1981.05.26_TC_Minutes_Workshopa TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Workshop Meeting May 26, 1981 1:30 P.M. The regular Workshop Meeting of the Town of Highland Beach was called to order by Mayor Horton at 1:30 P.M. Those in attendance were: Mayor Louis Y. Horton Vice Mayor Harold C. Storm Commissioner Mary Louise G. Blosser Commissioner John J. Basso Commissioner Edward J. Sullivan Also in attendance were: Elaine W. Roberts, Town Manager Thomas E. Sliney, Town Attorney Police Chief Kenneth Jones • Jane E. Barker, Town Clerk Mayor Horton called for comments from the audience and Mr. M. H. W. Dent, a Town resident, reiterated the fact that the Town will be paying for the sprinklers at the Bel Lido Entrance. Mayor Horton then announced that the new Linton Avenue Bridge will be dedicated on Friday, June 5, 1981 at 10:00 A.M. Commissioner Blosser will attend the breakfast and the ribbon-cutting in place of Mayor Horton. 81.1 Vacancies on Boards Dr. Gilbert P. Weiss was recommended as Alternate #2 to the Planning Commission by that Board - this will be discussed further at the Regular Meeting. Mrs. Roberts said the Housing Board had several vacancies. Mayor Louis Y. Horton read a letter for the record from residents Mr. & Mrs. Richard Baker and Mr. & Mrs. William Paul regarding Dalton Place. Mr. Sliney then read a letter • I T ~ , Minutes Highland Beach Town Commission Workshop Meeting May 26, 1981 Page 2 of 7 that he wrote to Mayor Horton dated May 22, 1981 regarding the same matter, and discussion took place. Proposed Ordinances 81.10 Proposed Ordinance No. _ - An Ordinance of the Town of Highland Beach, 22 of the Code of Ordinances, Florida, amending Chapter entitled "Sewers". • Discussion took place regarding this proposed ordinance and several small changes were made. Mayor Horton stated that the Town Commission should be prepared to vote on this next week. 81.10 Proposed Ordinance No. - An Ordinance of the Town of Highland Beach, Florida, rescinding Appendix D of Town Code of Ordin- ances entitled "Sewer Franchise". 81.30 Proposed Ordinance No. - An Ordinance of the Town of Highland Beach, Florida, amending Chapter 3 of the Code of Ordinances entitled "Air Conditioning Code", Section 3.6 entitled "Permit Fees and Inspection". Both of the above ordinances had a First Reading on May 6, 1981 and will come up for Final Reading and Possible Adoption at the Regular Meeting on June 2, 1981. 81.31 Proposed Emergency Ordinance No. - An Ordinance of the Town of Highland Beach, Florida, amending Chapter 7, Section 20, entitled "Construction sites: parking, storage and/or clearing premises. Mr. Sliney will have this proposed ordinance drawn up for the Regular Meeting on June 2, 1981, making it effective June 27, 1981. * , Minutes Highland Beach • Town Commission Workshop Meeting May 26, 1981 Page 3 of 7 81.12 Friends of the Librar Commissioner Blosser announced that the Friends of the Library will be holding their Organizational Meeting on June 11, 1981 at 2:00 P.M. She and Mayor Horton will meet with them. It was announced that bids for the new Municipal Building will be opened during the Regular Meeting on June 2, 1981 (81.26). Mr. Roy Simon, Architect, said that quite a bit of interest has been shown in the advertisement which was published in three newspapers. 81.13 Possible arrangements with Boca Raton reg_a_rding Appleby .Street and Arturo's Restaurant Discussion took place regarding the abandonment of Appleby Street, with Mr. Sliney saying that the Town Engineers should • check this out to see how it is handled. Monetary compen- sation will be paid to the Town and Mrs. Roberts will seek opinions from Town residents who are involved in commercial real estate as well as Mr. William Koch, Realtor, as to what this should amount to. 81.25 Fire Reports submitted by Commissioner_Blosser Commissioner Blosser stated that her report is not completed as yet due to the fact that Mr. Harold Hayes has just started his detailed inspections of condominiums in Town. Discussion ensued regarding smoke detectors in every apartment with Mayor Horton stating that he thought all common areas should be sprinklered. 81 26 New Municipal Building Bids - to be opened June 2, 1981 This item was discussed earlier in the meeting. 81 27 Proposed Resolution - Recommending chancres to combat the increased crime rate. This Proposed Resolution was originally introduced by former • Commissioner Genovese, however, the consensus of the Commission r Minutes Highland Beach • Town Commission Workshop Meeting May 26, 1981 Page 4 of 7 was to discuss this further at the Workshop Meeting on June 30, 1981. 81.28 Mayor Norton's memo of May 6, 1981 regarding revising the Agenda It was decided to put this matter off until the next Workshop Meeting when it could be further discussed. 