1984.09.04_TC_Minutes_Specialt „ .. r TOWN OF HIGHLAND BEACH, FLORIDA • Minutes of Meeting of Town Commission PUBLIC HEARING ON PROPOSED USE OF GENERAL REVENUE SHARING FUNDS AND GENERAL OPERATING FUNDS IN BUDGET FOR FY 1984/85 TUESDAY, SEPTEMBER 4, 1984 5:01 P.M. A Public Hearing on the proposed use of General Revenue Sharing Funds and General Operating Funds in the 1984/85 FY Budget was called to order by Mayor Louis Y. Horton at 5:01 p.m. in the lobby at Town Hall. Others in attendance were Vice Mayor Blosser, Commissioners John J. Basso, William E. Paul and Betty Jean Stewart. Others in attendance were Mr. Reese James, member of the Financial Advisory Board; Town Manager Elaine W. Roberts; Finance Director M. Maree Fowler; Town Clerk Mary Ann Whaley; citizens and the general public. Mayor Horton announced the purpose of the meeting and noted that all requirements according to law had been complied with for the holding of this public hearing. It was further noted that the Town was anti- cipating approximately $8,400.00 in General Revenue Sharing Funds for the 1984/85 fiscal year. • With regard to General Revenue Sharing Funds, Mr. Michael Dent, Commissioner Basso, and Mr. and Mrs. Reese James urged the Town to appropriate additional funds to the Greening project. Commissioner Basso indicated that a passive park be considered for behind Town Hall. Vice Mayor Blosser requested information regarding the status of the Greening project and the anticipated build out cost of same. Mr. Dent and Commissioner Basso urged further funding of the library. Commissioner Stewart pointed out that the $8,400.00 General Revenue Sharing Funds were included in the overall budget and not an additional sum to be received. It was noted that the allocation of these funds had already been tentatively set, however, nothing precluded the transferring of the funds should the Town Commission desire to do so. With regard to the General Operating Funds, Mr. Dent requested consideration of the provision of garbage services be put back into the General Operating Budget. Commissioner Basso reiterated this request. Mayor Horton indicated that it was too late for consideration of this request in this budget year, however, the FAB would be considering such a request for the next year. Mrs. Fowler, Finance Director, reminded the Town Commission that a study had been done by Mr. Robert Slater and former Commissioner Walker which research indicated that the provision of garbage services should be handled • outside the General Operating Budget, largely because of TRIM Bill Constraints. September 4, 1984 Page 2 of 2 ,, Mr. and Mrs. King Cayce were present and requested information • regarding the contract with the Palm Beach County Fire/Rescue Department. Mayor Horton gave a synopsis of the transition of the Del Trail District merging with the County, and of the negotiations which had taken place to reach the present stage of the fire service provisions which had been made. It was noted that discussion was taking place in the legislature for the consolidation of all departments into one main fire department, but it was the consensus of the Town Commission that this issue should be resisted. Questions were entertained by Mayor Horton regarding other provisions being made in the budget and answered. MOTION was made by COMMISSIONER BASSO/COMMISSIONER PAUL to adopt the tentative budget at a millage rate of 3.2423, which includes the provision of fire protection and debt service. Inasmuch as Vice Mayor Blosser had left the meeting earlier, the remainder of the Town Commission voted aye. Mayor Horton announced that the next public hearing on the budget would be held on Friday, September 21, 1984 at 5:01 p.m. with discussion and proposed adoption being scheduled at a Special Meeting to be held on September 25, 1984 in conjunction with the Workshop Meeting being held at 9:30 a.m. There being no further persons desiring to be heard, this public • hearing was adjourned at 6:05 p.m. APPROVED: Louis Horton, Mayor Mary Lo ~se G.
