CALL TO ORDER:
Mayor Feldman called the Special Meeting to order at 12:30 PM.

The Pledge of Allegiance was led by the Commission, followed by a moment of silence.
1. PUBLIC COMMENT (LIMITED TO SPECIAL MEETING ONLY: 3 MINUTES):
There were no comments from the public.
2. PROPOSED RESOLUTION:
Town Clerk Gaskins read the Proposed Resolution title into the record.
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND
BEACH, FLORIDA, AMENDING RESOLUTION NO. 17-016 R, WHICH
APPROPRIATED FUNDS FOR THE 2017-2018 FISCAL YEAR BUDGET, WHICH
BEGAN OCTOBER 1, 2017 AND ENDED SEPTEMBER 309 2018; PROVIDING AN
EFFECTIVE DATE.

Town Manager Labadie introduced this item. He explained that the additions needed to balance
the budget for the fiscal year 2017-2018.
Finance Director Matthew Lalla explained that a number of the expenses are not included in the
2018-2019 budget since they were unanticipated one-time expenses.
Commission Discussion:
Mayor Feldman asked if the Town received the money due from the City of Delray Beach Fire
Rescue for when a resident of Highland Beach is driven to the hospital. Finance Director Lalla
explained the money would not be due until November 30 according to the Interlocal agreement.
Commissioner Gossett -Seidman talked about the reimbursement of the fees from the insurance
companies; specifically, Medicare.
Commissioner Zelniker questioned the Fire Rescue professional fees in the amount of $20,000.
Finance Director Lalla explained it is the difference between what the original estimated budget
was and what the final expenditures were. It is the true -up. Commissioner Zelniker asked if the
Town had been receiving the monthly reports from the City of Delray Beach Fire Department
regarding how many stops are in Highland Beach and how many stops are not.
Town Manager Labadie mentioned that he is in the processes of making all the necessary
contacts at the City of Delray Beach to make sure they are in compliance with their contract,
providing all the financials and meeting all the reporting requirements.
Vice Mayor Nila commented that the reports and the fact that the Town has not been receiving
them. She requested that the reports have more details in them. She asked for an explanation of
the Professional Fees under Town Manager. Finance Director Lalla explained that the expenses
incurred were for the recruitment of a new Town Manager. Vice Mayor Nila inquired about the
expenses listed under the Finance Department. Finance Director Lalla explained it was money
owed to the previous Finance Director as part of his contract and retro pay for the other
employee in the Finance Department.
Mayor Feldman inquired about the $160,000 listed under the Building Department. Finance
Director Lalla explained it was the money that came in above and beyond the estimated budgeted
revenue.
MOTION: Commissioner Riesa moved to adopt the Proposed Resolution. Commissioner
Zelniker seconded the motion.

MOTION: Commissioner Zelniker moved to adjourn the meeting at 12:55 PM.
