1980.04.29_TC_Minutes_Workshop • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Workshop Meeting April 29, 1980 11:00 A.M. Mayor Horton called the Workshop Meeting to order at 11:00 A.M. In attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm, Commissioner Harry Bauer, Commissioner Mary Louise Blosser and Commissioner Peter J. Genovese. Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney; and Jane E. Barker, Town Clerk, were also in attendance. Mayor Horton called for any comments from the audience con- cerning items listed on the Agenda. There were none. Mayor Horton stated that representatives from the Planning Commission had been requested to attend this workshop Meeting in order to clarify their reasons for approving the project • plans for the Hoffmann RPUD. The Planning Commission's letter of recommendations was dated March 20, 1980, and involved additional height that Hoffmann was seeking on four buildings. Mr. Nicholas Johnson spoke for the Planning Commission. Mayor Horton thanked the representatives from the Planning Commission for attending. 79.76 Status of S. A. Healy Co. (Refer to letter of 3/6/80.) Mayor Horton explained that this item had been included for discussion.- Mrs. Roberts stated that Healy had requested a variance for certain items under the zoning code and would be appearing before the Board of Adjustment tonight at 7:30 P.M. 80.6 Vacancies on Boards Community Appearance Board - Mayor Horton stated that a recommendation had been received from the Community Appearance Board regarding Mrs. Toni Giglio, whose resume is on the clipboard. This appointment can be finalized at the Regular Meeting on Tuesday, May 6, 1980. There is another vacancy on this Board and Mrs. Roberts said that • a recommendation had been received from the CAB for Mrs. Nita Martin, who lives in Penthouse Towers. Mrs. Roberts also said Minutes Highland Beach Town Commission • Workshop Meeting April 29, 1980 Page 2 of 6 that this Board had further recommended that Mr. Gilbert Lorenz be appointed as a regular member instead of an alternate. Code Enforcement Board - A recommendation has been received from this Board regarding Mr. Robert Scholz, who also lives in Penthouse Towers. Mr. Sholz is recommended as first alternate which still leaves one alternate vacancy on this Board. _8.0..27 Request from Ambassadors East regarding parking (See correspondence 3/21 & 3/27-1980) Mrs. Doris Rome and Mr. Claude Nastri, from Ambassadors East, were in the audience and Mrs. Rome addressed the Commission. She said that Ambassadors East was seeking the permission of the Town Commission to convert 36 of their parking spaces to a rec- reation area, due to the fact that these 36 spaces were never used. • Discussion followed as to whether this would be a Town Commission matter or an internal matter, concerning only the residents of Ambassadors East. Mayor Horton said that this will be looked into further with a ruling being handed down at a later date. 80.28 Proposed Ordinances (a) Proposed Ordinance No. 378 - An Ordinance Amending Section 29-10, entitled "Water Use Rates and Charges". ,ib) Proposed Ordinance No. 379 - An Ordinance Amending Chapter 23, entitled "Signs and Advertising". ~c) Proposed Ordinance No. 380 - An Ordinance Amending Chapter 22, entitled "Sewers". Mayor Horton stated that these three Proposed Ordinances had already had a First Reading on April 1, 1980 and would be up for adoption at the Regular Meeting on Tuesday, May 6, 1980. r ~ ~_J Minutes Highland Beach Town Commission • Workshop Meeting April 29, 1980 Page 3 of 6 80.29 Recruest from Del Trail for Rescue Van Gas Mrs. Roberts informed the Commission that sometime ago the Fire Chief had asked if the Town would supply the gas for the rescue van. Their line of reasoning was that if the van were out of Town getting gas, it would be out of service. An estimate of how much gas would be used was requested from Del Trail. Chief Frye, Mayor Horton and Mrs. Roberts will be meeting this after- noon so more information will be forthcoming shortly. 