TOWN OF HIGHLAND BEACH, FLORIDA
Minutes of Meeting of Town Commission
• Workshop Meeting
July 28, 1981 1:30 P. M.
Mayor Horton called the Workshop Meeting to order at 1:30 P. M.
Those in attendance were: Mayor Louis Y. Horton, Vice Mayor
Harold C. Storm and Commissioners Mary Louise G. Blosser and
Edward J. Sullivan. Commissioner John J. Basso was absent.
Also in attendance were: Elaine W. Roberts, Town Manager;
Police Chief Kenneth Jones, Thomas E. Sliney, Town Attorney
and Jane E. Barker, Town Clerk.
There were quite a few people in the audience.
Mayor Horton opened the Workshop Meeting by explaining
about the Water Emergency situation. He stated that
the water ordinance is still in effect. It will be in
effect until the South Florida Water Management District
says the crisis has passed. Mayor Horton says that this
program needs the cooperation of everyone living in
South Florida. During the winter season conservation
• will still be required.
81.47 Gee and Jenson's Traffic Resort
Mayor Horton called on Jim Collins representing Gee and
Jenson to explain several points and answer several
questions from the Commissioners regarding the cost
proposal for a study involving AIA and related traffic.
Discussion took place for an extended period between the
Town Commission, Mr. Collins and representatives from the
D.O.T., John Wilson and Paul White.
81.1 Vacancies on Boards
1. Board of Adjustment - Mr. Davis' resignation and
appointment of additional
member will be considered at the Regular Meeting.
2. Housing Board -.There have been no recommendations
as yet Mrs. Roberts said.
3. Planning Commission - Mrs. Roberts explained that
• Dr. Gil Weiss and Eugene Snyder
have been recommended for regular members. The Town
Commission will consider action at the Regular Meeting
August 4, 1981.

(a) Proposed Ordinance NO. AN ORDINANCE OF THE TOWN OF

AMENDING CHAPTER 7 OF THE CODE OF ORDINANCES ENTITLED,
"BUILDING CODE", SECTION 20 ENTITLED "CONSTRUCTION SITES":
PARKING, STORAGE AND/OR CLEARING PREMISES."
(b) Proposed Ordinance No. AN ORDINANCE OF THE TOWN
OF HIGHLAND BEACH, FLORIDA,
TO AMEND CHAPTER 29 OF THE CODE OF ORDINANCES, ENTITLED
"WATER SYSTEM", SECTION 29-11, BILLING DATES, DELINQUENT
BILLS, DISCONNECTIONS..
(c) Proposed Ordinance No. AN ORDINANCE OF THE TOWN OF
HIGHLAND BEACH, FLORIDA,
AMENDING CHAPTER 11 OF THE CODE OF ORDINANCES, ENTITLED
"GARBAGE AND TRASH DISPOSAL", ADDING A NEW SECTION 11-13.
(d) Proposed Ordinance No. AN ORDINANCE OF THE TOWN OF
HIGHLAND BEACH, FLORIDA,
• AMENDING CHAPTER 134 OF THE CODE OF ORDINANCES, SECTION
134-2, ENTITLED "HOUSING BOARD OF ADJUSTMENTS AND APPEALS
ESTABLISHED: TERMS OF MEMBERS: JURISDICTION".
(e) Proposed Ordinance No. AN ORDINANCE OF THE TOWN
OF HIGHLAND BEACH, FLORIDA,
AMENDING SECTION 1.05(5) OF THE CHARTER OF THE TOWN OF
HIGHLAND BEACH, PERTAINING TO RESIDENCY REQUIREMENT FOR
ELIGIBILITY FOR ELECTION OR APPOINTMENT AS A TOWN COMMISSIONER.
Action will be considered at the .Regular Meeting on
August 4, 1981 for all of the above.
81.12 Friends. of the Library
Attorney Thomas E. Sliney reported that he has filed
the Library Articles of Incorporation with the Secretary
of State: will also file for tax exempt status.
Commissioner Blosser stated that Mrs. Roberts has
arranged for staff to take over the duties in the
Library that Mr. Guenther had been volunteering to
perform, since he will no longer be available for
this service. She further stated that the Friends
of the Library will not meet again until October.

