Minutes of Meeting of Town Commission
Workshop Meeting
M-ate 27, 1980 11.10 A_M_
Mayor Horton called the Workshop Meeting to order at 11:10 A.M. on
Tuesday, May 27, 1980. Those in attendance were: Mayor Horton; Vice
Mayor Storm and Commissioners Bauer, Blosser and Genovese. Also in
attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney,
Town Attorney; Police Chief Kenneth Jones and Jane E. Barker, Town
Clerk.
There were several people in the audience.
Mayor Horton called for any comments from the audience and there were
none.
79.76 Status of S. A. Healy Co.
• Mayor Horton stated that a letter dated May 1, 1980 had been
received from Dr. Orman, representing the S. A. Healy Co.,
regarding the setbacks on AlA. Dr. Orman answered that, at this
time, they desired to move away from this subject and proceed
with obtaining their building permits for the west side of AlA.
Their plans are ready to be submitted to the Building Official.
Dr. Orman also stated that there are two questions still out-
standing -.the matter of modifying the subdivision regulations
and Mr. Sliney's review of the Homeowner's Association regu-
lations pertaining to the Guest Lodge. He would like to see
these matters resolved, possibly at the Regular Meeting of the
Commission in June.
Mayor Horton said that an ordinance amending the subdivision
chapter in the Code would be ready for a first reading at the
Regular Meeting to be held on Tuesday, June 3, 1980.
At this point, Mayor Horton asked Mr. Roy Simon, Architect,
to present the revised plans for the new Municipal Complex.
Mr. Simon did this, explaining what changes had been made.
The consensus of the Commission was to proceed with Plan "B",
• however, this will be decided upon next week.

80.29 Recruest from Del Trail for Rescue Van Gas

Discussion took place regarding the supplying of gas for the
Rescue Van. This would amount to roughly 50 gallons of gas each
month. This will be brought up for a vote at the Regular Meeting
next week.
80.30 Status of Water Treatment Plant
Mayor Horton stated that he had been at the Water Treatment Plant
yesterday and reported that there will be no trouble in meeting
the scheduled expansion completion date. There have been a few
operational problems and Southern Bell has been working on the
situation.
80 32 Expiration of Investment from 1979 Bond Issue
Mrs. Roberts stated that $1,000,000.00 (held in a St. Petersburg
Bank) will be expiring on May 29, 1980 and requested from the
• Commission as to where this money should be wired. A room has
been reserved at Gulfstream Bank for Thursday morning in order
that the necessary papers can be signed by three Commissioners
to transfer this money into other Certificates of Deposit. Some
of this money can be reinvested for a short period. It was de-
termined by the Commission that Mrs. Roberts should have the
money wired to Mr. Richard Shanz at the Gulfstream Bank.
80.33 Audit Proposal
Mrs. Roberts informed the Commission that they had received
three proposals - two of them having been received this morning.
These will be studied by Mrs. Roberts and the Finance Department
and a recommendation will be forthcoming next week.
80.34 Proposed Ordinances
Mrs. Roberts told the Commission that the proposed ordinances
had not been prepared as yet, however, Mr. Sliney will work on
the one for subdivisions and the one for Hoffmann. Mrs. Roberts
will draft up the ordinance for the fee schedules; one concerning
the Community Appearance Board and one concerning the Code Enforce-
. ment Board. These should be ready for the Regular Meeting next week.

80.35 Job Description
Mrs. Roberts had given the Commission a new Job Description for
the Deputy Finance Director, whose duties have expanded to
include the duties of an Internal Auditor. Mrs. Roberts feels
that the duties of an Internal Auditor could be coordinated with
those of Assistant Town Treasurer. The reclassification would
advance the position to Grade 6 from Grade 5.
The Finance Director had requested that this be implemented
retroactive to April 1, 1980. However, it was Vice Mayor Storm's
opinion that this change should become effective at the beginning
of the new fiscal year.
Mayor Horton stated that he felt the consensus was to make this
an anniversary type thing at the fiscal year date, however, it
can be approved prior to that time.
80.36 Plan of Organization _
• Mrs. Roberts announced that the Plan of Or anization nee e

be updated and she had made the necessary changes. This will be
included for the Regular Meeting on June 3, 1980.

Mrs. Roberts stated that the Commission had received a letter of
recommendation from the engineers regarding the painting of the
elevated water tower. Mr. Sliney reviewed all the bids that had
been received and advised the Town to follow the engineers'
recommendation. This matter will be voted upon next week at the
Regular Meeting.
Town Manager's Reports
Mrs. Roberts said that she needed to know the summer vacation
schedules of the Commission in order that a quorum would be
present for all meetings. After all Commissioners had told of
their plans, it was determined that a quorum would be in
attendance at all meetings.

Mrs. Roberts stated that a request had been received from the
Mike Owen Co. for a dispensation from the Sign Code. Mr. Owen
desires to display an "Open House" sign for seven days a week
from 10:00 A.M. to 5:00 P.M. at the corner of Bel Air Dr. and
AlA. The consensus of the Commission was that this would be
permitted.
Letters have been received from the Police Chief regarding the
Law Enforcement Application Processing Center, a person who
lives at Seagate concerning noise pollution, information from
the C.D.C. about the "911" number, Mrs. Roberts reported. A
presentation will be put on by a representative from the County
and from Southern Bell explaining the "911" number if the
Commission is interested. Mrs. .Roberts will see if this can be
arranged for the next Workshop Meeting.
Mrs. Roberts then told of the vacancies on the various Boards -
Joe Boscove's term will be up in July and John Basso's term
• will be expiring in July. However, he has only served for four
months and Mrs. Roberts thought the Commission might wish to
retain him. Jackie Becker's term on the Community Appearance
Board runs out in July. Several resumes have been received for
consideration and Mrs. Roberts will list their names for the
Commission's perusal.
Mrs. Roberts told of correspondence with the insurance carrier
regarding their recommended Safety Program. This program must
be adopted and Mrs. Barker has been working on it. One safety
meeting has already been held and members consist of staff
members and supervisory personnel designated by the Mayor or
Town Manager. When this program has been devised it will be
given to the Town Commission to be adopted as policy. The Town's
insurance record is very clean, Mrs. Roberts said.
Mr. M. H. W. Dent, a Town resident, addressed the Commission
regarding the bond issue, the Bel Lido Bridge, the Sewer System,
the Del Trail Fire Department and the Town Treasurer.
Mr. Sliney spoke of reservations concerning the changing of the
zoning ordinance until the Van Lennep case was settled.
Commissioner Genovese agreed with Mr. Sliney. It is possible

that the appeal process, filed by Van Lennep, could run into
next year. Discussion took place regarding this subject and
the consensus was this be temporarily deleted from the letter
to the Planning Commission voted during today's Special Meeting.
Meeting ADJOURNED at 12:35 P.M. upon MOTION by Commissioner Bauer
and seconded by Commissioner Genovese. All Commissioners voted Aye
in favor of ADJOURNMENT.
