CALL TO ORDER:
Mayor Carl Feldman called the Special/First Public Hearing Budget Meeting to order in the at
5:01 PM.
PRESENT UPON ROLL CALL:

The Pledge of Allegiance was led by Commission, followed by a moment of silence.
1. PRESENTATIONS:
A) Updates to Proposed Budget
By: Krystal Strickland, Interim Senior Financial Analyst
Interim Senior Financial Analyst Strickland introduced this item and explained the updates to the
proposed budget.

2. FIRST READINGIPUBLIC HEARINGS:
A) RESOLUTION NO. 18-010 R/ADOPTING A FINAL MILLAGE RATE
A RESOLUTION OF THE TOWN COMMISSION OF THE TOWN OF HIGHLAND
BEACH, FLORIDA, ADOPTING A FINAL MILLAGE RATE OF 3.1204 MILS FOR
THE TOWN'S GENERAL OPERATING FUNDS FOR THE FISCAL YEAR
BEGINNING OCTOBER 1, 2018 AND ENDING SEPTEMBER 30, 2019; PROVIDING
THAT THE FINAL MILLAGE RATE OF 3.1204 MILS IS 4.83 PERCENT GREATER
THAN THE COMPUTED ROLLED BACK RATE OF 2.9765 MILS; PROVIDING FOR
SEVERABILITY, CONFLICTS AND AN EFFECTIVE DATE.
Mayor Feldman opened the Public Hearing. Hearing none, Mayor Feldman closed the Public
Hearing.
MOTION: Commissioner Riesa moved to adopt Resolution No. 18-010 R. The motion was
seconded by Commissioner Gossett-Seidman.

Motion passed on a 5 to 0 vote.
B) RESOLUTION NO. 18-011 R/ADOPTING A FINAL BUDGET
A RESOLUTION OF THE TOWN OF HIGHLAND BEACH, FLORIDA, ADOPTING A
FINAL BUDGET FOR THE FISCAL YEAR BEGINNING OCTOBER 1, 2018 AND
ENDING SEPTEMBER 30, 2019; DETERMINING AND FIXING THE AMOUNTS
NECESSARY TO CARRY ON THE GOVERNMENT OF THE TOWN FOR THE
ENSUING YEAR; PROVIDING FOR SEVERABILITY, CONFLICTS AND AN
EFFECTIVE DATE.
Interim Senior Financial Analyst Strickland provided comments on the budget to be adopted and
the four reasons for the increase in the budget as well as the millage increase over last year.
Mayor Feldman opening the Public Hearing for comments. Hearing none, Mayor Feldman
closed the Public Hearing.
MOTION: Commissioner Zelniker moved to adopt Resolution No. 18-011 R. The motion was
seconded by Commissioner Riesa.

Motion passed on a 5 to 0 vote.
3. REPORTS—INTERIM TOWN MANAGER LANELDA GASKINS:
Interim Town Manager Gaskins gave a report on the following:
• Referred to a memorandum indicating that the Police Department staff will assist with code
enforcement matters upon SafeBuilt's departure. (A copy fo the memorandum was
provided to all Commissioners.)
• Contacted Krystal Strickland's supervisor from Government Services Group, Inc. (GSG)
regarding extending her services. He will be providing Interim Town Manager Gaskins
with an extension. It will be reduced to three (3) days a week with the possibility of her
working remotely.
• Regarding the building services, she called the Assistant City Manager of Delray Beach.
They would like the Town to provide them with what type of workload we in Highland
Beach. She also spoke with the Palm Beach County Planning and Zoning Executive
Director. He also is requesting the Town provide him with numbers with regard to the
workload.

4. ADJOURNMENT:
There being no further business Mayor Feldman called for a motion to adjourn the meeting.
MOTION: Commissioner Zelniker moved to adjourn the meeting at 5:23 PM. The motion was
seconded by Commissioner Gossett-Seidman, which passed unanimously.
