1981.11.24_TC_Minutes_Workshop~~ TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission Workshop Meeting November 24, 1981 3:00 P.M. Mayor Horton called the Workshop Meeting to order at 3:00 P.M. immediately following the Special Meeting. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Harold C. Storm and Commissioners John J. Basso, Mary Louise G. Blosser and Edward J. Sullivan. Also in attendance were: Elaine W. Roberts, Town Manager; Thomas E. Sliney, Town Attorney and Jane E. Barker, Town Clerk. 81.1 Vacancies on Boards 1. Board of Adjustment - Mrs. Roberts reported that the resume of Mr. Reece James of Ambassadors South had been given to the Chairman of the Board of Adjustment and would very probably be recommended as a member of this Board. • 2. Code Enforcement Board - Mrs. Roberts informed the Commission that they would be asked to make two reappointments to this Board - Ellen Gerber and Albert Approbato. These appointments would be for three year terms until December 1984. 3. Housing Board of Adjustment & Appeals - Mrs. Roberts stated that the resume of Elsie Oakley had been given to Mr. Leon Allen, Chairman of this Board. 4. Police Committee - This Committee has two resumes to decide upon, Mrs. Roberts said, and will be meeting on Monday, November 30, so a recommendation will be forthcoming shortly. Discussion took place regarding the responsibilities of this Committee with Mrs. Roberts stating that Mr. Blum and Mr. Bennett were working on this matter. Commissioner Sullivan inquired as to whether this Committee could consist of three members with one alternate inasmuch as it would be a shame to waste good men when two resumes had been submitted. Mayor Horton said • Minutes Highland Beach Town Commission • Workshop Meeting November 24, 1981 Page 2 of 8 that he would like to determine the full responsibilities of this Committee before going any further. 81.65 Proposed Ordinance An Ordinance of the Town of Highland Beach, Florida, amending Ordinance No. 381, which amended Ordinance No. 360 providing a fee schedule for the following applications to the Town of Highland Beach: Rezoning, change to the Zoning Ordinance, special exception, variance, appeal to Board of Adjustment, nonconforming use permit, special permit, site plan review (preliminary), site plan review (final development plans), site plan review (amended plans), subdivision plan review (final), plat review (new plat), plat review (amendment of existing plat), and applications not specifically set forth. Mayor Horton said that this proposed ordinance had a First Reading on November 3, 1981 and would come up for Final Reading and possible adoption at the Regular Meeting on December 1, 1981. • 81.68 Proposed Resolution Re: Uniform Election Date Mrs. Roberts requested that the Commission hold up on this matter inasmuch as there will be an escape clause inserted in this Resolution which will mean that if a municipality does not wish to change their Election Date they will not be forced to. 81.70 Gee and Jenson Proposal Mayor Horton announced that the representative from Gee and Jenson was present and that he would like to deviate from the agenda in order to hear from Mr. John Toshner. Discussion took place regarding the completion of their professional consulting job referred to in their letter of October 19, 1981. Briefly, Mayor Horton said that according to an unaudited report from the auditors, the reserve is $382,461.00; expenses are $207,600.00, leaving approximately $175,000.00 as uncommitted reserve. Gee and Jenson's fee would be $31,000.00. Mrs. Roberts stated that a lot of the revisions to the Comprehensive Plan could be handled right here in the Town Hall and if so, would that reduce Gee and Jenson's figure? Mr. Toshner answered that • he could not answer that question inasmuch as he did not know how the Town's contribution would affect the whole matter, or how many more workshop meetings they would have to attend. Minutes Highland Beach Town Commission • Workshop Meeting November 24, 1981 Page 3 of 8 Further discussion took place with Commissioner Basso bringing up some questions concerning zoning, urging that the population be kept as low as possible. Mayor Horton stated that a decision in regard to this would be made at the Regular Meeting on December 1, 1981. 