connection with the Bel Lido Bridge. Mayor Horton
• said that the bids would be opened; it would be announced from
whom the bids were received; and the bids would be turned over to
the consultant for review and recommendations. The engineers'
recommendation would be voted on at the Regular Meeting of the
Town Commission on Tuesday, May 6, 1980. The following bids were
received:
1. Sieg & Ambachtsheer Bid bond enclosed $129,000.
2. Powermix Cashier's Check enclosed 88,000.
3. N. U. Inc. Bid bond enclosed 103,127..
4. Webb General Contr. Bid bond enclosed 94,500.
5. Coastal Diving &
Marine Contt. Bid bond enclosed 93,500.
6. Hancock Marine Const. Bid bond enclosed 94,655.
Mayor Horton stated that definite action will be taken on these
bids at the Regular Meeting next Tuesday.
A short recess was called at this point. Mayor Horton reconvened
the meeting at 9:40 A.M. and inquired if there were any comments
regarding items on the agenda. There were none.

2. Proposal Received from Commissioner Bauer regarding
Drexel Management
The next matter on the Special Meeting Agenda concerned Drexel
Management and Commissioner Bauer explained in great detail
about his meetings and negotiations with Mr. Earl Totz, repre-
sentative for Drexel Management. Commissioner Bauer read for
the record his memo to the Town Commission and Appropriate
Personnel.
After reading his memo into the record, Commissioner Bauer then
gave a presentation using charts and drawings concerning the
properties involved.
Commissioner Bauer's recommendation to the Commission was that
this matter be brought to a speedy and successful conclusion by
voting on its' acceptance at the Special Meeting being held today.
• Mr. Sliney addressed the Commission, stating that the Drexel
matter had been going on for three or four years and he thought
this was a fine proposal, with the Town gaining several advantages
through this settlement.
Mayor Horton then thanked Commissioner Bauer and called for
comments from the audience. Mr. Novelli, Mrs. Houck, Mr. Dent
and Mr. Murphy, residents in Town, had comments to offer.
This concluded comments from the audience and the Mayor called
for a MOTION so that the issue could be opened for discussion
among the Commissioners.
MOTION by Commissioner Bauer to approve this concept with the final
papers to be drawn up by Mr. Sliney and the Drexel Attorney, then given
back to the Commission for final approval. Commissioner Blosser seconded
this MOTION, stating that she thought Commissioner Bauer did a great job.
Mayor Horton asked a question about the south easement and what
would happen when the developer leaves. Mr. Sliney explained
that this would have to be shown in the prospectus given to
future purchasers and included in the Condominium Documents, so
that once the Condominium Association takes over, provisions would

have to be made to maintain this easement in perpetuity.
Commissioner Genovese expressed his sincere gratitude on behalf
of the Citizenry of Highland Beach to Commissioner Bauer for all
the work he has done in regard to this project. Commissioner
Genovese favored the proposal.
Vice Mayor Storm spoke then against compromising the Town's
ordinances, including C.A.B. approval, and approving plans that
have not been finalized. He stated that he could not support
this. Commissioner Bauer informed Vice Mayor Storm that any
changes made in the plans would receive complete review.
Mayor Horton stated that originally he was opposed to any kind
of a settlement with Drexel Management. However, after talking
this over with the Town Attorney, he felt that the compromise
was a good one.
• Mayor Horton then repeated the MOTION which had been moved and seconded
that the negotiated settlement described by Commissioner Bauer be
accepted in concept only at this time with counsel to work out the
details. ~~
In polling the Commission, the vote was as follows:
Commissioner Genovese - Aye
Commissioner Blosser - Aye
Mayor Horton - Aye
Vice Mayor Storm - Nay
Commissioner Bauer - Aye
The MOTION carried four to one.
Mayor Horton then thanked Commissioners Bauer and Genovese for
their perseverance in this matter. Commissioner Bauer stated
that Drexel Management should start working on this immediately.
Mr. Earl Totz, representing Drexel Management, thanked the
Commission for voting for the compromise.
3. Bills for Approval
• Mrs. Roberts presented the bills for approval.

MOTION by Commissioner Bauer and seconded by Mayor Horton that the
bills be approved for payment. All Commissioners voted Aye.
Mayor Horton then spoke of a statement in the Legislative
Bulletin from the Florida League of Cities regarding the
Financial Disclosure Law. Mayor Horton asked if a Resolution
should be passed and Mr. Sliney thought it would be a good
idea.
MOTION by Commissioner Bauer/Commissioner Genovese that the Special
Meeting be ADJOURNED. Time - 10:50 A.M.
