1982.11.30_TC_Minutes_Workshop TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Workshop Meeting November 30, 1982 1:30 P.M. f Mayor Horton called the Workshop Meeting to order at 1:30 P. M. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Mary Louise G. Blosser and Commissioners John J. Basso, Edward 3. Sullivan, and Harry Walker. Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney; and Betty Lou Kolek, Deputy Town Clerk. There were several people in the audience. Mayor Horton asked if there were any comments or questions regarding the agenda from the floor. There were none. 82.1 Vacancies on Boards (a) Board of Adjustment---Mrs. Roberts reported that Alternate No. 2 position was vacant. (b) Financial Advisory Board---Regular and Alternate members are needed. A letter of resignation was received from Harold C. Storm. Mr. Edward Davis was recommended to be appointed a Regular member. (c) Planning Commission/Local Planning Agency---Mrs. Roberts announced that Irving Saunders was recommended to be appointed a Regular member and Dr. George Linn, Alternate No. 1. Alternate No. 2 position is vacant. {d) Police Committee---Alternate member needed. (e) Code Enforcement Board---Mrs. Roberts announced that it was recommended that William Paul and John Chironna be re- appointed when their terms expire in December. Mrs. Roberts also stated that she is still receiving xesumes for the vacancies. 82.42 Water Treatment Plant (a) The salary schedule was explained by Mrs. Roberts, stating that the salary schedule and Plan of Organization were in effect now. Mrs. Roberts also announced that Ray Hanson, a part-time employee, submitted his resignation, effective December 2, 1982. Town Commission will take action at December 7, 1982, Regular Meeting. Town Commission November 30, 1982 Page 2 of 7 • 82.49 Status of Delray Beach/Sewer Rates Issue---Mayor Horton announced that there was nothing new to report but the Ad Hoc Committee will be holding a meeting on December 2, 1982, and will try to make recommendations on December 7, 1982, at the Town Commission Regular Meeting. 82.74 Status of Royal Highlands---No new information was received by the Town Manager nor the Town Attorney. 82.75 Resolutions--Proposed (a) Police Committee Resolution ---After extensive discussion with the Town Commission and members of the Police Committee, it was agreed that several clauses in the resolution need to be revised. (b) Opposing Casino Gambling Resolution---Town Commission concensus was NO. (c) Regarding Planning Commission qualifications, duties and responsibilities---The Planning Commission was to discuss this at their December 1, 1982 meeting. (d) In Opposition to High Cost of Required Ads---Town Commission did not wish to propose this resolution but would like to work with the Palm Beach County Municipal League regarding this. (e) Opposition of FPL Rate Increase Request--no discussion. 82.76 Coronado Clubhouse Remodeling, Lots 96-97 East--- Mrs. Roberts announced that this was approved by the Planning Commission but the Community Appearance Board had not approved the plans, because some changes were to be made. 82.78 Quotes regarding Mowing of A-1-A, Right-of-way--- Mrs. Roberts still had same quotes. The Town Commission stated that the Town Manager should keep after the DOT to cut as often as possible. 82.80 New Town signs-North and South ends of Town---The Town Commission agreed that Sign No. 1 was the best sign, which was also approved by the Community Appearance Board. 82.81 Proposed Ordinances (a) Proposed Ordinance No. --An Ordinance of the Town of Highland Beach, Florida, amending the Code of Ordinances of the Town of Highland Beach, Chapter 21, entitled "Seawalls, Bulkheads and Retaining Walls," Section 21-1 and 21-3. • This ordinance to have first reading on December 7, 1982, Town Commission Regular Meeting. L J Town of Highland Beach Workshop Meeting Town Commission November 30, 1982 Page 3 of ~ (b) Proposed Ordinance No. --An Ordinance of the Town of Highland Beach, Florida, amending the Code of Ordi- nances CYiapter 11, Section 11-2, entitled "Storage and Collection", and Chapter 11, Section 11-9, entitled "Removal of Refuse and Trash from Premises." Mrs. Roberts will rework the ordinance by the end of the week. The Town Commission agreed that the picking up process should be standardized throughout the Town so that the police and enforcement officer could enforce the ordinance without hindrances. This ordinance will have first reading on December 7, 1982, Town Commission Regular Meeting. 