1983.03.14_TC_Minutes_Specialw • . + < s TOWN OF HIGHLAND BEACH, FLO RIDA TOWN COMMISSION SPECIAL MEETING March 14, 1983 ____3:45 P.M. Mayor Horton called the Special Meeting to order at 3:45 P.M., for the purpose of discussing the possibility of issuing a Temporary Certificate of Occupancy to the East building of the Coronado. Those in attendance were:. Louis Y. Horton, Mayor; Mary Louise G. Blosser, Vice Mayor and Commissioners John J. Basso and Harry Walker. Commissioner Edward J. Sullivan was absent. Also in attendance were Elaine W. Roberts, Town Manager; Fran Hamzik, Building Official and Rita Ebersole, Deputy Town Clerk. After some discussion, Vice Mayor Blosser MOVED to deny a Temporary Certificate of Occupancy based on Zoning in progress, seconded by Commissioner Walker. • Mayor Horton explained there is a Zoning Ordinance in progress which would eliminate the Temporary Certificate of Occupancy in our Ordinances and this constitutes Zoning in progress. The Town Commission is scheduling Public Hearings in April and the Planning Commission has already held two Public Hearings on the subject. Mrs. Roberts told Mr. Leonard Mass, Vice President of Trafalgar Developers, that they are in violation of the Town Code regarding the Bike/Walk path. She has directed the Police and Building Departments to enforce the Code. Mr. Mass stated that the shell rock and asphalt would be completed. tomorrow. Vice Mayor Blosser inquired about a partial fence near the mangrove area and Mr. Mass said it would be replaced with a chain link fence shortly. At this point, Mayor Horton asked for a vote on the MOTION to deny the T.C.O. to Coronado. All voted aye. Discussion ensued concerning the illegal canopy over the guard house structure. A MOTION was made by Vice Mayor Blosser/Basso for demolition of the canopy. Commissioner Walker felt we should get ~ _. . Mayor Horton said "we want to work with our Boards, not bypass them." Vice Mayor Blosser and Commissioner Basso withdrew their motion and second. After some discussion, it was the consensus of the Town Commission to ask the Planning Commission for a recommendation and the CAB's advice or general assessment of the project. Mrs. Roberts and Mr. Hamzik will prepare a list of items to be completed before the final C.O. can be issued, and submit same to Mr. Mass . MOTION by Commissioner Basso/Walker to adjourn. All agreed.
