Workshop Meeting
August 25, 1981 1:30 P. M.
Mayor Horton called the Workshop Meeting to order at 1:30 P.M. Those in
attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm and
Commissioner Mary Louise G. Blosser. Absent were: Commissioners John J.
Basso and Edward J. Sullivan.
Also in attendance were: Thomas E. Sliney, Town Attorney, Elaine W.
Roberts, Town Manager and Jane E. Barker, Town Clerk.
Mayor Horton informed everyone that Rear Admiral (Ret.) James Farrin's
wife, Marjorie, had passed away last Saturday. Admiral Farrin has
contributed much to the Town of Highland Beach with his years of
service on the Planning Commission.
Mayor Horton then read for the record a letter received from Ruden,
Barnett, McClosky, Schuster & Russell, Attorneys at Law, who are
representing Boca Hi, Inc., the developers of Boca Highland. Mayor
Horton stated that this letter would be referred to Counsel for their
recommendations.
• 81.1 Vacancies on Boards
1. Board of Adjustment - Mrs. Roberts stated that Mr. Ray
Blosser, Chairman, had recommended
that Mr. Albert Schiff from Seagate be appointed to this Board.
Discussion took place as to the policy of no two people from the
same building on the same Board.
2. Community Appearance Board - Mrs. Roberts stated that this
Board would be interviewing
people and would make their recommendations to the Town Commission.
3. Code Enforcement Board - Mrs. Roberts stated that there is
one vacancy on this Board, however,
Mr. O'Brisky is very ill and she doesn't know whether he will
be able to continue serving. She also suggested that Mr. Lester
Levine might be contacted to see if he would be interested in
serving. She stated that the Town Commission would be asked to
appoint Mr. Robert Myers to this Board at their Regular Meeting
next week.

4. Housing Board of Adjustment & Appeals - Mrs. Roberts said that
she will continue to
seek people to serve on this Board. She said that the name of
Reece James from Ambassadors South had been suggested.
5. Planning Commission - Mrs. Roberts said that the Planning Commission
had two vacancies. There are two ladies
from Regency Highland interested in serving, however, the policy of
two people from the same building being appointed to the same Board
was discussed..
Mrs. Roberts also stated that Mr. Claude Nastri had not been appointed
as a Regular Member to the Planning Commission by the Town Commission
and she asked that they formalize that next week.
Vice Mayor Storm reported that Nita Ma~Ttn'a husband had been in an
automobile accident and was still in a coma. Mrs. Martin serves on
the Community Appearance Board and Vice Mayor Storm felt that some
recognition should be made to Mrs. Martin.
• Proposed Ordinances
81.48 Proposed Ordinance No. - An Ordinance of the Town of
Highland Beach, Florida, amending
Ordinance No. 403, Re: Fees for Plans Revisions.
Mayor Horton asked if there were any questions concerning this
proposed ordinance. Mrs. Roberts said .she would be making a
recommendation to charge a fee for site plan review amendments
in the future.
81.49 Proposed Ordinance No. - An Ordinance of the Town of
Highland Beach, Florida, relating
to Municipal Court Costs: Amending Ordinance No. 306 and
Section 17.5 of the Code of Ordinances, to require the
assessment of additional court costs for Law Enforcement
Education and Training Program Expenditures as provided
by State Law.
Commissioner Blosser had some questions regarding this proposed
ordinance; namely, the heading and wording.
• These two proposed ordinances had a First Reading on August 4,
1981 and will come up for possible adoption at the Regular
Meeting on September 1, 1981.

81.50 (a) Proposed Ordinance No. - Mangroves - Discussion took
place regarding this new
County ordinance, however, it will be discussed further
at the next Workshop Meeting on September 29, 1981.
Vice Mayor Storm said that this proposed ordinance should
be considered very carefully.

Mrs. Roberts said that she and Mr. Sliney have been working
on this proposed ordinance.
81.50 (c) Proposed Ordinance No. - An Emergency Ordinance of
• the Town of Highland Beach,
Florida, to be designated as a partial building permit
moratorium ordinance: relating to suspension of applications
for building permits for new construction and the issuance
thereof.: making legislative findings of fact: declaring the
legislative intent and purpose of this act: declaring a
60-day moratorium on applications for and issuance of
building permits for new construction: declaring an emergency:
and providing for an immediate effective date.
Mr. Sliney reported that he had given this Emergency
Ordinance to the Town Clerk this date, who will make copies
for the Commission for adoption at the Regular Meeting
on September 1, 1981.
Discussion took place regarding a proposed ordinance which will amend
the Budget for Fiscal Year 1980-81. Mrs. Roberts said that this
proposed ordinance would have a First Reading on September 1, 1981
and could be adopted at a Special Meeting on September 29, 1981.
81_12 Arturo's Restaurant - Mr. Sliney informed the Commission that
he had heard nothing further on this
• matter, but Mrs. Roberts said that she had contacted various people
regarding the yearly lease amount. Mayor Horton stated that he felt
the Town should be fair and reasonable in the yearly lease .figure.
This matter will be discussed further at the Regular Meeting next week.

