1984.10.09_TC_Minutes_WorkshopI ,~ ~~ TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission WORKSHOP MEETING TUESDAY, OCTOBER 9, 1984 9.30 A M A Workshop Meeting was called to order by Mayor Louis Y. Horton at 9:30 A.M, in the Town Commission Chambers of Highland Beach Town Hall. Also present were Vice Mayor Blosser, Commissioners William E. Paul and John J. Basso. Commissioner Betty Jean Stewart was absent. Also present were Acting Town Manager Mary Ann Whaley; Dr. Jane Rayner, Dr. Alex Tomeski, Harold Cohen of the Ad Hoc Evaluation Com- mittee; Jay Ameno of CDM; Anne Kowals, Acting Clerk; citizens and the general public. AD HOC EVALUATION COMMITTEE STATUS REPORT Dr. Tomeski spoke on behalf of the Ad Hoc Evaluation Committee. He said initially they started looking for facts and found significant gaps in data available. The organizational chart had gaps and lack of clarity. Personnel records were found to be inconsistent. Job • titles which link personnel records together were contradictory and not clear. The Ad Hoc Evaluation Committee is interested in the relationship of the Town Commission to the Town Manager regard- ing personnel policy. It's important to know what the Commission's responsibilities are in hiring, firing, promoting, etc. What are the Town Manager's responsibilities. Dr. Tomeski said the next scheduled meeting is October 15, at which time the Committee will meet with the Acting Town Manager, Mary Ann Whaley. The Ad Hoc Committee did request open and candid communications with the Commission. Vice Mayor Blosser and the Town Commission members discussed the ad for Town Manager with Dr. Tomeski. At Dr. Tomeski's suggestion, the ad was to read 'starting salary $28,000.00._.eegotiable'. Also, 'degree preferred' would be used rather than the term 'required'. All the Town Commission members agreed to the recommended wording. The report of September 17, with recommendations regarding the organizational chart was discussed. The Town Commission will con- tinue this discussion at the next Workshop Meeting on October 30, 1984. • i ~ +, TOWN COMMISSION Workshop Meeting October 9, 1984 Page 2 of 2 Dr. Jane Rayner stated the Financial Advisory Board is waiting for the evaluation and job description information before they research, at the Town Commission's request, the issues of over-the-maximum merit, longevity, etc. BEL AIR DRIVE REPAVING PROJECT Mr. Jay Ameno addressed the Town Commission members regarding the paving bids for Bel Air Drive. After much discussion, and due to seasonal population, Mr. Ameno suggested the Town go for bids in mid-November. Bids would be received by the end of December, award made by middle of March. The contract would stipulate work to start on April 15, 1985. All Town Commissioners agreed to the time schedule. Mr. Jay Ameno will prepare bid package to be distributed mid-November. The Mayor thanked Jay and stated the Town Commission looks forward to getting more bids regarding Bel Air Drive repaving project. This being a Workshop Meeting, Mayor Horton discussed briefly the suggestion made last year by the Supervisor of Elections to parti- cipate in the uniform election date held in March. The Town Com- mission members will workshop this item for discussion when a full commission is present. The commission members will also workshop the issue of Town Treasurer.
