1982.10.26_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission • Public Hearin g and Special Meeting October 26, 1982 5-01 P M Vice Mayor Blosser called the Public Hearing to order at 5:01 P.M. in the absence of Mayor Horton. Those in attendance were: Vice Mayor Mary Louise G. Blosser and Commissioner John J. Basso, Edward J. Sullivan and Harry Walker. Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney and Jane E. Barker, Town Clerk. Vice Mayor Blosser announced that the purpose of this Public Hearing was to hear comments from the public regarding the budget for the fiscal year 1982/82 (Also adopted 9/28/82). She then referred to Ordinance No. 451 and Ordinance No. 452. • ORDINANCE NO. 451 An Ordinance of the Town of Highland Beach, Florida to effect a tax levy based upon the 1982 tax roll of the Town of Highland Beach. ORDINANCE NO. 452 An ordinance of the Town of Highland Beach, Florida appro- priating funds for the fiscal year 1982-83, beginning October 12, 1982 and ending September 30, 1983. Vice Mayor Blosser then said that these two ordinances had been advertised in the Sun Sentinel on Tuesday, October 12, 1982 and the Palm Beach Post on Saturday, October 23, 1982. (Quarter Page Ad) She called for comments and there were none. MOTION by Commissioner Sullivan/Commissioner Basso that the Public Hearing be ADJOURNED. Time 5:03 P.M. All Commissioners were present with the exception of Mayor Horton. Commissioner Sullivan read Ordinance No. 451 in full. MOTION by Commissioner Walker/Commissioner Basso that this Ordinance be adopted as read. In polling the Commission, the vote was as follows: Commissioner Sullivan - Aye; Vice Mayor Blosser - Aye; Commissioner Walker - Aye; Commissioner Basso - Aye. Attorney Thomas E. Sliney then read Emergency Ordinance No. 454 in full. ORDINANCE NO. 454 An Emergency Ordinance of the Town of Highland Beach amending • Section 22-2 of the Code of Ordinances of the Town of Highland Beach, Florida, entitled "Sewer Service Charges"; making legislative findings of fact; declaring the legislative intent and purpose of this act; declaring an emergency and providing for an effective date. Discussion took place regarding the additional amount of money being added to the sewer bill and other wording. Mr. Sliney stated that he would have this Ordinance retyped. MOTION by Commissioner Sullivan/Commissioner Basso that this Ordinance be adopted as amended. In polling the Commission, the vote was as follows: Commissioner Basso - Aye; Commissioner Walker - Aye; Vice Mayor Blosser - Aye; Commissioner Sullivan - Aye. The Town Commission took a tour of Town Lots 4 & 5 East, known as the Milani properties, in preparation for a meeting of the Moratorium Variance Appeals Board, to be held Oct. 26, 1982. Those Present were: Vice Mayor Blosser; Commissioners Walker and Sullivan;Elaine W. Roberts, Town Manager; Attorney Daniel H. James; Mr. C.D. Milani; Digby Bridges; Dr. Orman and Tony Abbate.