Mayor Horton introduced to the Commissioners the
request from the Townhouses of Highland Beach for
an extension of their temporary C.O. Some discussion
took place and it was decided to include this item
under Public Requests and Comments during the Regular
Meeting August 4, 1981. Mrs. Roberts was requested
to place in the Conference Room copies of the plans
for the east and west parcels.
81.13 Possible Arrangements with Boca Raton regarding
Appleby Street and Arturo's Restaurant.
Attorney Sliney brought the Commission up-to-date re-
garding the latest version of the agreement decided
between he and Arturo's Attorney Rolla. The Town
Commission representatives discussed several points
still to be decided and asked Mrs. Roberts to gather
some of the needed information from some real estate
agents who are residents of the Town. This will be
discussed at a future time again.-
• 81.25 Fire Reports submitted by Commissioner Blosser
Commissioner Blosser reported no new information but
that this issue would be discussed further in the future.
81.28 Mayor Horton's memo of May 6, 1981 regarding
revising the Agenda.
Mayor Horton explained that he will put some new
procedures into effect at the Regular Meeting of
August 4, 1981, such as inviting comments after the
reading of each ordinance.
81.39 Proposed Southern Bell Telephone Franchise Ordinance.
Mrs. Roberts reported that the Town Attorney and she
have not yet met to review the proposed franchise
submitted by Southern Bell.
Community Appearance Board Chairman Amelie Leng spoke
to the Commission about several developments: Dalton
Place, Hidden Harbour, Trafalgar and the Townhouses of
. Highland Beach. Regarding Dalton Place - Mrs. Leng
reported that the lights were still not in compliance
with the contingencies attached to the final C. O.

• Commissioner Sullivan volunteered to call Mr. Romanoff,
the Dalton Place President to resolve the problem.
Regarding Hidden Harbour - There is still some confusion
regarding the status of their property with the D.N.R.
Mrs. Roberts was requested to write to their Attorney,
Mr. Slinkman to ascertain the D.N.R, opinion of their
wetlands. Regarding Trafalgar - Inspections have been
made and will be made regarding their landscaping before
issue of a final C. O. Vice Mayor Storm commended the
dedication of the C. A. B, members.
The Coronado Development permit application submitted to
the Corps of Army Engineers and the D. E. R. has been
reviewed. The comments deadline is July 29, 1981.
Discussion took place regarding the location of their
proposed 5 foot dock, fill, dredging and dolphins. This
issue is scheduled for action by the Commission at the
Special Meeting following.
Town Commission Reports
• Vice Mayor Storm spoke about several complaints that have
been received by him regarding Cable TV. A general discussion
followed regarding the whole Cable TV situation. Vice Mayor
Storm continued reporting about sales at the Holiday Inn;
Dalton Place; and the proposed Fiscal Year Budget for 1981-82.
Regarding the budget the Vice Mayor stated that the Financial
Advisory Board met while Mrs. Roberts was out ill, that a new
list of requests had been received from the Police Department
and that any comments regarding cost.. of living increases
would be welcomed from Town Commissioners. A discussion
was held between all of the Commissioners regarding such
things as the basis for cost_of living, merit increases,
the comparison of neighboring Police Department salaries
and possibly some changes of some job classifications.
Commissioner Sullivan voiced his opinion about our
present air conditioning or the lack of same. Architect
Roy Simon has made a recommendation to Mrs. Roberts
to have her meet with Howard Air Conditioning,~the sub-
contractor for the new building. Mrs. Roberts reported
that. some of the future work could be done now. She will
have more to report later.
• The Town Attorney reported that a citation had been issued
to the Holiday Inn regarding their continued sales. The
Holiday Inn was represented when they appeared before the
Code Enforcement Board on July 22, 1981.

Town Manager's Reports
Mrs. Roberts reported to the Commission that the Town is
being billed by its independent contractors when they
locate utility lines for new developments. She will
submit facts and data and ask for a possible decision
in the near future. She reported that Urbanetics (Royal
Highlands Development) would not need an extension regarding
the sales trailer and the bond because they received their
Building Permit on July 23, 1981. Mrs. Roberts asked if the
Commission wished to schedule a ground breaking ceremony for
the new Municipal Building. A discussion was held regarding
the proposed increase that Mrs. Roberts has requested for.
operation of the contract Post Office. The Commission
decided to take no further action at this time but to delay.
until the contract expires in 1983. Mrs. Roberts asked for
any Town Commission comments regarding funding application
received by the Area Planning Board. This item will be
included for their Regular Meeting August 4, 1981. Mrs.
Roberts asked if there were any questions or comments about
the 9-months financial statement. She reported that the
• Building permit revenue is in excess of approximately
$19,000.00 over the budgeted figure and that she has asked
the Building Official to delay issuing any more major
permits until after the first of the next fiscal year -
standard procedures when revenues are above budgeted figures.
Mrs. Roberts reported back to the Commission regarding
the request from them to gather information regarding
posting of "No Wake" signs on the Intracoastal Shoreline.
She stated that the Sheriff patrolled the Intracoastal,
that she would have to request posting of legal signs
and that if we are to post signs not approved chances
are that they would be stolen. The Mayor concurred.
More information. will be gathered and reported.
Mrs. Roberts reported that she is still working with the
C.A.B. regarding the new building approval, Cable T.V.
service should be available by September, 1981, regarding
the Gilpin case - a decision has been handed down that Mr.
Gilpin is unable to reimburse the monies he has already
received for his Workmans Compensation claim. Further,
the Maravilla Bike Path portion has been restored, the

Gee and Jenson Questionnaire is nearly complete,
Tony Abbate returned to work on the 27th and
Representative Jim Watt is tentatively scheduled
at the Regular Meeting August 4, 1981.
