2018.07.30_TC_Minutes_Special TOWN OF HIGHLAND BEACH TOWN COMMISSION SPECIAL MEETING Town Hall/Commission Chambers Date: July 30, 2018 3614 South Ocean Boulevard Time: 9:00 AM Highland Beach, Florida CALL TO ORDER: Mayor Carl Feldman called the Special Meeting to order at 9:00 AM. PRESENT UPON ROLL CALL: Mayor Carl Feldman Vice Mayor Alysen A. Nila Commissioner Rhoda Zelniker Commissioner Elyse Riesa Commissioner Peggy Gossett-Seidman Town Clerk Lanelda Gaskins Town Attorney Torcivia joined the meeting by telephone at 9:22 AM Pledge of Allegiance: The Pledge of Allegiance was led by Commission, followed by a moment of silence. Civility Pledge: Town Clerk Gaskins recited the Civility Pledge. 1. PUBLIC COMMENTS AND REQUESTS RELATED TO AGENDA ITEMS DISCUSSED AT MEETING ONLY: The following individual provided comments: William Weitz Town Commission Special Minutes Date: July 30, 2018 Page 2 of 3 2. INTERVIEW CANDIDATES FOR THE PERMANENT TOWN MANAGER POSITION BEGINNING AT 9:00 AM Discussion ensued with regard to the Town Attorney not being present at this meeting. Town Clerk Gaskins contacted Attorney Torcivia at 9:22 AM and he joined the meeting by telephone at that time. MOTION: Commissioner Riesa moved to cancel the Special Meeting due to the fact that the Town Attorney and the Interim Town Manager were not present, and there were only two candidates present. The motion was seconded by Vice Mayor Nila. Commission Discussion: Mayor Feldman explained that there are two candidates to be interviewed and asked Colin Baenziger how he wished to proceed. Colin Baenziger explained that it was up to the Commission to decide if they want to interview the two candidates at this time or postpone it to a later date when there could possibly be more candidates to interview. Discussion ensued regarding Vice Mayor Nila meeting with each candidate on Sunday and the other Commissioners were not given the opportunity to meet with them. Discussion continued regarding the number of candidates recruited by Colin Baenziger firm and the few that were presented to the Commission. It was the consensus of the Commission that they be given the opportunity to interview more than the two candidates that were present at today's meeting before making a final decision. UPON ROLL CALL: Commission Riesa - Yes Vice Mayor Nila - Yes Commissioner Zelniker - No Commissioner Gossett-Seidman - Yes Mayor Feldman - Yes Motion passed on a 4 to 1 vote with Commissioner Zelniker dissenting. Discussion ensued regarding Colin Baenziger going forward with recruiting more candidates or hiring a new search firm. Based on the Commission discussion, Colin Baenziger explained it would be best if his search firm resign from the assignment. The Commission accepted Mr. Baenziger resignation. 3. ADJOURNMENT: There being no further business, Mayor Feldman called for a motion to adjourn the meeting.
