The Recessed Special Meeting (of December 19, 1984) was called to
order by Mayor Louis Y. Horton at 1:15 p.m. in the Town Commission
Chambers at Town Hall. Also present were: Commissioners John J.
Basso, William E. Paul, and Betty Jean Stewart. Vice Mayor Mary
Louise G. Blosser was absent but was expected later.
Also present were: Deputy Town Clerk Elizabeth L. Kolek and the
general public.
Mayor Horton announced that the purpose of this meeting was to
review further information obtained regarding the two applicants
who were interviewed for the position of Town Manager, Mr. Hugh
Williams and Mr. Blake Proctor.
Mayor Horton stated that he had contacted Mr. Williams, who agreed
to the salary of $33,PJ00.00J per year plus some fringe benefits
that would be mutually agreed to by himself and the Town.
Mayor Horton requested that the Finance Director attend the
meeting in order to provide the Town Commission with fringe
benefit amounts and information.
Vice Mayor Blosser arrived at 1:23 p.m.
Mayor Horton reviewed what had been discussed before Vice Mayor
Blosser's arrival.
Finance Director Maree Fowler stated that Town employees receive
12 sick days leave per year (convertible 4-1 after 6 months and up
to 90 days can be accrued), last year's medical insurance paid
for the last Town Manager was $915, employees are allowed 3 days
for each compassionate leave (for deaths of family members), 10
paid holidays per year, no comprehensive time, 1P1 days vacation
after one year, Town pays for medical insurance for employee only
(none for family), and provided some other information that the
Town Commission requested.
Mr. Williams fringe benefit requests were discussed and it was
the consensus of the Town Commission not to pay moving expenses
but the Town Commission would. negotiate the other fringe benefits
he would like in the contract for employment.

Much more discussion evolved. It was decided not to consider
any other interviews and that Mr. Proctor was not favored by the
majority of the Town Commission. Mayor Horton asked the
Commissioners to come to a decision since he felt there was no
reason not to come to some decision today because much time has
been spent discussing the applicants.
A MOTION was made by CommissionerBasso/Mayor Horton to appoint Mr.
Hugh D. Williams as the new Town Manager, if the fringe benefits
package could be agreed upon. The MOTION carried with a vote by
the Town Commission of 4 to 1, with Vice Mayor Blosser voting NAY.
After some discussion, a MOTION was made by Vice Mayor Blosser/
Commissioner Paul that this be presented to the new Town Manager,
Mr. Hugh D. Williams, as unanimous action by the Town Commission.
All Commissioners voted AYE. The MOTION carried with a vote of
the Town Coimmissioners 5-0.
Mayor Horton will contact Mr. Williams regarding his employment
contract with the Town and also will determine his starting date
of employment.
There being no further business to come before the Town
Commission, the Recessed Special Meeting was adjourned at
3: 015 p.m.
