1981.05.20_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Special Meeting May 20, 1981 __ 2.00 P.M. Mayor Horton called the Special Meeting to order at 2:00 P.M. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm, and Commissioners Mary Louise G. Blosser and John J. Basso. Commissioner Edward J. Sullivan was absent. Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney; Police Chief Kenneth Jones and Jane E. Barker, Town Clerk. There were many Townspeople in the audience. Mayor Horton announced that the purpose of this Special Meeting was to make a determination on the Dalton Place matter. He then said that before getting into the meeting, he wanted to inform everybody that one of the original members of the Community Appearance Board and a resident of long standing in Town had passed away last night. • Mayor Horton said that Milton M. Beekman had also been a member of the Town Commission and had been instrumental in having a sign ordi- nance passed which prohibited large and unsightly signs in Town. Mayor Horton then read for the record several communications pertinent to the matter; namely, one from Mr. Thomas E. Sliney, to Mr. Richard Romanoff, President of the Dalton Place Condo- minium Association, and Mr. Thomas Delaney, President of Boca Hi, Inc. with a carbon copy to Mrs. Amelie Leng, Chairman of the Community Appearance Board, regarding the Temporary Certificate of Occupancy. Another letter that Mayor Horton read was from Boca Highland to the Town Commission dated May 13th in answer to Mr. Sliney's letter. The third letter that Mayor Horton read was from Mr. Harry Potash, .Vice President of the Dalton Place Condominium Association, dated May 8, 1981. He also stated that a packet of information had been received from the Community Appearance Board. At this time, Mayor Horton inquired if there were any further statements to be heard from either of the three parties mentioned above. • Minutes Highland Beach • Town Commission Special Meeting May 20, 1981 Page 2 of 4 Mrs. Nita C. Martin, a member of the Community Appearance Board, then read a summary of the packet presented by the CAB. Mr. Paul K. Smith of Dalton Place then addressed the Commission stating that the lights in question had been reduced in intensity. He also stated that no complaints had been received by him from anyone except the Community Appearance Board; furthermore, the lights are a security factor. Mr. Richard Rodgers, Vice President of Boca Hi, also spoke to the Commission, as well as Wilma B. Morris of Dalton Place, who said that the developers are blessing Highland Beach with tax dollars. Mr. Gilbert Lorenz, a member of the Community Appearance Board, offered his views on the matter. Mrs. Betty Jean Stewart, a Town resident; Mrs. Amelie Leng, Chairman of the CAB; Mr. Sam Kaufman of Dalton Place all addressed the Commission. • Mr. Sliney stated that the situation of a Temporary C/O could not go on forever and since the interested parties could not come to any agreement, he felt that the burden of a decision would have to be up to the Town Commission. Vice Mayor Storm spoke with high praise for the Community Appearance Board and felt their opinions in this should be followed, or at least a compromise reached. Commissioner Basso offered his comments regarding safety. Commissioner Blosser said that the Community Appearance Board should have a stronger criteria. Mayor Horton then spoke, saying that he thought there were two specific problems which the Commission must address; one, being the immediate problem concerning the temporary Certif- icate of Occupancy at Dalton Place and the other, what has to be done in the future in order that a matter like this does not come up again. Much discussion ensued with different thoughts and solutions being offered. Commissioner Basso suggested lighting up to just the first story and Mr. Sliney thought this would be a • good idea. • Minutes Highland Beach Town Commission Special Meeting May 20, 1981 Page 3 of 4 Proposed future meetings were discussed, but the consensus of the Commission was to be in touch with all parties concerned and try to reach a compromise on this matter. Mayor Horton stated that the temporary C/O expired on June 5, 1981 and a decision had to be reached by that time. Mr. Sliney will draw up a compromise to be reviewed by all parties. Discussion took place regarding the vacancy on the Retirement Board of Trustees - caused by Commissioner Genovese's leaving and a MOTION was made by Vice Mayor Storm and seconded by Commissioner Blosser that Commissioner Sullivan be appointed as a member to this Board. Mayor Horton then informed the Commission that a Del Trail Captain and the Para Medic Captain spoke with Mrs. Roberts regarding a Thumper Cardiopulmonary Resuscitator System which takes over when transporting a patient to an ambulance. Cost of this Thumper is $4,700.00. MOTION by Commissioner Blosser/Commissioner Basso that this Thumper be purchased by the Town for use in Town only. All Commissioners voted Aye. Proposed Resolutions Proposed Resolution No. 420 and No. 421 - changing signature. cards on bank accounts.