81.29 Water Treatment Plant Landscaping Mrs. Roberts said that she had been over to the Water Treatment Plant just about every day and it was very definite that the Australian Pines would either have to be cut down to ten or twelve feet or removed altogether as the needles were creating a problem. Mrs. Roberts was requested to obtain estimates for the removal of the present trees along the east fence and the replacement with other trees. Town Commission Reports Mayor Horton reported that the Florida Department of Veteran and Community Affairs was conducting a Workshop Meeting for newly elected officials and thought that Commissioner Sullivan would be interested. He also stated that the Mayor of North Palm Beach was in favor of establishing a uniform election date for all municipalities in Palm Beach County. Much dis- cussion ensued on this subject. Vice Mayor Storm talked about the fact that Highland Beach is not receiving enough publicity in the newspapers concerning the various meetings held in Town. This matter will be studied by Mrs. Roberts and she will report back to the Commission. The matter of the Holiday Inn in Highland Beach conducting art sales at the Inn was the next subject and Vice Mayor Storm produced two advertisements from the newspapers regarding these sales. Mr. Sliney said the management should be cited at the time these sales are taking place. Mr. Sliney will also write the Holiday Inn a second letter advising them they will be • cited. Commissioner Blosser stated that John P. O'Grady has an ad in Florida Homes as being in Highland Beach. r Minutes Highland Beach • Town Commission Workshop Meeting May 26, 1981 Page 5 of 7 Commissioner Sullivan reported that one of his assignments as a new Commissioner was to try and get more of the Towns- people out to the Town Commission meetings. He had some suggestions to offer regarding the meetings. Commissioner Basso offered the suggestion that the Planning Commission be requested to work on amending the Zoning Ordinance as well as amending the Comprehensive Plan. Mrs. Roberts stated that a letter had been sent to Gee & Jensen, Planning Consultants, requesting them to submit a proposal for priority items in Town and include their fee. When the proposal is finalized between the Town Attorney and Town Manager, it is to be submitted to the Town Com- mission for proposed action at the Regular Meeting on June 2, 1981. The Commission Members incicated that if they had it in time to review over the weekend, they probably would be in a position to vote on it on Tuesday, June 2. Discussion took place regarding a Public Hearing to be held by the Town Commission regarding Zoning Code Revisions. The date for this Public Hearing will be established at the Regular Meeting of the Town Commission on June 2, 1981. Town Manager's Reports Mrs. Roberts stated that due to the fact that Hidden Harbor Club desired to alter their plans, it would be necessary that an ordinance be drawn up, attaching a copy of their new dimensions. This is because of Hidden Harbor being a RPUD. A First Reading can be held on June 2, 1981 with a Final Reading and Adoption at the Regular Meeting in July. She informed the Commission that Arthur Strock & Associates will check the elevated water tower each month for 6 months to determine whether it is leaning or not; the Intercounty Contract for the Water Plant Expansion expired on April 18, 1981 and she has inquired as to whether a penalty could be levied against Turbitrol, a sub contractor. Mrs. Roberts said the Hurricane Seminar will be held on June 17, 1981 in Town Hall. She spoke of the maintenance and operation forms to be filed by the Water Plant Super- visor; the Municipal Maintenance Supervisor's job description changes on which action will be taken at the Regular Meeting and the old electric panel which the Commission's concurrence was to give it to Delray Beach. She stated that there was a Sewage System Bond Issue payment due June 1, 1981 and that she was able to obtain the Thumper Cardiopulmonary Resusci- tator System for $4,418.00 instead of the orginal price of $4,700.00. Mrs. Roberts informed Vice Mayor Storm that when the fire department was called out on an emergency run, the fire station doors would be left opened, however, if they were out on a training mission, the doors would be shut. Mrs. Roberts then informed the Commission that the Telephone Franchise will expire in 1982 and the Town Clerk has reviewed the new proposed franchise. Mr. William Burson, of Southern Bell Telephone, will be in attendance when the Town Commission discusses the new proposed franchise. Mayor Horton informed the Commission that due to the sewer ban in Delray Beach, Highland Beach would be subject to the same regulations since the Town is connected to the Regional Sewage System. Bich for fans in the Commission Chambers and the lobby were discussed and inasmuch as the specifications were changed, new bids will have to be obtained. • Mrs. Roberts reported that at the Palm Beach County Municipal League Meeting last Thursday, the consensus was to stand behind • Minutes Highland Beach Town Commission Workshop Meeting May 26, 1981 Page 7 of 7 the Solid Waste Authority regarding the land fill operation and to urge the County Commission to do likewise. The Town Com- mission will also write to the County Commission on this same issue. Mayor Horton then inquired if anything had been heard from the Highland Beach Cable TV Company and was informed that the $25,000.00 bond had been received. Mrs. Roberts informed the Commission that Highland Beach Cable TV took their site plan before the Planning Commission and would be before the Community Appearance Board. Mayor Horton felt that the agreement between the Town and Delray Beach regarding using their sewage facilities should be executed and this will be placed on the Agenda for the Regular Meeting on Tuesday, June 2, 1981. Mr. M. H. W. Dent, a Town resident, then addressed the Commission regarding the use of fans in the Commission Chambers and the Planning Consultants that the Town will be employing.