81.72 Cable TV - Tom Gullett Mayor Horton then called on Mr. Tom Gullett who gave a progress report on the Cable TV System in Town. He stated that the system is 100/ done; there are over 100 paying subscribers and they have started on their first condominium. He also said that they have had to wait for the "snowbirds" to return for signatures; Bel Lido was ready to be turned on; and there were some easements that they had been waiting on. He also explained about the sodding which will be finalized upon • completion of the system. Vice Mayor Storm then asked some questions of Mr. Gullett which Mr. Gullett answered, also adding that he would be very glad to talk to the residents of Highland Beach and answer any questions they might have. 81.74 Clarendon Deceleration Lane Mr. Digby Bridges, representing Clarendon, addressed the Commission, and explained just what it was they would like as far as their deceleration lane was concerned. They want one only on the east side of AlA going North and as short as possible. Mr. Bridges felt that a deceleration lane no longer than 100 feet would be sufficient. Mayor Horton stated that the Town's Planning Consultants, Gee & Jenson, would look this over, give their opinion and this will be discussed further at the Regular Meeting next week. 81.63 Holiday Decorations Discussion took place regarding Holiday Decorations with the consensus being that the Town would have a 12-15 foot tree in • front of Town Hall with lights on it. There would be no lights on the perimeter of the building. This, too, will be discussed further at the Regular Meeting next week. Minutes of Highland Beach Town Commission • Workshop Meeting November 24, 1981 Page 4 of 8 Mayor Horton then reported that he and Commissioner Sullivan had met with Mr. Becker of Dalton Place regarding tennis courts being built on the land just west of the water tower. This matter will be looked into further and discussed in greater detail at some future time. Mayor Horton further told about attending the Planning Board Meeting in Boca Raton the other evening regarding Arturo's Restaurant. He said that Boca Raton had agreed to pave the entrance to Arturo's on the easement which has been discussed recently. Mayor Horton added that there is already paving to the east of the Town's land so that access would be available from Seventh Avenue to the Water Plant. Mayor Horton continued by saying that a letter had been received from Mr. Ralph Manuel of Ocean Pines regarding the future height limit on buildings in the future; a letter from Mr. Harry Walker, President of the Ambassadors East Condominium Association, as well as a letter from Mr. W.F. Firstenburg of the same Association . and signed by numerous residents, regarding Trafalgar Developers of Florida possibly extending their development eastward of the Coastal Construction Line. Mayor Horton also told of a memo which was received from the Community Appearance Board concerning this same subject. A letter was received from Dr. Murphy, Mayor Horton said; one from the Community Relations Board of Palm Beach County; the Village of Tequesta; and a memo from Thomas E. Sliney regarding a Resolution for a Uniform Election Date. This matter had already been discussed. 81.69 M.P.H. Homes Mrs. Roberts said that she had spoken to Mr. Heise this morning and he informed her that he could not attend today's meeting, however, he requested Mrs. Roberts to keep his letter of October 8, 1981 on file, as he still wants a full easement and will provide a road to the wells. Mrs. Roberts will contact Mr. Heise again. • Minutes Highland Beach Town Commission Workshop Meeting • November 24, 1981 Page 5 of 8 Mayor Horton then spoke of the territory around the well fields and the great need for a road in order to service the fuel tanks. Mayor Horton then indicated that Mr. Heise's letter of October 8th should be answered saying that we would be interested in hearing from him. This item will be on the Workshop Agenda for December. 81.71 No Parking Signs on AlA Discussion took place regarding the problem of cars parking along AlA since the Department of Transportation made the Town remove the "No Parking" signs. Mrs. Roberts explained the problem that the police were having over weekends and the DOT will be contacted to see if a sign can be posted saying "No Parking within 'so many feet' of the bike path". The Commission then discussed the bike path in front of the new Municipal Building and what should be done about that. Commissioner Basso said that the bike path should be replaced • in its entirety. Mayor Horton felt that this should be post- poned until it was determined what the fiscal year would bring, because of the economy. 