Public Hearing
Re: Budget

Mayor Horton called the Public Hearing to order at 5:01 P.M, on
Tuesday, September 21, 1982. This Public Hearing, Mayor Horton said,
was to give the public an opportunity to make comments in regard to the
proposed budget for the fiscal year 1982-83.
Those in attendance were: Mayor Louis Y. Horton and Commissioners
John J. Basso, Edward J. Sullivan and Harry Walker. Vice Mayor
Blosser was absent. Also in attendance were: Elaine W. Roberts,
Town Manager; Thomas E. Sliney, Town Attorney; Maree Birkbeck, Finance
Director; Bob Slater, member, Financial Advisory Board and Jane E.
Barker, Town Clerk.
Mayor Horton continued by saying that the Town Commission would
appreciate suggestions from the public regarding two items.
The first one, he said, had to do with the proposed use of the
local government 1/2~ sales tax which is estimated at some
$56,947.00. Mayor Horton said that State Law required that
$22,779.00 be used for property tax reduction, and the remainder
of $34,168.00 could be for discretionary use.
Mayor Horton then stated that in addition, $10,870.00 from
Federal Revenue Sharing funds would be included in the budget
and the Commission would appreciate suggestions as to how to
use this money.
Mrs. Roberts then read three ads - the one published in the
Sun Sentinel on September 10, 1982 regarding the Federal Revenue
Sharing Funds and General Operating Budget for the Fiscal Year
October 1, 1982 - September 30, 1983 - the second one being the
1/4 page ad which appeared in the Sun Sentinel on September 17,
1982 regarding the Notice of Hearing on Property Tax Relief and
the Budget; and the third ad which will appear in the Palm Beach
Post on Saturday, September 25, 1982 regarding the millage rate.
All of these ads meet the State Statute requirements.
Mr. William Paul, a resident in Town, asked a question about the
meaning of enhanced services, which was answered for him by
Mrs. Roberts.

At this time, four residents entered the meeting and Mr. Edward
Schmidt, a resident of Bel Lido, asked several questions
concerning the new assessments. Discussion took place with
Mayor Horton informing him that the Town Commission of the
Town of Highland Beach had no control over the assessment. This
was handled by the County property Appraiser.
Mr. Schmidt then asked regarding buildings not being given a
Certificate of Occupancy prior to the first of the year, did
they get a "free ride" all year? He was informed that they
did not get the "free ride."
Commissioner Sullivan commented on the amount of school taxes
the people in Highland Beach had to pay with only 30 children
in Highland Beach.