Mr. Sliney asked the Commission at what periods they would like to
have the lease reviewed, and about the cost of living escalation?
81.25 Fire Reports submitted by Commissioner Blosser
Commissioner Blosser reported that there are three condominiums
in Town which should be brought up to Code, however, the question
arose as to whether these buildings can be forced to do this
inasmuch as they were built according to the Code in effect at that
time. Mr. Slin~y said that they could make these changes voluntarily
and also suggested that the Fire Marshall could speak to them as a
group, explaining the safety involved.
81.51 Town Attorney's rectuest for hourly increase:
Mayor Horton stated that this matter had been taken care of at the
last meeting and that it was already included in the Budget.
81.52 Proposed Fiscal Year 1981-82 Operating Budget and Contract

Mrs. Roberts informed the Commission that they had been presented
with a complete Draft No. 4 of the 1981-82 Fiscal Year Budget.
She explained that the millage rate was 18/0 lower than last year and
according to the TRIM bill, the Commission should hear the public
as often as they could. Mrs. Roberts also told of the various changes
that had been made, and that Draft No. 4 was $12,000.00 less than
Draft No. 3.
Discussion took place concerning the Police Department requests; an
8/ Cost of Living figure; and amounts that had been transferred from
the Town Manager's Department to the Town Commission, with Mrs.
Roberts explaining that the State Accounting Procedures required
these changes.
Further discussion then took place regarding ;the Police Department
including their 12% Cost of Living request; their request for the
maximum merit increase being reached in three years instead of five;
and a bonus for their unused sick days.

Mrs. Roberts said that she would have to establish a recommendation
for salary for the rank of Lieutenant and also mentioned the fact that
the policemen wanted bi-weekly paychecks instead of the present
system being used.
The Independent Contractors' contracts were discussed next and Vice
Mayor Storm informed the Commission that this matter would be included
in the Financial Advisory Board's recommendation to the Town
Commission.
81.53 Request for policy reaardina costs of utility locations
regarding new construction.
Mrs. Roberts requested a policy determination on the matter of
contractors charging for locating mains. Should this be charged to
the Town or should the developers pay for. it? Mayor Horton
indicated that it would be the developers' problem, however, this
item will be placed on the agenda for next week's meeting when the
Commission will be able to vote on it.
• Mayor Horton then introduced Dr. Raymond Murphy, a resident in
Town, who addressed the Commission regarding the possibility of
having a health care facility located in Town for the benefit of
all Highland Beach residents. He said he was interested in
setting up a health plan due to the fact that health was most
important. Mayor Horton stated that the Town had never had any
commercialization and that he was fearful that this might be the
opening wedge. He did say that this could be discussed further
next week and possibly a decision could be reached.
John Toschner of Gee & Jenson, Planning Consultants, then presented
to the Commission amendments to the Zoning Code which their firm
had prepared. These amendments consisted of specific recommendations
for future land use. Mr. Toschner explained that the Comprehensive
Plan was really the base rule for the Zoning Code and the
Comprehensive Plan should be amended prior to amending the Zoning Code.
He displayed a map of the Town showing proposed rezonings and
explained the amendments step by step. After considerable
discussion, Mayor Horton said that .this matter should go before the
Planning Commission for their opinions, after which it would come
before the Town Commission. Mr. Toschner said that he would do an
• analysis of the questionnaires returned from the residents.

Town Commission Reports
Mayor Horton reported on a conversation he had with the representatives
of Highland Beach Cable TV and said that the system should be
completely installed shortly.
Vice Mayor Storm had no report.
Commissioner Blosser commented on the Coronado project and said that
it was a matter of concern for the residents of Seagate and the
Ambassadors
Mr. Sliney had no report.
Town Manager's Reports
Mrs. Roberts reported that the new air conditioning unit was here
and the necessary slab for it would cost $612.00, for which she
sought the Commission's approval. She also inquired as to whether
the Commission wished her to continue her weekly report and was
• informed that they did.
Mrs. Roberts told of correspondence received from Palm Beach County
Legislative Delegation regarding an organizational meeting and a
letter from Boca Raton indicating that Highland Beach might be
included in the Boca Inlet Tax District. She advised the Commission
to read it over carefully.
Mrs. Roberts said that Mr. William Burson, District Manager for
Southern Bell Telephone Company, sent a letter explaining the
reasons why Highland Beach could not be listed on the cover of the
telephone book. Mrs. Roberts will meet with him on Wednesday
afternoon regarding this matter and the proposed franchise ordinance.
Mrs. Roberts said that she had the amended job descriptions for the
Code Enforcement Officer and Police Sergeant prepared and these were
ready for Commission approval after they had reviewed them.
She reported that the Community Appearance Board meeting had been
postponed until September 10,. 1981. Mrs. Roberts also said that the
low bid for the trash pump for the wash water recovery pond at the
Water Treatment Plant was $3,150.00.
• There was such a difference in bids for dismantling the old filters
at the Water Plant that Mrs. Roberts was requested to obtain more
information, before a decision could be reached on this matter.

The Area Planning Board sent another request for funding, however,
Mrs. Roberts, knowing the Commission's thouahts on this, wrote
them back saying the Town was not in support.
Concurrence was given for purchase of equipment for Lift Station No. 2.
MOTION by Vice Mayor Storm/Commissioner Blosser that the meeting be
ADJOURNED. Time - 4:00 P.M.
