1983.02.15_TC_Minutes_Special•~ • TOWN OF HIGHLAND BEACH, FLORIDA TOWN COMMISSION SPECIAL MEETING February 15, 1983 3:00 P.M Mayor Horton called the Special Meeting to order at 3:00 P.M. Those in attendance were: Mayor Louis Y. Horton, Vice Mayor Mary Louise G. Blosser, Commissioners John J. Basso, Edward J. Sullivan and Harry Walker. Also in attendance were: Thomas Sliney, Town Attorney; Elaine W. Roberts, Town Manager; Chief Jones4 Francis Hamzik, Building Official; and Rita Ebersole, Deputy Town Clerk. (1) State Road AlA drainage and proposed three (3) laninq. Mayor Horton called upon Mr. Jim Wolfe, Traffic Operations, Fort Lauderdale, to explain about the 3 laninq of AlA. Mr. Wolfe said the intention is to 3 lane from the Town Hall North to approximately Villa Magna which would be 1.3 miles through the • high density area of Town. Twelve feet will be taken from the left (West) side of the road so as not to infringe on the dune area. The third lane would be used strickly as a turning lane. It would not be a passing lane. The intent is to relieve the flow of traffic, not to increase capacity or speed on AlA. Raised markings would be added at this time. Minor drainage could be included but nothing major because of cost. The project would be similar to the 3 laninq recently done in Boca Raton near the Sea Ranch Condo on AlA. Joseph Yesbeck, Traffic Operations, Ft. Lauderdale; Mr. Shindler of the Fort Lauderdale Office and Dave Smith were also available to answer questions. After several inquiries by the Town Commission, Mr. Wolfe added that there would be a minimum of 5' between the roadway and the bike path and any damage to the bike path would be repaired. Harry Barnett, Beach Walk East; Frank Savino, Ambassadors East; Otto Weiss, Ambassadors East; Doris Rome, Ambassadors East; Dr. Pearson, Seagate; Robert Myers, Monterey House; Betty Jean Stewart, private home owner; Guy Galizio, Jamaica Manor; Russell Fuog, Seagate; Jane Rayner, Seagate and Louise Johnson, Seagate; • were among the residents who spoke against 3 laninq AlA. Michael Dent and Evelyn Hauck were in favor of the project. J Town Commission Special Meeting • February 15, 1983 Page 2 of 3 John Kordisch of Seagate suggested putting a septic tank to drain the water from the road in front of Seagate or hooking up a drain pipe from the road to the canal to alleviate the flooding problem. Mr. Shindler offered to meet with Mrs. Roberts any time to try to find a solution to the drainage problem. Mr. Wolfe, answering an inquiry from Mrs. Stewart stated the project would cost $270,000 and was planned for fiscal year 84-85. Mr. Savino presented Mr. Wolfe with a petition against the project with over 1,000 signatures. Mr. Wolfe will advise his office of the feelings of the community and thanked them for attending the meeting. Mayor Horton thanked all concerned for their interest. (2) Status of Coronado Project. Mr. Lieberman, who purchased at the Coronado two years ago, • asked the Town Commission to consider delaying the granting of a Certificate of Occupancy to the developers until the second building is complete. Mr. Richard Spiner, who also purchased at the Coronado had the same request. Mr. Ed Davis and Dr. Gil Weiss expressed their concerns regarding safety at the Coronado, as did Doris Rome, resident of Ambassadors East. Mayor Horton said the Town Commission will take these requests into consideration. (3) Status of sewer rates issue with Delray Beach. Since the Town's most recent correspondence with Delray Beach has not been answered, discussion on this item was postponed. (4) H ighland Beach Cable T.V. ground lease and corporate documents. Mr. Sliney reported that he had received no further documentation since the last discussion on this matter. This item was also • postponed. '!
