1983.10.11_TC_Minutes_Special (3)~. * ri / P TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission SPECIAL MEETING Tues. October 11 1983 3:45 P.M. A Special Meeting of the Town Commission was called to order at 3:45 p.m. by Mayor Louis Y. Horton. Also in attendance were Vice Mayor Mary Louise G. Blosser, Commissioner William E. Paul, Comm- issioner Betty Jean Stewart. Commissioner Harry Walker was absent. Also present were: Town Attorney Thomas E. Sliney; Town Manager Elaine W. Roberts; Town Clerk Mary Ann Whaley; citizens and the general public. This Special Meeting was called for two purposes, the first being to discuss the request regarding the sale of the north 25' of the water treatment plant property on U.S. 1. Mr. Swann, attorney for Stevenson Builders was present. A proposed contract was submitted to the Town Commission, however, Attorney Sliney was still dis- satisfied with the legal description and recommended that the Town have a survey made of the property prior to the entering into of • any contract of sale. Also, the matters of an escrow agreement, plans regarding the proposed improvements and assignability of the contract would need to be nailed down prior to the execution of any document. Commissioner Stewart was requested to work with the Attorney for the purchaser regarding the proposed improvements to the remainder of the Town property. The Town Manager was authorized to solicit and obtain a survey of the Town's property for use in this project at the Town's expense. Attorney Sliney will work with Attorney Swann to nail down the other matters expressed by the Town Commission, including the provision of a time certain for completio n of the improvements on the remainder of the Town property. This matter will be scheduled on the October 25, 1983 Workshop Meeting Agenda. Attorney Sliney will work on a final contract for con- sideration by the Town Commission when an acceptable legal description is available. The Town Manager will talk to the Town Engineers about the site with specific emphasis on the retention pond presently on the property. The second purpose of the Special Meeting was to consider a request from Attorney Conahan regarding the recordation of the Lease Agreement between the Town of Highland Beach and the Highland Beach Cable TV • r Town Commission Special Meeting October 11, 1983 .' Page Two of Two Company. It was noted that Attorney Conahan was on vacation and this matter was deferred to a later date to be scheduled upon his return.
