1981.06.11_TC_Minutes_Special~. ~_ • TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Special Meeting June 11, 1981 1:30 P.M. The Special Meeting was called to order by Mayor Horton at 1:35 P.M. Those in attendance were: Mayor Louis Y. Horton Vice Mayor Harold C. Storm Commissioner Mary Louise G. Blosser Commissioner John J. Basso Commissioner Edward J. Sullivan Also in attendance were: Elaine W. Roberts, Town Manager Thomas E. Sliney, Town Attorney • Jane E. Barker, Town Clerk Mr. Roy Simon, Architect, was also in attendance, however, he arrived at 1:45 P.M. Before Mr. Simon's arrival, Commissioner Sullivan announced that he and Mrs. Roberts had purchased four ceiling paddle fans for the Commission Chambers. They were able to obtain quite a discount and were able to buy the fans for $489.00 rather than the original price of $1,800.00. The installation charge may be $150.00 per fan. Mrs. Roberts announced that the Town Manager's Public Hearing for Revenue Sharing would be held at 1:00 P.M. on Tuesday, June 30, 1981, just prior to the Workshop Meeting. This will be advertised on Friday, June 19, 1981 in the Sun Sentinel. Mrs. Roberts then told about the water main break near the Intracoastal Waterway on Wednesday, June 10th. Earl Harvel and Mike Coppola, Mainte'nans~e Supervisor, have been working on it. This main will be inspected routinely in the future. Mrs. Roberts also said that she needed Mayor Norton's and Commissioner Sullivan's vacation dates. a ~ ~ • Minutes Highland Beach Town Commission Special Meeting June 11, 1981 Page 2 of 3 Mayor Horton then explained that Turbitrol has been working on the automatic system at the Water Treatment Plant and hoped to have it working properly shortly. At this time, Mr. Simon discussed his letter to the Town Commission dated June 5, 1981 in which he made his recommendations regarding the awarding of the contract for the new Municipal Complex. Final figures presented by Mr. Simon today were: $270,912.40 - James Bushouse & Associates $271,400.00 - Sandpiper Construction Much discussion then took place among all the Commissioners and Mr. Simon regarding the Performance Bond; plaster vs. drywall; the types of flooring; the completion date; the penalty clause and the reputation of the Air-Conditioning sub-contractors, and the landscaping. Commissioner Blosser expressed her concern over the amount of money involved and inquired as to whether Phase II of the bid could be deleted. Mr. Simon informed her that this would be possible. After this, A MOTION was made by Commissioner Basso and seconded by Mayor Horton that the Town proceed ~arith the project with Sandpiper as the successful bidder with the understanding that a Change Order • could be .instituted.
