Minutes of Meeting of Town Commission
PUBLIC HEARING
Tuesday, September 27, 1983 5:01 P.M.
A Public Hearing for the purpose of receiving citizen input into
the proposed 1983/84 Fiscal Year budget was called to order by
Mayor Louis Y. Horton at 5:01 p.m. Also in attendance were
Commissioners William E. Paul, Betty Jean Stewart and Harry
Walker. Vice Mayor Blosser was absent.
Also in attendance were Financial Advisory Board Member Robert
Slater; Town Manager Elaine W. Roberts; Town Attorney Thomas E.
Sliney; Finance Director M. Maree Birkbeck; Town Clerk Mary
Ann Whaley; citizens and the general public.
The floor was immediately opened by Mayor Horton for citizen input
at which time Mr. Dent addressed the Town Commission making remarks
regarding the proposed budget and reiterating his comments made
at a previous meeting regarding the misleading nature of the public
advertisement as run in the Boca News (pursuant to state statute).
The request for funding regarding the Bel Lido .entrance and Dr.
Bedotto's letter were then discussed. It was the consensus of the
Town Commission that the amount of $1,000 would be made available
and that the Bel Lido Property Owner's Association could draw
on the funds as they saw fit for the purpose of the maintenance
of the Bel Lido entrance.
Mrs. Roberts reported that according to state statute, the Town
was required to furnish an additional $50,000 life insurance policy
for members of the police department with the low quote for same
coming from Burke, Bogart and Brownell, in the amount of $600.00
(which includes the first $20,000 coverage). It was the consensus
of the Town Commission to accept the quote from Burke, Bogart
and Brownell for the insurance.
Mrs. Roberts recommended to the Town Commission that Highland
Beach share a Building Official with Manalapan in lieu of hiring
a full-time Building Official. It was the consensus that until
such time as building activities increase within Highland Beach,

that this recommendation be accepted. Mrs. Roberts will submit
additional information to the Town Commission at a later time
regarding this matter.
There being no further business to come before the Town Commission,
and no further citizens desiring to be heard at th is public
hearing, it was adjourned at 5:25 p. .
