Minutes of Meeting of Town Commission
• Workshop Meeting
August 31, 1982 1-30 P. _M.
Mayor Horton called the Workshop Meeting to order at 1:30 P. M. Those in
attendance were: Mayor Louis Y. Horton, Vice Mayor Mary Louise G. Blosser
and Commissioners John J. Basso, Edward J. Sullivan, and Harry Walker.
Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney,
Town Attorney; Kenneth Jones, Police Chief; Francis Hamzik, Building
Official; and Betty Lou Kolek, Recording Secretary.
There were eeveral people in the audience.
82.1 Vacancies on Boards
Mrs. Roberts stated that Mr. Sherbondy had submitted a resume and
will be considered for the Financial Advisory Board. There are
vacancies on the Code Enforcement Board, the Community Appearance
Board, the Planning Commission, and the Police Committee. This
will be decided at the Regular Meeting: 9/7/82.
82.42 Water Treatment Plant
Commissioner Walker said that a cost study is still needed for the
proposed Utilities Department operating expenses, therefore, since
® further study is needed, this will be on the Regular Meeting Agenda.
Victor Pujals (of Camp,Dresser & McKee) reported that conditions
presently at the Water Plant were not good, lacked proper maintenance,
paper work was insufficient, and that there was not enough daily
testing.
Mayor Horton announced that a decision will be made at the Regular
Meeting regarding the landscaping improvements at the water plant
after two more estimates are received. Commissioner Basso requested
a layout of the plantings.
The interconnection between Boca Raton and Highland Beach will cost a
total of $6544, to be divided by the two municipalities.
Also discussed was the. $6,000 proposal for a study regarding the
lime pond.
82.49 Status of sewer rates from Delray Beach
There was no updated news yet.
82 50 Status of Dual Taxation Suit and a proposed resolution petition-
ing for-tax relief to the County

82.53 DOT right-of-waV mowing costs

Mayor Horton stated that it would be too costly for the Town to
keep up the right-of-way mowing and that the County should continue
to do it. Commissioner Basso asked about the County mowing
schedule. Mrs. Roberts was directed by the Town Commission to
find out the exact number of vacant, privately owned, lots that
need mowing (the right-of-way area) as it should be done more
often because they get so unsightly.
Mrs. Roberts announced that the Town Maintenance Department would
be checking for hazards on the bike-path and other areas in Town
more often and report to her.
82.55 Walle seawall
Mike Walther (of Arthur Strock & Associates) discussed requirements
for the seawall and wanted to get an agreement as to orientation
and location so that he could proceed with an application to the
State. The Town Commission recommended that the North end stay
the same as the present proposal but the South end needed to be
moved to a better location, closer to the vegetation line, so
as to protect the property at the South border. Mr. Walther agreed
this might have advantages and will submit new drawings.

of Highland Beach, Florida amending the Code of Ordinances
of the Town of Highland Beach, Chapter 9, Section 12, entitled
"Satellite Television Antenna System," to provide for
Inspections and Maintenance.

82 66 Proposed seawall for Lots 4 and 5-East (Revised plans submitted
8-13-82)
Town Commission will further review and discuss at Regular Meeting on
9/7/82. Digby Bridges reported that due to the lots' proximity to
"Jap Rock", a seawall is not required by DNR. The request, therefore,
is for a retaining .wall.
82.67 Maravilla east wall
Dr. Orman and Michael Carey presented plans which will be considered
during Regular Meeting on 9/7/82.
82 68 Boca Hi request distributed July 19,1982 (re: Sales Model)
Town Commission will decide at 9/7/82 Regular Meeting.

82.70 Town Clerk's duties
Discussion took place. Further discussion for the Workshop Meeting
of 9/28/82.
Kenneth Ferriggia (Hirsch & Associates-Architects) representative
for Mr. Sylvester, explained that the addition to the Sylvester house
would not increase the non-conformity of the width of the house.
The proposed addition is for a room on the east side of the existing
house. This will be further considered at Regular Meeting on 9/7/82.
A motion to recess the Workshop Meeting to after the Special Meeting
on Wednesday, September 1, 1982, was made by Commissioner John J. Basso
at 5 P. M., with a second by Commissioner Sullivan.
