1981.04.28_TC_Minutes_Workshopf a TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Workshop Meeting April 28, 1981 ~ 3:35 P.M. May Horton called the Workshop Meeting to order at 3:35 P.M. Those in attendance were: Mayor Louis Y. Horton and Commissioners Mary Louise G. Blosser, Peter J. Genovese and John J. Basso. Vice Mayor Harold C. Storm was absent. Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney and Helen Carpenter, Deputy Town Clerk. Mr. M. H. W. Dent, a Town Resident, addressed the Commission regarding the items on the agenda concerning Carl Howard's consulting fees; suggestions on the new Municipal Complex and the O'Grady matter. Mayor Horton then announced that the Building Official would like to discuss the problem in regard to the location of the TV antenna for the Highland Beach Cable TV Company. Mr. Hamzik explained the illustration before the Commission and discussion ensued. Mention was made that it looked like the water tower was leaning. Mrs. Roberts will check out the guarantee on this and Mr. Hamzik will verify whether the tower is leaning or not. It was concurred that the plans submitted by the Highland Beach Cable TV Co. will have to be reviewed by the Planning Commission as well as the Community Appearance Board. 81.1 Vacancies on Boards Mrs. Roberts reported that Mr. Claude Nastri had resigned from the Code Enforcement Board and had been recommended to be on the Planning Commission. Mr. William Paul was appointed to be Alternate #2, however9lar memberwofetherCodemEnforcementMBoardul be appointed as a regu Mr. George Turner will be resigning within a month or so and Mr. Myron O'Brisky desires to be a regular member in the near • future. { y , Minutes Highland Beach Town Commission • Workshop Meeting April 28, 1981 Page 2 of 6 Regarding the Planning Commission, there is still an opening due to Mr. Bonny's resignation. It has been recommended that Mr. Stephenson be moved up as a regular member; Ruth Wagy, Alternate #2, has been recommended as Alternate #l, and Claude Nastri as Alternate #2. Mrs. Roberts went on to report that a resume had been recieved from Mr. John F. Schneider of the Monterey House for the Community Appearance Board. The Housing Board of Adjustment & Appeals still has vacancies, Mrs. Roberts said. A letter of resignation was received from Mr. James Cook from the Financial Advisory Board, but he is willing to be a consultant, Mrs. Roberts said. She also said that the Vice Mayor will be recommending Mr. Harry Walker to this Board at the Regular Meeting on May 5, 1981. • Proposed Ordinances 81.10 Proposed Ordinance No. - An ordinance of the Town of Highland Beach, Florida, amending Chapter 22 of the Code of Ordinances entitled "Sewers" and rescinding the Sewer Franchise. Mrs. Roberts stated that she didn't think one ordinance should amend Chapter 22 and rescind the Sewer Franchise, as well, so she drew up two ordinances. She explained these two proposed ordinances for the Commission. These two will have a First Reading on May 5, 1981. 81.22 Proposed Ordinance No. - An ordinance of the Town of Highland Beach, Florida, amending Chapter 27, Section 27-2 of the Code of Ordinances entitled "Traffic and Motor Vehicles". This proposed ordinance had a First Reading on April 7, 1981. Discussion took place regarding parking within ten feet of the bike path. • Minutes Highland Beach • Town Commission Workshop Meeting April 28, 1981 Page 3 of 6 81.12 Friends of the Library Commissioner Blosser reported on the method that Manalapan had used to establish their "Friends of the Library". They are operating solely on donations made to the Town of Manalapan. They have a tax exempt status, Commissioner Blosser stated and discussion took place as to whether this could be a tax write-off for private citizens. This matter will be researched by Mr. 5liney and he will report back to the Town Commission. Commissioner Blosser questioned whether the citizens should submit their preferences as to what type of work they would like to do, with Mayor Horton saying he thought this should be left up to the Library Board, when established. 