Minutes of Meeting of Town Commission
Special Meeting
November 24 1981 1:15 P.M.
Mayor Horton called the Special Meeting to order at 1:17 P.M. Those
in attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm
and Commissioners John J. Basso, Mary Louise G. Blosser and Edward J.
Sullivan. Also in attendance were: Elaine W. Roberts, Town Manager,
Thomas E. Sliney, Town Attorney; and Jane E. Barker, Town Clerk.
1. Disposition of Braemar Isle Matter
Mayor Horton stated that this Special Meeting had been called
for the purpose of making final disposition of certain items
that have been brought before the Commission concerning Braemar
Isle. Mayor Horton gave a brief review of the matter and
read for the record two letters; one from Mr. Thomas Delaney,
(dated Oct. 30) Developer of Boca Hi, stating they would like
to appeal two decisions made by the Community Appearance Board and
the other one from M Richard Romanoff, President of the Dalton
• Place Condominium Association, supporting the Community Appearance
Board's determination in protecting the owners of Dalton Place.
Mayor Horton then read a letter from Mrs. Amelie Leng, Chair-
lady of the Community Appearance Board, after which he
summarized the matter for the benefit of all.
Mrs. Leng then addressed the Commission and much discussion
took place among the Commissioners, Mrs. Leng and Mr. Sliney.
Inasmuch as the Community Appearance Board gave their approval
to the two items mentioned in Mr. Delaney's appeal letter of
October 30, 1981 at their meeting on November 19, 1981, 'the case
is now moot. Mr. Sliney stated that if Mr. Delaney wished to
appeal anything further, it would be up to Mr. Delaney to "move
the ball forward". The Community Appearance Board will write a
letter to Mr. Delaney so indicating this.
According to Mrs. Leng, the developer is doing work at the site
which has not been shown on their plans or specified. Mayor
Horton requested Mrs. Roberts to check with the Building Official
to determine whether or not Boca Hi was doing anything not
• specified.- If they are, then the job should be stopped.

Vice Mayor Storm requested that it be shown in the record
that the Community Appearance Board had approved the two
phases on which the appeal was based; however, there are
other items to be considered, so that Boca Hi can not at
any time say the Town approved the whole matter. Mayor
Horton said that a letter to this effect would sum up the
matter very nicely.
2. Bills for Approval
Mrs. Roberts presented the bills for approval.

MOTION by Vice Mayor Storm, seconded by Commissioner Sullivan that
the bills be approved for payment. All Commissioners voted Aye.
Mr. Richard Romanoff of Dalton Place, then addressed the
Commission asking how the Commission felt about supporting
the Community Appearance Board? Mayor Horton answered him
by saying that the Commission supported all of the appointed
boards except when steps are taken which are either illegal
or contrary to the methods as set forth under the Code of
Ordinances. He further stated that the appointed boards do
a tremendous job specifically, the Community Appearance Board
has been told several times of their valuable contribution
to the Community. When they take actions which are legal and
in accordance with the Code of O dinances, the boards have the
full support of the Town Commission. ~~
