1982.09.28_TC_Minutes_WorkshopTOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission • Workshop Meeting September 28, 1982 1:30 P.M. Mayor Horton called the Workshop Meeting to order at 1:30 P.M. Those in attendance were: Mayor Louis Y. Horton and Commissioner Edward J. Sullivan. Vice Mayor Mary Louise G. Blosser and Commissioners John J. Basso and Harry Walker were absent. There was no quorum at today's meeting. Also in attendance were Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney; Police Chief Kenneth Jones; and Jane E. Barker, Town Clerk. There were a few people in the audience. Mayor Horton stated that inasmuch as people had made the trip to the meeting, some items on the agenda would be discussed. There was no quorum. The following Ordinances were discussed because they were published on September 13, 1982. • 82.71 Proposed Ordinances with a First Reading on September 7, 1982. (a) Proposed Ordinance No. - An ordinance of the Town of Highland Beach, Florida, amending the Code of Ordinances of the Town of Highland Beach, Chapter 2, entitled "Administration," Section 2-6, entitled "Rules of Procedure," Rule No . 1. There were no questions or discussion concerning this proposed Ordinance. (b) Proposed Ordinance No. - An ordinance of the Town of Highland Beach, Florida, amending the Code of Ordinances of the Town of Higk~land Beach, Chapter 21, entitled "Seawalls, Bulkheads and Retaining Walls, Section 21-1 and 21. No discussion. (c) Proposed Ordinance No. 447 - An Ordinance of the Town of Highland Beach, Florida, amending Ordinance No. 426 which appropriated funds for the fiscal year Minutes of Highland Beach Town Commission • Workshop Meeting September 28, 1982 Page 2 of 3 1981/82 which began October 1, 1981 and will end September 30, 1982. Mayor Horton stated that this proposed ordinance was necessary every year in order to meet the requirements of the State Statutes. Mrs. Roberts stated that the Ordinance Number in the body of the title should read Ordinance No. 428 instead of Ordinance No. 426. This proposed ordinance will have a final reading and adoption at the Special Meeting being held tonight, Sept. 28, 1982, immediately following the Public Hearing at 5:01 P.M. (d) Proposed Ordinance No. 448 - An Ordinance of the Town of Highland Beach, Florida, to effect a tax levy based upon the 1982 tax roll of the Town of Highland Beach. This proposed ordinance will have a final reading and adoption at the Special Meeting being held tonight, Sept. 28, 1982, immediately • following the Public Hearing at 5:01 P.M. (e) Proposed Ordinance No. 449 - An Ordinance of the Town of Highland Beach, Florida appro- priating funds for the fiscal year 1982-83, beginning October 1, 1982 and ending September 30, 1983. This proposed ordinance will have a final reading at the Special Meeting being held tonight, Sept. 28, 1982 after the Public Hearing. (f) Proposed Ordinance No. 450 - An Ordinance of the Town of Highland Beach, Florida, adopting the Flood Insurance Study for the Town of Highland Beach, dated March 31, 1982, accompanied by the Flood Insurance Rate Maps, dated September 30, 1982. Further, the Town of Highland Beach adopts the Coastal High Hazard Areas (V-Zones). (Reference: 44 CFR, 60.3 (e). Discussion took place regarding this proposed ordinance with Attorney Sliney determining that this revised ordinance included the specific information recommended by the Federal Emergency Management Agency in Atlanta. At this point, Chief Jones introduced the new police officer, Roger • Shoeman. Mayor Horton welcomed him to Highland Beach and said that he was glad to see "another Navy man on board." Chief Jones indicated Minutes of Highland Beach Town Commission • Workshop Meeting September 28, 1982 Page 3 of 3 that Officer Shoeman would commence work on October 10, 1982. 82.74 Request regarding Royal High lands Mr. Stephen Moss, of the Attorney firm representing Royal High lands, addressed the Town Commission, explaining their concern over whether Teron International, Inc. would be affected by the Moratorium Ordinance, if they divided their project into two projects. He asked whether they would have to go through the entire process again. Mr. Moss was informed by Mayor Horton that the balance of the Town Commission would be apprised of his question and this matter would be discussed further at a later date. Mr. Moss also asked if Royal Highlands were being treated differently than any other developer regarding expired building permits and required repayment fees. When informed that they were not, he requested a letter to this effect, which Attorney Sliney will write. • Mr. Digby Bridges then addressed the Town Commission, asking if he had to appear before the Moratorium Variance Board regarding Connaught as he was under the impression he did not have to as he had not changed his plans. Mr. Bridges was informed by Mayor Horton that the facts would be established and Mr. Bridges would be notified. 82 73 Petition received September 7, 1982 regarding St. Lucy Church Mrs. Roberts stated that the comment period for St. Lucy's Church application was up on October 2, 1982 and inquired as to whether the Town Commission had any objections to the permit application. Inasmuch as the Commission had none, Mrs. Roberts will direct a letter to the Department of the Army Corps of Engineers, stating so. • Inasmuch as there was no quorum at today's meeting, no formal MOTION was needed to ADJOURN The meeting.