81.13 Possible arrangements with Boca Raton regarding • Appleby Street Mrs. Roberts reported that Arturo's Restaurant was given approval for all three of their proposals before the Boca Raton Planning & Zoning Board; for their restaurant, con- ditional approval for their parking and abandoning of Appleby Street. Boca Raton City Council will await definite word from the Town of Highland Beach before hearing anything further from Arturo's. Southern Bell Telephone is seeking an easement on old Appleby Street and the Town of Highland Beach will be included on this easement. Discussion took place regarding the rental fee for part of the Water Plant parcel. 81.19 Rroposal from Carl Howard regarding Consultant Fees Mrs. Roberts requested that this item be tabled. 81.24 AlA Study Committee Mrs. Roberts stated that all the Commissioners had received this Committee's report. This Committee did not make a definite recom- mendation, however, it was felt that possibly the professional consultants being hired by the Town, upon recommendation of the Planning Commission, could help in this matter. 81.25 Fire Report submitted by Commissioner Blosser Commissioner Blosser stated that she had distributed her fire report to the other Commission members. Mrs. Roberts explained about Harold Hayes, Electrical Inspector, being hired as a temporary inspector, to check sprinklers in apartment buildings, inspect air conditioning cooling towers, as well as smoke detectors. When Mr. Hayes' report is completed in a month's time, this information can be added to Commissioner Blosser's report. A question arose regarding one or two entrances to an apartment ® if the building is sprinklered. Mayor Horton stated that the decision on Harold Hayes' hiring will be made at the Regular Meeting next week. Town Commission Reports None Town Manager's Reports Mrs. Roberts told the Commission she would like their thoughts regarding what should be done about the bike path; the water treatment plant - hedges and trees - replacing several trees which the Boca Raton Community Appearance Board approved; and the engineers' thoughts about selling water to Boca Raton. Mrs. Roberts reported that Sgt. Cecere has pleurisy and will be out ill for about two weeks; a man has been hired to help in the Maintenance Department at $4.50 an hour. His name is Eddie Quince and he will zaork -three days a week. Commissioner Basso stated that he felt the telephone booth • in front of Town Hall should be removed and Mrs. Roberts said • .A~.~:nutes Highland Beach • Town Commission Workshop Meeting April 28, 1981 Page 5 of 6 that some of the signs in the parking lot at Town Hall have been removed at Commissioner Basso's request. Mrs. Roberts stated that the testing of the Election equipment will take place on Monday, May 4, 1981 at 10:00 A.M. and gave the names of the Election Workers who will be working on Tuesday, May 5th. Mrs. Roberts said that the Florida Department of Community and Veteran Affairs approved the Basic Emergency Operations Plan and now a Public Hearing must be held. The Capital Improvements Plan was approved by the Planning Commission. Mr. Sliney will advise if the Public Hearing will have to be held at 5:01 P.M. Mrs. Roberts then apprised the Commission of several items in the Legislative Bulletin; a proposed Tourist Tax, repealing • the Municipal Occupational License Law and the proposed certification of Building Inspectors by the State. Mrs. Roberts stated that there was an Attorney General's Opinion regarding the Code Enforcement Board, which Mr. Sliney should look into. Mrs. Roberts reported that a letter was received from Florida Power & Light regarding tax exemptions for churches. If the Town Commission approves exempting the church, a letter must be sent to Florida Power & Light for their records. Mrs. Roberts then told of a Crime Resolution passed by Boynton which the Town of Highland Beach might also wish to adopt. She also informed the Commission of a Public Hearing being held on Monday, May 4th in Boca Raton regarding a variance petition for a residence near the Town's well field. Mrs. Roberts reported on a Municipal League meeting on Thursday morning in Mangonia Park which she will be attending. She said she had received some nice pictures of the Open House at the Water Plant and that the 6-months' financial statement had been distributed. Mrs. Roberts this matter. Concerning the 6-Months' Financial Statement, Mayor Horton raised a question about salaries for the Town Manager's Department and the salaries for General Public Buildings.
