TOWN COMMISSION SPECIAL MEETING

CALL TO ORDER:
Mayor Carl Feldman called the Special Meeting to order at 10:00 AM.

The Pledge of Allegiance was led by Commission, followed by a moment of silence.
1. PUBLIC COMMENT (LIMITED TO SPECIAL MEETING ONLY: 3 MINUTES):
None.
2. DISCUSSION OF BUILDING DEPARTMENT SERVICES TO BE PROVIDED TO
THE TOWN
Interim Town Manager Gaskins introduced this item.
Town Attorney Ryan commented on the search for a Building Official. She provided
information regarding the three proposals she received from the following private companies:
Universal Engineering, Calvin, Giordano and Associates and SAFEbuilt and CAP Government,
Inc. She provided comments with regard to Calvin, Giordano and Associates and CAP
Government, Inc. to find a piggy-back contract that was comparable to the needs of this Town.
The best fit and the best prices for the Town came from CAP Government, Inc. The Town could

enter into a separate contract for Building Official Services and a second contract with them,
which is a piggy-back from the Palm Beach County contract that would provide for inspection
services, plan review and code enforcement services.
Commission Discussion:
Mayor Feldman referred to the CAP Government, Inc. proposal and Calvin, Giordano and
Associates proposals and questioned the amount of work the Building Department has at this
time.
Commissioner Riesa provided comments about the SAFEbuilt versus CAP Government, Inc.
services and costs.
Vice Mayor Nil a provided comments with regard to her support of CAP Government, Inc.
Commissioner Gossett-Seidman agreed with Vice Mayor Nila's comments.
Commissioner Zelniker asked Commissioner Riesa to provide a recap of her meetings with CAP
Government, Inc. and Calvin, Giordano and Associates/SAFEbuilt. Commissioner Riesa
provided comments with regard to her meeting and the changes that are necessary for the
Building Department.
Mayor Feldman asked for clarification regarding the hourly cost for a 40 hour week.
Mary McKinney, Town Planner explained that the Town would need a full-time Building
Official, full-time Building Inspector and a part-time Code Enforcement Officer. The Building
Official could do the plan review as long as there is a Building Inspector.
Jose Miranda, CAP Government, Inc. Compliance Manager addressed the backlog in the
inspection work.
Joseph Kajack, Licensed Building Official with CAP Government, Inc. was also in attendance.
Discussion ensued with regard to the SAFEbuilt contract, the issues with the Building
Department and code enforcement and making sure the Police Department is aware of the code
violations.
Interim Town Manager Gaskins explained that the Town is actively seeking hiring a new
Building Official.
Town Attorney Ryan explained the services and costs listed in both contracts.
MOTION: Commissioner Zelniker moved to accept CAP Government, Inc. for Building
Official services. The motion was seconded by Vice Mayor Nila.

MOTION: Commissioner Riesa moved to accept CAP Government, Inc. piggyback services
contract for plans review, inspections and code enforcement services. The motion was seconded
by Commissioner Gossett-Seidman.

3. APPROVE AND AUTHORIZE THE MAYOR TO EXECUTE AMENDMENT NO. 1
TO PROFESSIONAL SERVICES AGREEMENT BETWEEN THE TOWN OF
HIGHLAND BEACH AND GOVERNMENT SERVICES GROUP, INC. FOR THE
INTERIM SENIOR FINANCIAL ANALYST
Interim Town Manager Gaskins introduced this item.
Discussion ensued regarding the ability to extend the contract past October 31, 2018 and Krystal
Strickland working three days per week.
Interim Senior Financial Analyst Strickland explained that three days a week in the office would
be sufficient due to the fact that a part-time Accounting Clerk has been hired for the Finance
Department.
Vice Mayor Nila questioned the status of the resumes for the Finance Director position. Interim
Town Manager Gaskins explained that they are being forwarded to Town Manager, Marshall
Labadie for his review.

MOTION: Commissioner Zelniker moved to approve the Mayor to execute Amendment No. 1
with Government Services Group, Inc. for the Interim Senior Financial Analyst. The motion was
seconded by Commissioner Riesa.

4. REPORTS—INTERIM TOWN MANAGER LANELDA GASKINS:
Interim Town Manager Gaskins provided an update on the following:
• The Public Works Director's job description is currently being modified and will be
forwarded to Town Manager Labadie to see if he wants to provide input.
• Additional applications for the Finance Director position have been forwarded to Town
Manager Marshall Labadie.
Vice Mayor Nil a provided comments with regard to fees. The alcohol and bed tax for the one
commercial business that we have in Town needs to be re-evaluated. All fees need to be looked
at. Town Attorney Ryan explained it is a Town Manager issue and the rates need to be raised
comparable to those of Palm Beach County.

5. ADJOURNMENT:
There being no further business Mayor Feldman called for a motion to adjourn the meeting.
MOTION: Commissioner Riesa moved to adjourn the meeting at 11:22 AM. The motion was
seconded by Commissioner Gossett-Seidman.
