1981.05.05_TC_Minutes_Regularr ~ .* • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Regular Meeting May 5, 1981 7:30 P.M. Mayor Horton called the Regular Meeting to order at 7:30 P.M. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm, and Commissioners Mary Louise G. Blosser, John J. Basso and Peter J. Genovese. Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney; Police Chief Kenneth Jones - with Jane E. Barker, Town Clerk and Helen Carpenter, Deputy Town Clerk, counting ballots from the Election. Mayor Horton announced that the usual procedure for a meeting such as this was to start the meeting until the Clerk of Elections was ready to report the results of the Election. After that, the results will be certified and the incoming_members of the Commission will be sworn in. The meeting will then be recessed until Wednesday, May 6, 1981 at 1:30 P.M. • Pledge of Allegiance Approval of Minutes March 19, 1981 - Special Meeting March 31, 1981 - Special and Workshop Meeting April 7, 1981 - Regular Meeting April 14, 1981 - Special Meeting MOTION by Vice Mayor Storm and seconded by Commissioner Blosser that the minutes be approved as written. All Commissioners voted Aye. Public Requests and Comments Mr. M. H. W. Dent, a Town resident, addressed the Commission regarding the letter he sent to Mayor Horton concerning the staff. Mrs. Amelie Leng then spoke to the Commission, representing the Community Appearance Board. She spoke regarding the lights on Dalton Place Condominium at Boca Hi and sought the help of the Town Commission. The Temporary Certificate of Occu- pancy is to be extended for another thirty days. Reports - Town Commission (a) Mayor Louis Y. Horton - Mayor Horton stated that the South Florida Water Management • District will declare a water emergency at 10:00 A.M. on May 6, 1981. They will be asking for a voluntary cutback of 10/ with the possibility that this figure will be raised if no rain is forthcoming. Mayor Horton continued by saying that the engineers are studying the means of transferring water to Boca Raton when the need arises. Mayor Horton said that Mr. Frank Carberry, the Town's ob- server to the SFWMD, just entered the meeting. Mr. Carberry informed everyone of the meeting this morning of the SFWMD which he attended, saying that the situation was very serious. At this point, Mayor Horton announced that the Clerk of the Elections had the results of the Election and Mr. Ben Stephenson approached the podium and made the following announcement: A total of 545 people voted in person and there were 78 absentee ballots for a total of 623 votes altogether. Sullivan ** - Winners 523 ** 51 483 ** 185 486 ** Page 3 of 5 MOTION by Commissioner Genovese and seconded by Commissioner Blosser that the Town Commission certify the results as read by the Clerk of Elections. Continuing with the Reports of the Town Commission: • (b) Vice Mayor Harold C. Storm - Vice Mayor Storm reported that investment earnings for the month of April were $11,055.56; the Financial Advisory Board will be meeting on Friday, May 8, 1981 and Mr. Jim Cook. has resigned from that Board. Vice Mayor Storm said that he felt Mr. Cook's resignation should be accepted at this meeting. He then stated that he would be attending the "208" Committee Meeting in Palm Beach on Wednesday. (c) Commissioner John J. Basso - No report. (d) Commissioner Mary Jones on his Hurricane Chief if he had picked for the Townspeople an. be in June. Louise G. The answer was no information on this as yet. (e) Commissioner Peter J. Genovese - Commissioner Genovese spoke of the Resolution regarding "Time-Sharing" which urged permitting municipalities to retain final and conclusive authority to approve or dis- approve any matter such as this. Commissioner Genovese then read Resolution No. 418 in full. MOTION by Commissioner Genovese and seconded by Commissioner Blosser that this Resolution be adopted. All Commissioners voted Aye. Commissioner Genovese then explained the Sunshine Law for the benefit of several people who had inquired about it • and stated that the two magical words in this law were "official acts". Mayor Horton stated that if there was any doubt about this, he would suggest that the matter be discussed with Town Counsel. Commissioner Genovese then made a few remarks expressing his thanks for having been able to serve on the Commission and with the Commission. Mayor Horton, on behalf of the Town Commission, said that Commissioner Genovese's efforts over the past years certainly deserve the appreciation and thanks of the entire Commission. Mayor Horton wished Commissioner Genovese a pleasant retirement and told him not to eat too much spaghetti. The Town Clerk then gave the Oath of Office to Mayor Horton, and Commissioners John J. Basso and Edward J. Sullivan. Mayor Horton thanked the electorate of the Town for electing them to these positions and said that the Town Commission would do their best to continue the work that has been done by prior Commissions in making Highland Beach a better place to live. • i Minutes Highland Beach • Town Commission Regular Meeting May 5, 1981 Page 5 of 5 Mayor Horton then RECESSED, the Meeting until 1:30 P.M. on Wednesday, May 6, 1981.
