1982.09.28_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Public Hearing and Special Meeting September 28,1982 5:01 P.M. Mayor Horton called the Public Hearing to order at 5:01 P.M, on September 28, 1982 for the purpose of discussing the millage rate. Those in attendance were: Mayor Louis Y. Horton and Commissioners Edward J. Sullivan and Harry Walker. Vice Mayor Mary Louise G. Blosser and Commissioner John J. Basso were absent. Also in attendance were: Elaine W_ Roberts, Town Manager, Thomas E. Sliney, Town Attorney; and Jane E. Barker, Town Clerk. There were five people in the audience. Mayor Horton stated that the purpose of the Public Hearing was to review the budget for the coming year and hear comments from the public. He made the announcement that the Palm Beach County Commission was holding their Public Hearing on this budget tonight at 7:00 P.M. • Mayor Horton said that there were two matters they would like to call to the public's attention: (1) the local government ~~ sales tax with a portion of this going for property tax reduction and another portion being used for enhancing purposes; and (2) the Federal Revenue Sharing money in the amount of $10,870 asking if the public had any comments regarding how this money should be spent. There being no comments from the audience, Mayor Horton said that the Public Hearing could now be considered closed. Time - 5:04 P.M. Mayor Horton immediately called the Special Meeting to order, stating that a quorum existed with Mayor Horton, Commissioner Sullivan and Commissioner Walker being in attendance. Mrs. Roberts reported on the various advertisements which had appeared in the newspapers - the Sun Sentinal Ad on September 10, 1982 regarding the hearing Federal Revenue Sharing; the one in the Sun Sentinel on September 17, 1982 regarding the hearing on property tax relief and budget; and the ad which appeared in the Palm Beach Post on September 25, 1982 re the Public Hearing being held tonight. • Minutes of Highland Beach Town Commission • Special Meeting & Public Hearing September 28, 1982 Mrs. Roberts stated that there was total millage and she would contact this . Page 2 of 4 a mistake on this ad in the the Palm Beach Post about Mayor Horton said that possibly the Palm Beach Post would run a story on this if another Public Hearing was necessary due to the conflict with the Palm Beach County Commission Public Hearing this evening. Mr. Sliney said that he felt the County Commission did a disservice to the 37 municipalities in the County by not notifying them of their Public Hearing. Proposed Ordinances (a) Proposed Ordinance No. 447 - An Ordinance of the Town of Highland Beach, Florida, amending Ordinance 428 which appropriated funds for the fiscal year 1981-82 which began October 1, 1981 and will end September 30, 1982. • MOTION by Commissioner Walker/Commissioner Sullivan that Ordinance No. 447 be adopted as read. In polling the Commission, the vote was as follows: Commissioner Walker - Aye; Mayor Horton - Aye; and Commissioner Sullivan - Aye. (b) Proposed Ordinance No. 448 - An ordinance of the Town of Highland Beach, Florida, to effect a tax levy based upon the 1982 tax roll of the Town of Highland Beach. Proposed Ordinance No. 448 was read in full by the Town Clerk. MOTION by Commissioner Sullivan/Commissioner Walker that this ordinance be adopted as read. In polling the Commission, the vote was as follows: Commissioner Walker - Aye; Mayor Horton - Aye; and Commissioner Sullivan - Aye. (c) Proposed Ordinance No. 449 - An ordinance of the Town of Highland Beach, Florida, appro- priating funds for the fiscal year 1982-83, beginning October 1, 1982 and ending September 30, 1983. Proposed Ordinance No. 449 was read in full by the Town Clerk. • Minutes of Highland Beech Town Commission Public Hearing & Special Meeting September 28, 1982 Page 3 of 4 MOTION by Commissioner Walker/Commissioner Sullivan that Ordinance No. 449 be adopted as read. In polling the Commission, the vote was as follows: Commissioner Sullivan - Aye; Mayor Horton - Aye; Commissioner Walker - Aye. (d) Proposed Ordinance No. 450 - An ordinance of the Town of Highland Beach, Florida adopting the Flood Insurance Study for the Town of Highland Beach, dated March 31, 1982. Further, the Town of Highland Beach adopts the coastal high hazard areas (V-Zones). (Reference: 44 CFR,60.3 (e)). This proposed ordinance was read in full by Mayor Horton, who said that this was an exercise dictated by Washington. MOTION by Commissioner Sullivan/Commissioner Walker that this ordinance be adopted as read. In polling the Commission, the vote was as follows: Commissioner Sullivan - Aye; Mayor Horton - Aye; Commissioner Walker - Aye. • Bills for Approval Mrs. Roberts presented the bills for approval, one of which was in the amount of $1,800.00 severance pay for Tom Graham. Discussion took place regarding this bill with Attorney Sliney saying that he wanted to have a release signed by Tom Graham. MOTION by Commissioner Sullivan that the bills be approved for payment with the exception of Tom Graham's which he wanted held until the full Commission could meet next Tuesday. Commissioner Walker seconded this MOTION. All Commissioners voted Aye. Mrs. Roberts explained a change on the Revenue page of the 1982-83 budget - "Administrative Refund (Utilities Dept.) from $40,000 to $50,000 and Appropriation of Fund Balance from $50,758 to $40,758.
