1981.08.20_TC_Minutes_Special'" f TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission Special Meeting August 20, 1981 2:00 P. M. Mayor Horton called the Special Meeting to order at 2:00 P.M. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm and Commissioner Mary Louise G. Blosser. Commissioners John J. Basso and Edward J. Sullivan were absent. Also in attendance were: Elaine W. Roberts, Town Manager, and Jane E. Barker, Town Clerk. Town Attorney Thomas E. Sliney and Police Chief Kenneth Jones were absent. There were quite a few Townspeople in the audience. Before proceeding with the meeting, Mayor Horton called attention to the fact that they were honored with the presence of a young resident in Town - Hap Crowell, who lives in Bel Lido. Hap is a member of Boca Raton Boy Scout Troop No. 337 and i~ working toward his Eagle Scout • Award. He needed to attend a Civic Meeting in order to earn one of his merit badges. 1. Review of the Fiscal Year 1981-82 Operating Budget Mayor Horton then stated that the first item on the agenda had to do with the Fiscal Year 1981-82 Operating Budget. Vice Mayor Storm brought everybody up-to-date, explaining that the Financial Advisory Board had been meeting for some time now and that the situation this year was even more befuddling than last year. Vice Mayor Storm said that the assessed valuation in all of Palm Beaeh County has been greatly increased this year, with the average increase for a Highland Beach resident being 35/. Vice Mayor Storm continued, explaining the proposed millage rates which will be applied thas year. Mayor Horton then stated that the requirements of the law called for certifying a millage rate today, certifying a roll-back rate and certifying the dates of the public hearings. This information must then be forwarded to the • Property Appraiser's office by August 24, 1981. Fiscal Year 1981-82 2.1872 Operating 1.2530 Debt Service 3.4402 Total Millage Fiscal Year 1980-81 2.292 Operating 1.838 Debt Service 4.130 Total Millage This amounts to 7/10 of a mill less for a decrease of 15/ over the current fiscal year. MOTION by Vice Mayor Storm and seconded by Commissioner Blosser that the millage rate of 3.4402 be certified. In polling the Commission, the vote was as follows: Mayor Horton - Aye; Vice Mayor Storm - Aye and Commissioner Blosser - Aye. The next item called for certifying. the roll-back rate and Vice Mayor Storm advised that the roll-back rate would be 1.7391 mills. • MOTION by Vice Mayor Storm that the County Appraiser be advised that the roll-back rate would be 1.7391 mills. Mayor Horton seconded this MOTION. In polling the Commission, the vote was as follows: Mayor Horton - Aye; Vice Mayor Storm - Aye; Commissioner Blosser - Aye. Mayor Horton then stated that the public hearings should now be set and these must be held after 5:00 P.M. Discussion ensued with a MOTION being made by Commissioner Blosser and seconded by Vice Mayor Storm that the public hearings in regard to the proposed budget for the fiscal year 1981-82 be held at 7:30 P.M. on Tuesday, September 22, 1981 and at 5:01 P.M. on Tuesday, September 29, 1981. A voice vote was taken and the Commissioners all voted Aye. Cost of Living increase was discussed next with Vice Mayor Storm stating that the recommendation of the Financial Advisory Board was to give an 8% Cost of Living increase. Mr. Harry Walker, a member of this Board, stated that 8/ should be the ceiling. The consensus of the Commission was to use the 8% figure in order to workshop this matter. • Discussion took place regarding the amount of money the Friends of the Library had requested. Gee & Jenson Transportation Report "A-1-A Improvement Supplement" Mr. Jim Collins, of Gee and Jenson, was in the audience in regard to the "A-1-A Improvement Supplement". Mayor Horton said that the Building Official had been asked to offer suggestions as to where A-1-A should be widened in order to take care of increased traffic. Mr. Hamzik, Building Official, had prepared a map of A-1-A which the entire Commission and audience studied. This map showed the suggestions offered by Mr. Hamzik. The matter of deceleration lanes at apartment complexes and new developments was discussed with Mr. Hamzik stating that the developers did not really object to these lanes. Quite a bit of time was spent studying the map. Mayor Horton then stated that this complete matter will be taken under advisement and further discussed at a later date. • 3. Possible action needed regarding the new South Driveway Mr. Roy Simon, Architect for the new Municipal Building, addressed the Commission regarding the new south driveway. He stated that there is concern over the soil where the new south driveway will be constructed and suggested that a three-foot compacted rock bed would help. Mr. Simon said that he didn't think the cost would be that great and was given permission to draw up the specifications. Doris Rome, a resident of Ambassadors East, spoke on behalf of the people in their complex, saying they did not wish to see A-1-A made into a three-lane highway throughout the whole Town. She was informed by the Mayor that the consensus was to proceed with the deceleration lanes and left tu:cn lanes as discussed, but there would be no center lane or a three-lane highway through Town. 4. Bills for Approval Mrs. Roberts presented the bills for approval. • MOTION by Vice Mayor Storm/seconded by Commissioner Blosser that the bills be approved for payment. Without objection, the MOTION passed. Minutes Highland Beach Town Commission • Special Meeting August 20, 1981 Page 4 of 4 Mrs. Roberts reported on receiving a letter from the Department of Transportation saying that they will mark State Road A-1-A at the intersection of Bel Lido Drive as a "No Passing" zone. Mrs. Roberts further reported on having to remove a sign from the roadway; the Pa~1m Beach County Municipal League Board met in Manalapan Town Hall this morning, as well as the Legislative"~Committee. One of the items Mrs. Roberts brought up to the Legislative Committee was the certification of restaurant workers. She said that the Board felt this would be a League issue. Mrs. Roberts also stated that when she felt better, she would be taking her favorite Senator to lunch and would ask Dr. Gilbert Weiss to go along. Meeting ADJOURNED at 3:20 P.
