SPECIAL MEETING
WEDNESDAY, SEPTEMBER 5, 1984
9:30 A.M.
A Special Meeting of the Town Commission was called to order by Mayor
Louis Y. Horton at 9:30 a.m. in the Town Commission Chambers. Also
present were Vice Mayor Mary Louise G. Blosser, Commissioners John J.
Basso, .William E. Paul and Betty Jean Stewart.
Also present were Town Attorney Thomas E. Sliney; Town Manager Elaine
W. Roberts; Building Official Bruce Sutherland ; and Town Clerk Mary
Ann Whaley.
Mayor Horton announced the purpose of this Special Meeting was to
consider the proposed adoption of the following Ordinance:
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH, FLORIDA
ADOPTING A ZONING ORDINANCE OF THE TOWN OF HIGHLAND
BEACH SUPERSEDING ALL PRIOR ZONING ORDINANCES AND
AMENDMENTS THERETO.
The proposed Zoning Ordinance, pages 1 thru 29, ending at Section 5.15
• was read in its entirety during this meeting, noting typographical and
minor editorial changes as read.
Discussion during this meeting took place regarding the Zoning Map and
lots which did not appear on the last Zoning Map and the origin of
same. Specifically cited were Lots 15, 2N, 2S, and 124. Mr. Sliney
stated that this particular map was only to be used for purposes of
zoning classifications and that the lot lines in question made no
difference. It was the consensus of the Town Commission that the
entire map be reviewed by Gee and Jensen and find out their rationale
for the insertion of lots which did not exist on the last zoning map,
adopted with Ordinance No. 336.
At this point in the meeting, Police Chief Bill Cecere introduced Mr.
James Walsh, applicant for a position as Police Officer with the Town
of Highland Beach. Mr. Walsh answered several questions posed by the
Town Commission. Chief Cecere stated that Mr. Walsh will be
interviewed by the Police Advisory Board at their meeting scheduled for
Monday, September 10, 1984.
Relating to Section 4.6, Residential multiple-family - High density
(RMH), Mayor Horton stated that he felt the Town should consider
changing the maximum density from eighteen dwelling units per acre to
twenty dwelling units per acre, inasmuch as the Town Commission went
along with the highest densities recommended by Gee and Jensen in all
other zoning classifications. Commissioner Stewart pointed out that
Mr. Ron Hoggard of Gee and Jensen had stated at previous meetings that

• the Town Commission could make a determination within any range
suggested by the engineers in each zoning classification. Mrs. Roberts
reminded the Town Commission that the range recommended by Gee and
Jensen in RMH was 15 - 20 dwelling units per acre. It was the
consensus of the Town Commission to leave the density in the RMH zoning
district at eighteen dwelling units per acre. Vice Mayor Blosser
commented that a concern in arriving at densities was evacuation time
in Town in case of emergency.
Discussion ensued regarding the possible enforcement problems with
Section 5.14 (h) concerning the dragging over and parking of boats on
the vegetation of the dune, however, it was the consensus of the Town
Commission to leave this provision as is.
At approximately 12:00 noon, this meeting was recessed until Tuesday,
September 11, 1984 at 9:30 a.m.
