1982.08.17_TC_Minutes_Workshop -, . . TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Budget Workshop August 17, 1982 9:30 A.M. Mayor Horton called the Budget Workshop to order at 9:30 A.M. Those in attendance were: Mayor Louis Y. Horton, Commissioners John J. Basso, Edward J. Sullivan and Harry Walker. Also in attendance were: Elaine W. Roberts, Town Manager, and the members of the Financial Ad- visory Board--Chairman Harold C. Storm, Jane Rayner and Robert Slater. Several residents were in the audience. (V.M. Blosser was ill) The Town Commission and the members of the Financial Advisory Board reviewed the entire Budget Forecast Draft #1 as revised on August 6, 1982. Several suggestions were made for revisions in order to have a complete Draft #2: a change in the appropriation of fund balance on the Revenue Page~and in the Expenditure portion, a change in Trash and Garbage--reductionland a change in Highways and Streets to include the $6,000 for the Greening of AlA continuation. Mrs. Roberts related that the Police Department final figure will be re- • duced by $13,000 because the decision is not to hire a tenth Police Officer during the next Fiscal Year. Mrs. Roberts reported that Maree will reduce the appropriate line by line items to reflect this. She also reported that the Town Commission has approved the seven percent cost of living and the over the maximum increase. Draft ##2 will include the line by line adjustments in each of the depart- ments where salaries are indicated. Several residents in the audience asked questions and made suggestions for .changes. Mr. Savino spoke in favor of the reinstatement of the $6,000 for Greening and Mr. Dent spoke about several aspects of the budget. The Town Commission asked about how to regulate the atten- dance of the Town Attorney plus aspects of the attorney's billing system, to check with the State regarding the liquor license revenue, when will the Interfund Transfer be made to reflect the Lift Stations work, will there be a Group Insurance increase, when will the trans- fer be made to the General Operating Budget from the Enterprise Funds, what might be the cost if the Town enters into the Road and Bridge suit, are bids taken for pest control service and a suggestion to write to the Senators regarding Post Office remuneration at the ap- propriate time in 1983. • g Town Commission Budget Workshop August 17, 1982 Page 2 of 2 Mrs. Roberts said that she would check on the items of concern ex- pressed by the Town Commission and would report to them within the next few weeks.
