Friday, July 29, 1983 2:30 P.M.
Mayor Horton called the recessed workshop meeting to order
at 2:40 p.m. in the Town Commission Chambers. Those in
attendance were: Mayor Louis Y. Horton, Vice Mayor Mary
Louise G. Blosser, Commissioners William E. Paul, Betty
Jean Stewart and Harry Walker.
Also in attendance were: Town Attorney Thomas E. Sliney;
Town Manager Elaine W. Roberts; Town Clerk Mary Ann Whaley;
citizens and the general public.
83.1 Vacancies on Boards- A re-appointment of Mr. William
Wernecke to the Planning Commission may be made at the
August 2, 1983 Regular Meeting.
Discussion was held regarding the procedure for
getting material to the Town Commission; this
will be studied further.
83.24 Beach Walk West Path and sign for path - Col. Hauck,
83.27 Genevive Longley, Mr. and Mrs. Bennett, Mrs. Hallberg,
83.50 George Clark, and Burton Gould were given as possible
members of the bike/walk path AdHoc Committee to be
appointed at the August 2, 1983 Regular Meeting. This
Committee will also study the proposed sign for the
bike path and give a report to the Town Commission
within 30 days.
83.48 Area Planning Board regarding 1984-88 Transportation
Improvement Program - The Town Manager will compose a
letter stating the Town's objections to the overall
aspect of the plan for distribution and comment prior
to mailing.

Enclaves of Boca Cove - Mr. Gosftrand was advised
that the Town Commission would take no action on this
matter prior to the Regular Meeting of August 2, 1983.
Commissioner Walker questioned the sales sign at
Highlands Place in view of the decision of the
Moratorium Variance Appeals Board to deny the
request for an extension of the project. The Town
Manager will check into having the sign removed.
83.53 Strock Engineers regarding beach re-nourishment-
Mr. Tom Campbell will be invited to appear during
public requests and comments at the Regular Meeting of
August 2, 1983.
TOWN COMMISSION REPORTS-
• Mayor Horton -
The Mayor reported on a letter of July 7, 1983 from Mr.
Arbuck of Toronto, Canada regarding Highlands Place. Mr.
Arbuck stated his opinion that Highlands Place had been
treated unfairly in view of the fact that the Town
subsequently adopted a two year substantial completion
ordinance. The Town Manager indicated that attorneys
for Highlands Place had already begun gathering infor-
mation regarding the matter. Attorney Sliney indicated
that unless specifically stated, no ordinance should be
construed as being retroactive, however, he would look
into this and report back to the mown Commission.
Mayor Horton reported on a letter received from Attorney
Cormac Conahan representing Highland Beach Cable TV,
regarding the Southern Bell request inquiring as to
whether the services to be provided were covered under
the franchise agreement. The letter was accepted as
information and no reply was deemed necessary.

Mayor Horton reports d on a request from the Bel
Lido Property Owners Association regarding the
maintenance of the entrance to Bel Lido Island.
They had complained that no insect repellant had been
used at the entrance and no fertilizer provided. The
Association was requesting funding from the Town for
assistance~n landscaping this area. Commissioner
Stewart indicated that she had communicated with Dr.
Bedotto, President of the Bel Lido Association, and
he conveyed a request for $100 per month funding for
maintenance of the Bel Lido entrance with the Town
cutting the grass. He also requested the Town make a
contribution toward the improvements to the Bel Lido
entrance. This matter will be discussed further at the
Regular Meeting on Tuesday, August 2, 1983.
Mayor Horton read a letter from Mr. Michael H. W.
Dent regarding the Public Safety concept and report
of the AdHoc Committee. No reply was deemed necessary.
• Mayor Horton will attend the Florida League of
Cities convention in Kissimmee for 1-2 days in
October, 1983.
Mayor Horton indicated that he had written the
response letter to Dr. Tomeski as requested by the
Town Commission at its last Regular Meeting.
Commissioner Paul will attend a Beaches and Shores
Conference on September 28 and 30 in Boca Raton.
Resolutions as previously adopted by the Town Commission
commending former Commissioners John Basso and Edward
Sullivan will be presented to them at the Regular Meeting
on August 2, 1983.
Vice Mayor Blosser -
Stated she would like the Board of Adjustment to have
additional duties i.e. hearing special exceptions. This
will be looked into.
Commissioner Paul -
No report.

Commissioner Stewart -
Stated she would like an ordirs nce drafted to
alleviate the problem of bright lights in the condo
garages which cause glare to drivers at night. This
could possibly be an amendment to Chapter 7. Attorney
Sliney will look into an Ordinance regarding all
bright lights and report back to the Town Commission.
Commissioner Walker -
Reported on a recommendation of the Financial Advisory
Board to allow police officers to join the State
Retirement System. The Town Manager will informally
poll the direr staff regarding this system.
TOWN ATTORNEY REPORT -
• Attorney Sliney reported that regarding the Uniform
Election Date, the Town could opt in and out of the
provisions of this act whenever it wanted to. He
further recommended that should the Town opt out,
it should be done in the fall. He will study this
matter further.
Attorney Sliney gave an update on the status of the
Delray/Highland Beach Sewer Issue and the Milani
lawsuits.
TOWN MANAGER REPORT -
Re the Drexel Management property- The Town Commission
sees no reason to change its previous position object-
ing the marina construction, specifically the destruction
of any mangroves.
DNR re seawall on Spink property - The Town Commission
will study this matter further. The Town Manager
indicated that a hearing on this application would
be held by the DNR on August 3, 1983 at 9:00 a.m.

Mrs. Roberts will draw up a schedule of dates for
public hearings for review by the Town Commission
regarding the Zoning. Mayor Horton will write a
letter on behalf of the Town Commission urging the
Planning Commission to move quickly on the matter.
The Town Manager asked the Town Commission whether
or not they wanted to erect the "No Dogs on Beach"
signs which had been removed when the new Town
signs were placed on AlA. The Town Commission was
in complete agreement that these signs not be put
up,
Mrs. Roberts spoke to representatives of the Department
of Labor and Employment Security regarding Bette Barker
and the Town's position regarding the payment of benefits
• between the perios of January and March of 1983. The
matter will be re-evaluated by the Department of Labor
and Employment Security and we will be informed.
Mrs. Roberts indicated that insurance on the FIND
parcel could be discussed at the Regular Meeting.
Mrs. Roberts reported on a water leak detector costing
$600,00 and the repair of a well pump motor.
The Town Manager has submitted the results of the AlA
widening vote in 5/83 to the Department of Transpor~.ation.
Mrs. Roberts reported on the status of Villa Magna and
Coronado .
Mrs. Roberts asked if the Town Commission wanted to
consider a Resolution relating to mergers of municipalities
as adopted by Belle Glade. The Commission requested that
this Resolution be drawn up and submitted at the August 2,
1983 Regular Meeting.

There being no further business to came before the Town
Commission at this recessed workshop meeting, the meeting was
adjourned at 5:05 p.m.
