TOWN OF HIGHLAND BEACH, FLORIDA
Minutes of Meeting of Town Commission
Special Meeting
May 15, 1981 1:30 P.M.
Mayor Horton called the Special Meeting to order at 1:30 P.M. Those in
attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm and
Commissioners Mary Louise G. Blosser and John J. Basso. Commissioner
Edward J. Sullivan was absent. Also in attendance were: Elaine W.
Roberts, Town Manager; Thomas E. Sliney, Town Attorney and Jane E.
Barker, Town Clerk, as well as the Chief of Police Kenneth Jones.
Mayor Horton announced that the purpose of the Special Meeting
was to review the recommendations from the South Florida Water
Management District in regard to curtailing water usage. Mayor
Horton further stated that he had written to all Condo Presidents
and WET Group members, which he read for the record.
He continued by saying that the further purpose of this meeting
was to make sure the entire Commission was in agreement that an
emergency existed before putting Code Chapter 29-24 into effect.
i A MOTION was made by Commissioner Basso and seconded by Commissioner
Blosser that Section 29-24 of the Town Code of Ordinances be activated
to proceed with the implementation of this Section. All Commissioners
voted Aye.
Mr. Sliney inquired as to whether this should be drawn up as
an Emergency Ordinance but was informed that there would be no
need for this.
Chief Jones was asked to have his patrolmen check carefully to
see if anyone was abusing the privilege of sprinkling their lawns.
Mrs. Roberts stated that reporters from three newspapers had been
called to inform them of this meeting, however, none could attend.
Packages containing all the necessary information are prepared
and ready for them if they desire to pick them up.
Any and All Other Matters that might come before the Commission
Mayor Horton stated that the Town had received the sets of facts
from the three parties involved in the Dalton Place disagreement
and a Special Meeting will be held on Wednesday.

May 20, 1981 at 2:00 P.M. Mayor Horton expressed the hope
that the Commissioners would study these papers prior to
that time in order to arrive at a solution to this matter.
Mr. Sliney requested that Mr. Hamzik be present at the
Special Meeting.
Mrs. Roberts stated a sewage system bond issue payment
will be due on June 1, 1981 in the amount of $54,000.00.
She requested that $9,000.00 be taken from the $65,000.00
which was left over from the proceeds of the sewage system
purchase, inasmuch as there was only $45,000.00 in the
savings account. The Commission concurred.
Mrs. Roberts reported that Mr. Levine, Mr. Tom Gullett's
(HB Cable TV) partner, was in the office this morning.
He informed Mrs. Roberts that if they were expected to
abide by Section E on Page 4 of the Franchise Ordinance,
.regarding underground cables, they would have to cut
all the driveways.
• Discussion then took place concerning the use of poles
where available until Florida Power & Light goes
underground and then the Cable TV Company would also go
underground - this having been the original agreement.
The consensus of the Commission was to continue in this way.
Mrs. Roberts reported that a donation of $310.91 was made to
the Friends of the Library Fund from the Newcomers Group.
Vice Mayor Storm then asked whether Town employees have gone
onto private property and cut down trees? Mrs. Roberts
informed him that Town employees have been told by her not
to go onto private property and went on to explain about
the property Vice Mayor Storm was questioning.
Vice Mayor Storm also brought up the subject of "team effort"
in the Town. Mrs. Roberts indicated that she had had a
meeting with the Police Department yesterday and informed
them as to this philosophy.

Mr. Sliney informed the Commission that he had heard from
Mr. Rolla, Attorney for Arturo's Restaurant. The two
attorneys will be meeting on Tuesday, May 19, 1981, to try
to formulate the agreement.
Commissioner Basso spoke of weeds over twelve inches tall on
three or four different lots in Town, suggesting that a
notice be sent to these people and if the weeds are not cut
down, then the Town will cut them and charge the property
owner. Commissioner Basso also spoke of the parking of cars
at the Boxwood Apartments along AlA which are not hidden by
hedges.
Mrs. Roberts reported that she had met with Mr. Gibson this
morning and much discussion took place regarding his available
parking area.
