ORGANIZATIONAL MEETING MINUTES

1. CALL TO ORDER:
Deputy Town Clerk Cuebas called the Organizational Meeting to order at 9:30 AM.
Roll call was taken by Deputy Town Clerk Cuebas followed by the Pledge of
Allegiance.
PRESENT UPON ROLL CALL:
Board Member Thomas "Tim" Burnich
Board Member Jack Halpern
Board Member James "Jim" Karabec
Board Member Jane Perlow
Board Member Paul Resnick
Board Member Myles Schlam
Town Attorney Leonard Rubin
Deputy Town Clerk Terisha Cuebas
2. ELECTION OF OFFICERS:
Member Halpern nominated Member Resnick as Chairperson. Member Burnich
seconded the motion, which passed unanimously.
Member Halpern nominated Member Burnich as Vice Chairperson. Member Karabec
seconded the motion, which passed unanimously.
3. ADDITIONS, DELETIONS OR ACCEPTANCE OF AGENDA:
MOTION: Member Burnich moved to accept the agenda as presented. Chairperson
Resnick seconded the motion, which passed unanimously.
4. PRESENTATIONS:
A. Introduction of New Members
All members provided a brief introduction of themselves.

5. APPROVAL OF MINUTES:
A. None.
6. OLD BUSINESS:
A. None.
7. NEW BUSINESS:
A. Review and Discussion Regarding the Duties and Responsibilities of the Code
Enforcement Board
Town Attorney Rubin presented this item. He outlined the duties and responsibilities
of the Code Enforcement Board.
Board members questioned Town Attorney Rubin with regard to the appellate
procedures of the Code Enforcement Board, public comments, and how complaints
should be handled by Board members.
B. Presentation of Sunshine and Public Record Law
Town Attorney Rubin provided a presentation with regard to the Sunshine and Public
Record laws.
C. Quasi -Judicial Procedures
Town Attorney Rubin provided an overview of the procedures of code enforcement
hearings.
8. ANNOUNCEMENTS:
A. Beach Raking Issues
Deputy Town Clerk Cuebas advised the Board members that there were proposed
draft ordinances coming before the Board in the near future.
MOTION: Member Schlam moved to have all future Code Enforcement Board
meetings in the afternoon at a date and time to be determined. The motion was
seconded by Member Karabec, which passed on a 4-2 vote.
9. ADJOURNMENT:
There being no further business, Chairperson Resnick called for a motion to adjourn
the meeting at 10:18 AM.
MOTION: Member Burnich moved to adjourn the meeting at 10:18 AM. The
motion was seconded by Member Halpern, which passed unanimously.
