• Minutes of Meeting of Town Commission
WORKSHOP MEETING
Friday, September 9, 1983 2:30 P.M.
A special Workshop Meeting of the Town Commission called for
the purpose of reviewing the proposed 1983/84 Fiscal Year
budget was called to order by Mayor Louis Y. Horton at
2:40 p.m. Also in attendance were Vice Mayor Blosser,
Commissioner Betty Jean Stewart, Commissioner William E. Paul,
and Commissioner Harry Walker.
Also present were Financial Advisory Board Chairman Jane
Rayner; Town Manager Elaine W.Roberts; Finance Director
M. Maree Birkbeck; Town Clerk Mary Ann Whaley; citizens
and the general public_
Mayor Horton made an opening remark indicating that although
the Town of Highland Beach had always been conservative and
consistent in keeping taxes down, Highland Beach shad not
pinch pennies and should consider all consequences involved
before making cuts to the budget concerning staff and other
matters. Commissioner Walker agreed with the Mayor on this
point. The Mayor then left the meeting as he was not feeling
well and Vice Mayor Blosser chaired the remainder of the
meeting.
Substantial discussion ensued as the Town Commission discussed
the proposed budget line item by line item and the changes
made from the last budget workshop with the following recomm-
endations made:
The Financial Advisory Board will evaluate Proposition
One and its effect on Highland Beach; Dr. Tomeski will
be asked for recommendations regarding the evaluation
of staff needs in Highland Beach; the Town Manager's
salary will be set at $36,000 plus the 5% retirement
contribution; The Police Committee will be asked to
consider meeting every other month rather than monthly;
A study will be done with a view towards tying the
library and post office telephones; A Building Official
should be hired for October l; The provision of garbage
services will be omitted from the 1983/84 budget;

A landscaping person will be considered to replace
one of the maintenance employees.
Greening of AlA and the maintenance of the Bel Lido entrance
were discussed. The funds will remain in the budget for the
Greening of AlA and $1,000 was left in the budget for the
Bel Lido request. A report will be given by the Greening of
AlA Committee and the Bike/Walk Path AdHoc Committee at the
September 27, 1983 Workshop Meeting with specific emphasis
on these projects and the widening of AlA.
The meeting was adjourned at 4: p.m.
