1982.03.12_TC_Minutes_Special4 TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Recessed Special Meeting Recessed from March 5, 1982 March 12, 1982 2:00 P.M Mayor Horton reconvened the Special Meeting of March 5, 1982 at 1:30 P.M. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm and Commissioners John J Basso, Mary Louise G. Blosser and Edward J. Sullivan. Mrs. Roberts, Town Manager, was absent. Also in attendance were: Thomas E. Sliney, Town Attorney, Fran Hamzik, Building Official, and Jane E. Barker, Town Clerk. There were several people in the audience. Mayor Horton announced that the purpose of the recessed meeting was to ask Counsel to submit a draft of an ordinance concerning TV dishes. This proposed ordinance will be dis- cussed at the Workshop Meeting of the Commission on March 30, 1982 with possible adoption at the Regular Meeting on April 6, 1982. • Mayor Horton then announced that Mrs. Roberts, Town Manager, had been under a lot of pressure in trying to wrap up all the details in time for the completion of the new building and the Dedication on Saturday, March 20, 1982 and had gone home ill, He had high praise for all of the employees during this trying period. Mayor Horton then explained the reasons for calling the Special Meeting last Friday (March 5, 1982) inasmuch as action had been taken at the Regular Meeting on Tuesday, March 2, 1982. Proposed Ordinance No. - An ordinance of the Town of Highland Beach, Florida, establish- ing a chapter of the Code of Ordinances entitled "Private Antenna Television System"; providing definitions; providing regulations. This ordinance was read by title only by Mr. Sliney. Commissioner Sullivan queried Section 2 - saying that there • was nothing in there to indicate that the Town Commission had any final control over the issuance of the permit for the antenna. Mr. Sliney answered Commissioner Sullivan's question. Minutes Highland Beach Town Commission Recessed Special Meeting March 12, 1982 Page 2 lyiayor Horton then suggested that the Commissioners study this ordinance and be ready with their thoughts and comments for the Workshop Meeting. Commissioner Blosser had a question regarding zoning and the antenna being handled under the electrical code. Mayor Horton said that Mrs. Roberts had requested a consensus from the Commission as to how high the flag pole should be. The Commission agreed that 25' would be the proper height. Commissioner Blosser then asked if something should be included in the ordinance pertaining to a tax inasmuch as the franchise effected the Town's finances. Discussion took place, with Commissioner Basso feeling that this item should not be discussed at this time. Commissioner Blosser again mentioned the safety feature and said that she felt the Commission was "rushing • through this". Mayor Horton asked that the Commission be prepared to discuss this further at the Workshop Meeting.
