Minutes of Meeting of Town Commission
SPECIAL MEETING
Tuesday, December 18, 1984 1:45 P. M.
A Special Meeting of the Town Commission was called to order by
Mayor Louis Y. Horton at 1:45 p.m. in the Commission Chambers of
Town Hall. Also present were: Vice Mayor Blosser and
Commissioners John J. Basso, William E. Paul, and Betty Jean
Stewart.
Also present were: Town Attorney Thomas E. Sliney, Police Chief
William Cecere, Acting Town Manager Mary Ann Whaley, Deputy Town
Clerk Elizabeth L. Kolek, citizens, and the general public.
Mayor Horton announced the purpose of the Special Meeting:
(1) Compensation for the Town Clerk in the position of
Acting Town Manager.

(2) Interview two applicants for the position of Town
Manager (Mr. Hugh D. Williams and Mr. Blake Proctor).
Mr. Michael Dent, a resident of Bel Lido Island, asked to make
some statements under "Public Comments." He stated he had a copy
of a report from Dr. Alex Tomeski (Chairman of the Ad Hoc
Evaluation Committee). He feels that the Town Clerk should not
receive any extra compensation as Acting Town Manager. He feels
that it is a good business practice to determine the matter of
extra compensation when an employee leaves the interim position
(the Town Clerk/Acting Town Manager in this instance). He felt
that $30,010 was not enough salary for a top quality Town Manager,
and felt that the Town should ask the applicant what salary he
would like, just as large corporations do.
After some discussion, a MOTION was made by Commissioner Basso/
Commissioner Stewart that the Acting Town Manager be compensated
for the three-month period (September 25 to December 25, 1984) in
the amount of $1,351.00. The MOTION carried by a vote of 4 to 1,
with Vice Mayor Blosser voting NAE. The MOTION was amended to
clarify the fact that this amount was based on $30,000.00 a year
and is to continue until the new Town Manager commences employment
with the Town.
Mr. Hugh D. Williams, an applicant finalist for the position of
Town Manager was interviewed by the Town Commission. The Town
Commission asked many questions and discussed several items with
Mr. Williams including his educational background, experience in
his field, fringe benefits, and family information. Mr. Williams

stated he had no outside business involvement. He felt that the
Town Commission is comparable to a Board of Directors of a
corporation and felt that daily business should go through the
Managers Office. His present goal is to retire at age 62. Mr.
Williams stated, when asked, that the two first things he would do
after beginning employment with the Town would be to (1) meet all
the employees and (2) check if insurance policies were adequate.
Mr. Williams stated that he would be available to begin working
after January 1, 1985 and would like a contract agreement.
At 2:45 P.M., Mayor Horton called for a ten minute recess.
The Special Meeting was reconvened at 3:05 p.m.
Attorney Sliney read Emergency Ordinance No. 515 in its entirety,
effective for 60 days (effective for January 1985 billing), to
increase the sewer rate by $6.00. MOTION was made to approve the
Emergency Ordinance No. 515 by Commissioner Stewart/Vice Mayor
Blosser. All Commissioners voted AYE. The MOTION carried
unanimously.
• The Special Meeting was recessed until 4:00 p.m., when the inter-
view of Mr. H. Blake Proctor, a finalist for the position of Town
Manager, will be held.
The Special Meeting reconvened at 4 p.m.
Mr. H. Blake Proctor was interviewed by the Town Commission. The
Town Commission asked many questions and discussed several topics,
including his past work experience, educational background,
family, fringe benefits, goals, etc. Mr. Proctor would like a
management agreement to define responsibilities and rights, if
hired. Mr. Proctor asked several questions regarding the Town and
how the government functions. The Town Commission stated that
they get only minimally involved in department operations. Mr.
Proctor stated that he would be available for employment after the
first of the new year.

At ~:5PJ p.m., there being no further business to come before the
Town Commission during this Special Meeting, the Special Meeting
was recessed until 3 p.m. on December 19, 1984.