81.75 New Municipal Building - Several Issues Mayor Horton said that in speaking with the foreman of the new building, they anticipated being finished by December 17th. Landscaping and carpeting will then have to be taken care of with the hope that it can be occupied sometime in January. Mayor Horton said that he hoped that an Open House could be held in February. Mrs. Roberts then informed the Commission that she had spoken with Roy Simon, Architect, about the copper fins for the air conditioning with the price being $4,200. instead of $4,800. She said that the units would be available for delivery in eight weeks instead of five months. Mrs. Roberts said she had been quite concerned about the insurance coverage on the new building, however, she had determined that it is covered. She then informed the Commission that the shelf units for the Library will be delivered on February 1, 1982 and • the carpeting must be down prior to the installation of the shelves. Minutes Highland Beach Town Commission • Workshop Meeting November 24, 1981 Page 6 of 8 Discussion then took place regarding an interior designer; one would charge $2,500. for his fee with everything that he purchases being at cost, while another young man who spoke with Betty Weatherford, Chairlady of the Friends of the Library, would charge no fee but every item purchased would be at full price. Carpeting was talked about next as well as the number of donations that had been received for the Library. Landscaping was also discussed, with Mrs. Roberts asking if she should go out for bids for the landscaping. The paving matter has not been settled as yet. Mayor Horton stated that he would meet with Roy Simon in order to finalize the plans and then would report back to the Commission. Discussion took place regarding the lunch room, with the consensus being that the Commissioners would take another look at the plans. • 81.76 Correspondence with Department of Transportation Mrs. Roberts stated that she had sent a memo to the Planning Commission, asking them to take a look at the driveway arcs. The Department of Transportation turned down Mrs. Roberts' request for flashing traffic signals, as well as informing her that 40 miles an hour speed limit is appropriate for Highland Beach. Further discussion took place regarding Coronado. Mrs. Roberts also informed the Commission about her telephone calls with John Cadenhead, Administrative Assistant to Norman Gregory, County Commissioner. Town Commission Reports Mayor Horton reported that he had received a letter from the Department of Natural Resources concerning the saving of the coast. Another letter he received was from the Department of the Army and the Department of Environmental Regulations regarding the deepening of the Intracoastal. Mayor Horton • suggested looking up prior correspondence, and responding in the same manner. Vice Mayor Storm inquired about the tourist tax and whether Highland Beach would receive any benefit from it. Mrs. Roberts will look into this matter. Vice Mayor Storm said that the "208" meetings are being held back due to the cutback in funds. He said there will be a meeting next week to determine what will happen in the future. He also brought up the subject of having to cross a double yellow line in order to turn into Town Hall when coming north on AlA. Further discussion ensued regarding elaborate entrances into the Town such as more trees, sparkling paint on the road or something on that order. Town Manager's Reports • Mrs. Roberts said that Del Trail had inquired about purchasing twenty gallons of gas a month from the Town for the fire truck, however, the Finance Department did not recommend it. The Commission talked about this for some time after which it was decided to hold this matter in abeyance. Mrs. Roberts then asked if the Commission would approve half the staff having the day before Christmas off and the other half having the day before New Year's, as has been done in the past. This met with no objections from the Commission. Mrs. Roberts also informed the Commission about the new Clipboard in the main office for the Water Treatment Plant Operation Reports; flood maps are on the table in the Conference Room and she told about the Pre-Legislative Conference in Tallahassee in January. A long discussion then took place regarding the TV dish that Regency Highland wants to place on their elevator tower. • Minutes Highland Beach • Town Commission Workshop Meeting November 24, 1981 Page 8 of 8 Commissioner Basso stated that 90/ of the people in Regency Highland voted for it; Mayor Horton questioned whether this would come under the Zoning Ordinance or whether it would be considered a Special Exception. Mr. Sliney said that an ordinance referring to TV Dishes could be adopted. It was the consensus of the Commission to research this subject further before any action is taken.