80.30 Status of Water Treatment Plant Mayor Horton announced that the work is proceeding very well at the Water Treatment Plant and it looks most promising. Mayor Horton then said that he had talked with Jesse Arney last night and stated that Jesse's last day would be April 30, 1980. Tom Graham will be Jesse's replacement, taking over his contract, until the new plant is in operation. • Mayor Horton then made a statement regarding the problems that have developed with Mr. Arney. Originally, Mr. Arney had the time to perform the required plant maintenance work, however, as the Town's population grew, it has been all he can do to run the plant to full capacity. Mr. Arney stated that he has been working many overtime hours; has been keeping a record of it for three years and is asking the Town for some of the back pay that he felt he was entitled to have. Much discussion took place among all the Commissioners, with Mayor Horton mentioning that if the water plant expansion had taken place several years ago, Jesse's. overtime work would have been unnecessary. Mayor Horton favored a small token of apprec- iation for his conscientious interest and concern over the past twelve years. Vice Mayor Storm was inclined to feel that since the Town had no record of these hours, it seemed funny that this matter was being brought up at the time of Mr. Arney's leaving. Commissioner Genovese was in favor of a small token of appreci- ation, with Mr. Sliney, Town Attorney, stating that he would look Minutes Highland Beach Town Commission Workshop Meeting April 29, 1980 Page 4 of 6 into this matter to determine if this would be possible because of dealing with taxpayer's money. Mr. Sliney will handle the matter of the Releases necessary and will report back next Tuesday, May 6, 1980 regarding the other matter. Mrs. Roberts asked the Commission if they would care to approve Tom Graham's contract at the Regular Meeting on May 6, 1980 and this will be done. 80.31 Discussion R+~: Microfilming Proposal -(Material Attached) Mrs. Roberts indicated to the Commission that they would possibly want to put this matter off until a later time, possibly in the next Budget Year. Further bids will be requested in addition to the one already received from Leahy Microfilm Services. Town Manag'er's Reports • Mrs. Roberts asked Vice Mayor Storm if he wished to talk about the $1,000,000.00 invested in the St. Petersburg Bank which expires on the 29th of May, 1980. This will be discussed further at the Workshop Meeting on May 27, 1980. Discussion took place regarding the letter from the Area Planning Board regarding fill at St. Lucy's Catholic Church, with action proposed at the Regular Meeting next week. Mrs. Roberts informed the Commission that they would be receiving a letter of transmittal from the Planning Commission concerning the dock question in Bel Lido. Mrs. Roberts read for the record a letter from Mr. Harrison concerning this matter. Mrs. Roberts had informed Mr. Harrison that the Planning Commission will be discussing this again and therefore, the issue will not be resolved for several months, due to the Public Hearings which will have to be held. The six months' financial statement has been distributed by the Finance Department, Mrs. Roberts reported. She .also informed the Commission that they will have a matter to decide upon next week - • that of approval for seawalls at Holiday Inn and 100' to the south 1 ~ Minutes Highland Beach • Town Commission Workshop Meeting April 29, 1980 Page 5 of 6 of the Inn. Mrs. Roberts was instructed to see if the applicants have contacted the Bureau of Beaches and Shores. Correspondence has been received from Mr. Sliney regarding the Interval Time Sharing. This is still being discussed by the Planning Commission but the matter will have to be referred back to the Town Commission for final approval. Mrs. Roberts reported on the revised lease received from Boca Raton regarding the well field. She also stated that she had been contacted regarding a grant to conduct a Senior Citizens Nutritional Survey in the Town. The consensus was that the survey could be conducted without the Town Com- mission becoming involved. The Town Manager stated that Michael Coppola is at the Neptune Meter School in Alabama and Fran Hamzik will be • attending an Energy Conference in West Palm Beach on Friday, May 2, 1980. Mrs. Roberts stated that the contract figure had been questioned on the most recent periodic pay estimate from the AECOA Company. This company is drilling the new domestic well. Mr. John Roberts, of Ross, Saarinen, Bolton & Wilder, Inc., explained the reason for this in that it was an open-end contract with final figures determined after completion of the well (depth of casing, etc.) Mr. M. H. W. Dent, a Town resident, brought up the subject of the lease from Boca Raton and also the parking at the Ambassa- dors East. Mrs. Roberts informed the Commission that Chief Jones' Mother- in-Law had passed away in Canada on Tuesday, April 29, 1980, and he would be away from work until Monday, May 5, 1980. • Minutes Highland Beach Town Commission Workshop Meeting April 29, 1980 Page 6 of 6 Meeting ADJOURNED att 12:20 P.M.
