1982.09.01_TC_Minutes_WorkshopM TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Recessed Workshop Meeting From August 31, 1982 September 1, 1982 4:00 P. M. Mayor Horton called the Recessed Workshop Meeting to order at 4:00 P. M. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Mary Louise G. Blosser, Commissioner John J. Basso, and Commissioner Edward J. Sullivan. Commissioner Harry Walker was absent. Also in attendance were: Elaine W. Roberts, Town Manager and Betty Lou Kolek, Recording Secretary. Town Manager's Report: Mr. James' petition for relief from the Community Appearance Board's decision regarding Lots 4 and *~ East was discussed. Also discussed was the retaining wall plan and the opinion was that if the retaining wall is part of the building, it goes with the building plans and does not need separate approval. • The hourly fee for the Town Attorney was discussed. Presently it is $62.00 per hour and billed by 15 minute segments. The attorney has not asked for an increase this year. The unsold Malayan palm trees are being sold at $8.00 each, as was announced in the September Bulletin. It was decided not to get a postage meter for the contract Post Office, due to the cost. Recent new voter registration cards received from the Supervisor of Elections Office contained an error. The Town Commission said it was all right to send corrected cards after the November election. They were not happy that this error caused taxpayers an extra expense and they should be notified by letter. Florida League of Cities Convention dates were announced: October 28 to 30, 1982. Mowing of the right-of-way in Town was discussed, plus the mowing of empty lots. Two bids were received, so far, for the former police car (1978 Dodge Aspen) that the Town has for sale. • Mrs. Roberts reported that we are still trying to get the reflectors (delineators) on the A-1-A road surface. Town of Highland Beach • Minutes of Town Commission Recessed Workshop Meeting September 1, 1982 Town Manager's Report (Continued): Page 2 of 3 The Town Commission felt that the Town should not participate in the irrigation device testing program with some other municipalities. The Town Manager is working on a consent agenda, revisions to the workshop and regular meeting agendas, and a Town Commission action report. Mayor Horton asked that Commissioner Sullivan work with the Town Manager on the new agenda format and help coordinate the attorney's time, regarding matters warranting his attention. The consensus was that the Town Commission has no objection to the building inspectors being certified. • A letter from Daytona Beach Shores was read stating that they objected to how the 1/2 cent sales tax is distributed among the cities and municipalities. It is presently based on population. The University of Florida population count for the Town is being questioned. Their count is 2354, but the Town presently has 2900 dwelling units. This count determines Federal Revenue Sharing money distribution. (End of Town Manager's Report) It was announced that John Toshner, of Gee and Jenson, will be handling our Comprehensive Plan work. Mayor Horton announced that the Sylvester addition would be on the September 7, 1982 Regular Meeting Agenda and plans and specs are in the Building Department. Dr. Gilbert Weiss's letter of August 24, 1982 was discussed regarding site plan approval of Milani's property and other Planning Commission procedures in giving approvals. A motion was made to adjourn at 4:40 P.
