Minutes of Meeting of Town Commission
RECESSED WORKSHOP MEETING
FROM AUGUST 30, 1983
Tues., September 6, 1983 1:00 P.M.
A Recessed Workshop Meeting from August 30, 1983 was called to
order at 1:00 p.m. by Mayor Louis Y. Horton. In attendance
were Vice Mayor Mary Louise G. Blosser, and Commissioners
Betty Jean Stewart, William E. Paul and Harry Walker.
Also in attendance were Town Manager Elaine W. Roberts; Town
Attorney Thomas E. Sliney; Town Clerk Mary Ann v7haley; Chief
of Police Kenneth Jones; citizens and the general public.
Mayor Horton expressed his appreciation to the Town Commission
and the general public for their interest and concern during
his recent illness.
• 83.24 Bike/Walk path study committee - A report of this
83.27 committee was submitted by Commissioner Stewart.
83.50 It was noted that the lowest bid received for the
widening of the path was that of Federal Maintenance
in the amount of $36,450. Vice Mayor Blosser and
Commissioner Paul expressed their concern regarding
the impact that widening of A1A would have on the
widening of the bike path at this time. Mrs. Roberts
indicated that DOT approval would have to be secured
prior to the project beginning. Mrs. Roberts also
conveyed the Palm Beach County's position that their
portion of the funding would be dropped if action was
not at least started on this project this fiscal year.
This matter will be discussed further at the Regular
Meeting. Mrs. Roberts was requested to be in contact
with the DOT and County Commissioner Dorothy Wilkin.
83.47 Determination for Library Hours - Mrs. Roberts reported
that she and Mrs. Novak, President of the Friends of
the Library had discussed the possibility of keeping
the library open one night of the week or possibly
Saturday morning. The Library Board will review this
matter and report to the Town Commission. This matter
will be placed on the September 27, 1983 Workshop
Meeting Agenda.

83.48 Area Planning Board regarding 1984-88 Transportation
Program - Mayor Norton's response letter was dis-
cussed. It was the consensus of the Town Commission
that this letter be distributed to all state repre-
sentatives and appropriate state agencies.
83.56 Insurance for FIND Parcel - Mrs. Roberts will check
with the State to .find out that should the Town drop
the lease on the parcel, could the Town still retain
first refusal rights as to the disposition of the
property. Further information will be gathered as
to increased coverage on all Town property. Mrs.
Roberts will determine whether it is feasible for
the Town to place coverage with Florida Risk Group
again or with another carrier. The Town Commission
directed Mrs. Roberts to place the coverage with
another carrier if the rate is lower.
• 83.57 Request for changes in the Personnel Rules and
Regulations - Three items were discussed being
the addition and/or replacement of paid holidays,
accrual of sick leave, and severanc~e pay in lieu
of notice, all of which will be discussed further
at the September 27, 1983 Workshop Meeting.
83.59 Beach Walk West - 90 day extension - Correspondence
from the DER will be submitted and discussion re-
garding this matter will be taken up at the Regular
Meeting to be held immediately following this
meeting.
83.1 Vacancies on Boards - This matter will be taken
up at a later time..
The schedul~.ng of a budget workshop meeting and
all other matters on the ~Zo~kshop Agenda were deferred to
the Regular Meeting to be held immediately following this
meeting.
