Minutes of Meeting of Town Commission
Special Meeting
August 16, 1982 _ 2:00 P. M.
Mayor Horton called the Special Meeting to order at 2:00 P. M. Those in
attendance were: Mayor Louis Y. Horton, Vice Mayor Mary Louise G.
Blosser and Commissioners John J. Basso, Edward J. Sullivan, and Harry
Walker. Also in attendance were: Elaine W. Roberts, Town Manager and
Jane E. Barker, Town Clerk.
There were several people in the audience.
Mayor Horton announced the two purposes for the Special Meeting:
(1) Land Use Element of Comprehensive Plan
(2) Audit Proposals
1. Land Use Element of Comprehensive Plan
Mayor Horton read a letter into the record from Mr. Robert Chapin,
Attorney for the Yasztrezmski's, addressed to the Town Manager,
stating that it would not be in their best interest to rezone their
property to a lesser restrictive classification. This letter had
been confirmed by a telephone call from Mrs. Yasztrezmski to
Mayor Horton.
Mayor Horton also read a letter from Mrs. Reid, a daughter of the
late Mr. Beekman, stating it was in the heir's best interest that
the zoning be maintained as it is.
Discussion ensued as to the existing land use map and Mayor Horton
asked for comments from those present.
Mr. Milani and Dr. Orman spoke in objection. Dr. Orman distributed
a report containing his personal viewpoints.
Michael Dent, A town resident, gave his comments regarding the
joint meeting of the Planning Commission and the Town Commission.
It was explained by Dr. Weiss, Chairman of the Planning Commission,
that they want opinions from all sectors before the Planning
Commission makes recommendations. General consensus was that the
Planning Commission should be an independent board. It was ex-
plained that RPUD densities are locked in. Mr. Milani did not
understand why developers were being forced to build within a
certain time limit. Attorney Chapin, representative of the
Yasztrezmski family, stated that since other people's properties
are being dealt with, that the best interest of the owner and the
community should be considered. Mayor Horton explained to Mr. Milani-
that the 1971 court case did not apply to his property. Commissioner
Walker explained that time limits ire needed to avoid making a
mockery of the Comprehensive Plan and that it would be a waste of

Mayor Horton gave all those who wished to comment a chance to do so.
Commissioner Sullivan added his opinion that from what he has
heard, residents want down-zoning and feel that Gee and Jenson's
plan should be followed. When Commissioner Basso asked how the
Planning Commission determines their recommendations, Mrs. Roberts
stated that they hear all comments, which are never restricted,
and make their recommendations after that.
2. Audit Proposals
A proposal was submitted on July 30, 1982 from the Finance Depart-
ment recommending that the present auditors be maintained, however,
the Town Commission unanimously voted to hire the firm of Peat,
Marwick & Mitchell for the fiscal year 1982-83, with a three year
option to renew the contract.
The meeting was adjourned at 4:05 P. M.
