Recessed Workshop Meeting from May 25, 1982

Mayor Horton reconvened the Workshop Meeting from May 25, 1982 at 1:45 P.M,
Those in attendance were: M ayor Louis Y. Horton, Vice Mayor Mary Louise
Blosser and Commissioners John J. Basso, Edward J. Sullivan and Harry
Walker. Also in attendance were Elaine W. Roberts, Town Manager- Police
Chief Kenneth Jones and Jane E. Barker, Town Clerk.
Town Commission Reports
Mayor Horton stated that the Fire Study Committee was still
working on this matter and it was definite that the Town would
continue to be connected with Del Trail Fire District for the
fiscal year 1982-83.
Mayor Horton then said that a letter dated May 14th had been
received from the Department of Veteran Community Affairs
• regarding affordable housing. Mrs. Roberts was directed to
write saying that this was of no interest to the Town.
Mayor Horton also told of a letter received from Camp, Dresser
& McKee, the Town's engineers, regarding water inter-connections.
This item will be discussed at the joint meeting of the Highland
Beach Town Commission and the Boca Raton City Council later this
afternoon.
Mrs. Roberts informed the Commission that this inter-connection
was to be one way, however, it could be a two way connection.
Commissioner Walker asked why it should be a two way connection
and he was informed that was in case of an emergency. Fees were
discussed, with Mrs. Roberts informing the Commission that when
Highland Beach had to buy water from Boca Raton in the past, they
had charged the extra 25/ allowed by the State. This item also
will be discussed at the meeting later this afternoon.
Mayor Horton then told of a letter received from Mrs. Gene
Kaiserman of Seagate of Highland regarding public transportation
for the Town. A letter will be written to her, saying that this
matter has been looked into on previous occasions and it was felt
• that it was not needed at this time.

Letters were also received from Mrs. Betty Lemear, a resident
in Town, and from Tony Abbate, Building Inspector- regarding
the deplorable condition of the beach. It was felt that this
condition was exceedingly bad at construction sites and at
vacant property.
Mrs. Roberts advised that a Boy Scout Troop from Boca Raton had
cleaned the beach once and possibly this could be arranged again.
Mayor Horton said that if this condition was prevalent at
construction sites, that could be stopped.
Several suggestions were made - one being by Commissioner Sullivan
that inasmuch as the Greening of AlA Committee had been so
successful, why couldn't a Beach Committee be created. If a
beach buggy were purchased, as is being considered, this would
help in patrolling the beach, Mrs. Roberts said.
Mayor Horton stated that action would be taken on Mr. Wiercioch's
pool at the Regular Meeting on Tuesday, June 1, 1982.
• Mrs. Roberts informed the Commission that the Building Moratorium
Ordinance would expire on June 14th and the consensus was to
extend it again.
Mayor Horton said that the Turtle Watch Group had requested a
donation of $200.00 for their program as they did last year.
They have also requested signs saying the beach was protected
against predators. The consensus was to donate the same amount
of money as last year and if the group wished to purchase signs
with that money, it would be all right with the Commission.
Mrs. Roberts then brought up the subject of the Fee Schedule
Ordinance, saying she thought it should be changed to allow
for the $50.00 being paid to the secretary of the Board. to
Mr. Hamzik, Building Official for attendance at the night meetings,
and to the attorneys. Mrs., Roberts will have this proposed
ordinance drawn up.
Commissioner Basso then brought up the subject of Board Members
being able to serve only six years, after they have become
highly qualified and have gained so much experience. Mayor
Horton explained the reason for this.

Mrs. Roberts then asked the Commission when they would like
the Public Hearings to be held re density bonuses. It was
decided the meeting should be held on Tuesday, June 22. 1982
at 5:01 P.M.
Vice Mayor Blosser inquired as to the status of Royal Highlands
and Mrs. Roberts told her she would find out and report back
to her.
Commissioner Walker then spoke of the memo received from an
employee concerning the length of service needed to become
eligible for the Retirement Plan. This matter will be brought
• to the attention of the Board of Trustees - Retirement Plan at
their meeting next Tuesday, June 1, 1982.
A Resolution opposing casino gambling will be drawn up for the
Regular Meeting on June 1, 1982 as well as a Resolution concerning
Voluntarism, which the Palm Beach County Municipal League has
requested the municipalities to adopt.
Mrs. Roberts asked the Commission's wishes regarding the letter-
head that is used for the Town Bulletin. There are approximately
11,000 sheets left with the names of the last Commission printed
on it. The consensus was to order new stationery and cut the other up
for scrap paper.
Gene Huron, Postmaster from Boca Raton inquired as to whether the
Town would be interested in having Post Boxes in the Post Office.
The consensus was that this would be "asking for more trouble".
Mrs. Roberts announced that the Community Appearance Board had
approved the tow away signs for the Holiday Inn and St. Lucy's
Church.
Mrs. Roberts said that Mr. Sliney recommended re-adopting Resolution
No. 432, which petitions the County for tax relief.

Chief Jones stated that he had prepared a new listing of
shelters for use in a hurricane and this will go out with the
monthly bulletin next month.
Discussion took place regarding the Budget for the Fiscal Year
1982-83 and when the millage has to be set. The Police Committee
has recommended a 7% Cost of Living increase. Commissioner
Sullivan felt that the Town should follow what the Government
does as far as the Cost of Living was concerned.