82.84 Proposed Ordinances--Introduction (a) Proposed Ordinance No. --An Ordinance of the Town of Highland Beach, Florida, amending the Code of Ordi- nances of the Town of Highland B each, Section 22-2, entitled "Sewer Service Charges." This ordinance to have first reading on December 7, 1982, Town Commission Regular Meeting. • (b) Proposed Ordinance No. --An 6rdinance of the Town of Highland Beach, Florida, amending the Code of Ordi- nances of the Town of Highland Beach, Chapter 2, Article II--2.20(b), entitled "Powers and Duties." (Of Town Manager) Tabled to December 28, 1982, Town Commission Workshop Meeting. (c) Proposed Ordinance No. --An Ordinance of the Town of Highland Beach, Florida amending the Code of Ordi- nances of the Town of Highland Beach, Chapter 3-1, entitled "Standard Mechanical Code Adoption." This ordinance to have first reading on December 7, 1982, at Town Commission .Regular Meeting. (d) Proposed Ordinance No. --An Ordinance of the Town of Highland Beach, Florida, amending the Code of Ordi- nances of the Town of Highland Beach, Section 7-1, entitled "Standard Building Code Adoption." (g) Proposed Ordinance No. --An Ordinance of the Town of Highland Beach, Florida, amending the Code of Ordinances of the Town of Highland Beach, Section 19-1, entitled "Plumbing Code Adoption." (h) Proposed Ordinance No. --An Ordinance of the Town of Highland Beach, Florida, amending the Code of Ordi- • nances of the Town of Highland Beach, Chapter 23, entitled "Signs and Advertising." Tabled to December 28, 1982, Town Commission Workshop Meeting. Mrs. Roberts stated that the Community Appear- ance Board is to make recommendations. 82.85 Beach Cleaning Quotes Issue Tabled. Mrs. Roberts reported that upon checking with many local municipalities, only public beaches were cleaned by the municipalities. 82.86 Discussion regarding Taping of Meetings The concensus of the Town Commission was to continue to tape all Town Commission meetings, Community Appearance Board Meetings, Code Enforcement Board Meetings, Board of Adjustment Meetings, and Planning Commission Meetings. 82.87 Highland Beach Cable T.V. (a) Letter dated 11/4/82 from Tro~~a~Attorney to Cable T.V. Attorney. • An amendment to the ground lease will be acted on at December 7, 1982 Town Commission Regular Meeting. The Town Commission will act on change of ownership of corporation on December 7, 1982, Town Commission Regular Meeting. 82.88 Proposed purchase of Water Treatment Plant employee uniforms... Tabled to January 25, 1983, at Town Commission Workshop Meeting. 82.89 Proposed purchase of truck from Utilities Department Budget The concensus was yes, but will be formally voted on at the December 7, 1982, Town Commission Regular Meeting. The low bid was $8,400.00. 82.90 Proposed changes in Town's Retirement Plan--Recom- mendations expected from Retirement Board regarding entry dates concensus of Town Commission was that the plan will remain as is. • 82.91 Memo received from Greening Committee Chairman regarding Tree Planting Sites concensus of Town Commission was good. 82.92 Discussion of report dated 11/3/82 regarding WTP, lime sludge, and catalyst facilities study.: Victor Pujals (Camp, Dresser & McKee) reported on the study made, including recommendations, that was delivered in a written report to the Town Commission. The concensus of the Town Commission was to have the proposed work done by Earl Harvel, who is familiar with the WTP ahd has done satisfactory work. Town Commission Reports Mayor Horton reported that the bike-path at the South end of Town has arrows (by DOT) extending over the bike-path, result- ing in a dangerous situation. Action will be taken at the December 7, 1982 Town Commission Regular Meeting. Mrs. Roberts was instructed by the Town Commission. to keep trying to get the DOT to put reflectors (delineators) on A-1-A throughout the Town. C J M Town of Highland Beach Workshop Meeting Town Commission November 30, 1982 Page 6 of 7 The concensus was to decorate around Town Hall with colored lights, with a tree (ar simulated tree) near A-1-A and between the two buildings, with some lights around buildings to be dimmed. Commissioner Basso and Commissioner Sullivan will be co-chairmen of the committee for outdoor Christmas decorating. Commissioner Basso reported that Southern Be11 had moved the cable in front of Regency Highlands on A-1-A to underground. It was reported by Mayor Horton that status quo remains regarding the Holiday Inn-O'Grady suit, which was tabled for further study. Town Attorney Reports Holiday Inn sewer billing will remain the same. 9Che last of four Regency Highlands suits is recommended to be settled for $1,250.00. The permit for the recreation building for Boca Cove will be put on hold until the correct owner is determined. Town Manager ReT~orts • The Library is holding their first monthly program for residents and guests on Sunday, December 5, 1982, from 2 to 4 p.m. A request was received from a resident, Shirley Consalvo, for sewer billing to be based on water usage instead of an amount per unit. A new Del-Trail rescue vehicle is coming to Town sometime in December. Coin operated newspaper stands were discussed and will be reviewed by the Community Appearance Board, who will make recommendations to the Town Commission. A copy of an ordi~ nance was received from the Town of Palm Beach. A report was given about the paving near the fire station. A copy of an ordinance was received from the Town of Palm Beach regulating exotic pets. The Palm Beach County Municipal League is holding a Barbecue Meeting in Belle Glade on December 10, 1982. There will be a Seminar at the Sheraton Inn at West Palm Beach, sponsored by the South Florida Water Management District (SFWMD) • on December 8, 1982, from 9 to 4 p.m., on Wastewater Disposal and Solid Waste Disposal. Bernice Smith, Administrative Assistant, attended a meeting at Palm Beach Junior College on November 30, 1982, regarding telephones. The Holiday Inn requested permission to have a live band outdoors on their premises, but the concensus of the Town Commission was negative.
