1982.11.16_TC_Minutes_Special"L TOWN OF HIGHLAND BEACH, FLORIDA TOWN COMMISSION Moratorium Variance Appeals Board and Special Meeting - November 16, 1982 Mayor Horton called the Moratorium Variance Appeals Board to order at 10:00 A.M. This was the recessed meeting from October 26, 1982, called to hear a petition from Mr. C. D Milani who was asking for a variance from the Moratorium Ordinance. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Mary Louise G. Blosser, and Commissioners John J. Basso, Edward J. Sullivan and Harry Walker. Also in attendance were Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney; Fran Hamzik, Building Official; Kenneth Jones, Police Chief and Rita Ebersole, Deputy Town Clerk. Attorney Daniel H. James, representing Mr. C.D. Milani, summarized the petition presented concerning lots 4 & 5 can the East Side of AlA and lots 4 & 6 on the West side of AlA, known as Corona Del Mar, Phase I and Phase II. Dr. Orman and Mr. Milani also took part in the presen- tation. Prolonged discussion took place between the Commissioners, the Town Attorney, and Town residents. • MOTION by Commissioner Basso and seconded by Vice Mayor Blosser that this petition be denied. After polling the Commission, the vote was as follows: Commissioner Basso - Aye; Commissioner Walker - Aye; Vice Mayor Blosser - Aye; Commissioner Sullivan - Aye with reservations; Mayor Horton - Aye. The petition was denied by a 5 - 0 vote. The consensus was that Mr. Milani could again petition at a later date. The Commission felt they wanted to receive the results of Gee and Jenson's study re proposed land use and zoning. The Moratorium Variance Appeals Board adjourned their meeting at 11:25 A.M. SPECIAL MEETING Mayor Horton called the Special Meeting to order at 11:26 A.M. Mr. Roy Simon explained the changes he plans to make in the Vagabond Motel - changing 10 motel apartments to 8 condo apartments, thus converting the motel to condominiums. Commissioner Basso inquired if there would be sufficient parking. Fran Hamzik said there would be 1 1/8 space to each apartment which • he thought was adequate. ~ _~ Minutes of Highland Beach • Moratorium Variance Appeals Board and Special Meeting Page 2 of 3 November 16, 1982 MOTION by Commissioner Walker, seconded by Mayor Horton that we grant permission to proceed. All voted Aye. Mrs. Roberts advised that the Code of Ordinances requires two parking spaces per apartment for 1 - 20 units in that zone district. Fran explained this was a non-conforming building built in the 1960's when the Code was one space for one apartment, but Tom Sliney questioned converting without coming up to Codes. Commissioner Walker then withdrew his MOTION, and Mayor Horton withdrew his second, making the MOTION void. It was decided to reschedule this item for a special meeting to be held November 18th, giving the Commission a better opportunity to study this request. Chief Jones introduced Mr. • to fill the Police Officer MOTION was made by Commissioner Sullivan to appoint Mr. Zaletta Police Department contingent up. All voted Aye. Edward Zaletta, whom he is recommending vacancy. Walker, seconded by Commissioner. as an Officer in the Highland Beach ~n the Police Committee recommendation. The Police Committee will call a special meeting to discuss this. The question of paving the land deeded to us next to the Fire station was discussed and it was decided to wait until more money is available. Proposed purchase of vehicle for the Building Department. The Commission proposed offering 20~ per mile for gas usage and an additional lOG per mile for maintenance if the Building Department agrees to use their own vehicles. If they do not agree to this arrangement, it will be discussed further at the Special Meeting called for November 18th. Mrs. Roberts explained her plan re vehicles: the Public Utilities Department has the truck which was used by the Maintenance Department. • The Utilities Department budget will include purchase of a pick up truck to replace the Maintenance DepaY't~tent truck. Minutes of Highland Beach Moratorium Variance Appeals Board & Special Meeting • November 16, 1982 Page 3 of 3 Mrs. Roberts advised that she approved the expenditure of $1,014. for the pavers resetting on the patio between two municipal buildings because she felt it was an emergency situation inasmuch as several people had tripped. MOTION by Vice Mayor Blosser, seconded by Commissioner Sullivan to approve this expenditure. All voted Aye. Mrs. Roberts asked the Town Commission if they wished to review surveys, etc. re the newest petition from Hidden Harbor (Hoffman RPUD) to the Department of Natural Resources. She will request copies. Mrs. Roberts said she is scheduled for Jury Duty starting Monday November 22, 1982 and reported she might be able to visit the Legislative reorganization meeting that day in West Palm Beach Court House.
