Minutes of Meeting of Town Commission
Special Meeting
October 28, 1982
2:30 P. M_
Mayor Horton called the Special Meeting to order at 2:30 P. M.
Those in attendance were: Mayor Louis Y. Horton, Vice Mayor
Mary Louise G. Blosser, Commissioner John J. Basso, and
Commissioner Harry Walker. Commissioner Edward J. Sullivan was
absent. Also in attendance were: Elaine W. Roberts, Town Manager;
Thomas E. Sliney, Town Attorney; and Betty Lou Kolek, Recording
Secretary.
The purpose of the Special Meeting: Town Clerk's impending
retirement.
Mayor Horton asked if there was anything new to report
regarding the sewer negotiations. Elaine Roberts, Town
Manager, reported that a meeting was scheduled on Friday,
October 29, 1982, at 10:00 a.m., with Lou Martin in
• attendance, Bob Slater of the Ad Hoc Committee, and anyone
else who wished to attend.
Mayor Horton asked for any new information regarding the
Town Clerk's impending retirement.
Commissioner Basso asked that the letters, memos, Town
Manager's evaluations, and money involved be read into the
record.
Elaine Roberts, Town Manager, read the following into the
record:
(1) October 20, 1982, letter signed by Mr. and Mrs. Joseph
Barker, requesting disability retirement.
(2) October 20, 1982, letter from Jane E. Barker's attending
physician, Angelo B. Pace, M. D., with diagnosis of
Hypertension and Osteoarthritis; imperative to retire
immediately.
(3) Finance Director's report of October 22, 1982: Employee
has $30,535.22 in retirement fund, of which Town contributed
approximately $6,000, and includes interest.
(4) October 26, 1982, Memo to Town Commission from Town
Manager regarding disability insurance coverage for the
employee.

(5) October 8, 1982, Memo to Town Commission from Town Manager
regarding Town Clerk's errors.
(6) October 6, 19$2, Memo to Town Commission from Town Manager
regarding Town Clerk's errors.
(7) August 18, 1982, Letter from Dr. Pace to Town Manager
stating that Mrs. Barker should take four (4) weeks off work,
due to hypertension.
Much discussion followed, such as: possibility of reverence
pay to be determined at end of 26 weeks, with recommendations
from the Financial Advisory Board, Town Clerk's duties to be
assimilated by other staff members, Town to pay monthly
insurance premium for employee while receiving disability
benefits so that employee can continue to be covered under
the medical plan until retirement, and accepting the doctor's
recommendation.
Upon a motion made by Commissioner Harry Walker, Mayor Horton will
write a letter advising the employee that after earned sick leave
and vacation time, the Town will take the necessary steps to see
• that disability payments are made, in accordance with the insurance
plan, for a maximum of 26 weeks, the Town would support the employee's
claim, and further, the Financial Advisory Board will be asked to
formulate a severance pay policy with the understanding that this
would be made applicable to her, should the policy be adopted. The
motion was seconded by Commissioner John J. Basso. The vote was
three (3) ayes and one (1) nay, Vice Mayor Blosser.
The Town Commission instructed the Town Manager to ask the
Town Clerk if she is able to work on October 29, 1982, with
October 29, 1982 being her last day of employment, followed
by three days earned sick leave and 18.75 days earned vacation.
There being no further comments or questions, the Special Meeting of
tine Tdwn Commission was adjourned at 3:50 P. M.
