1984.08.07_TC_Minutes_Special TOWN OF HIGHLAND BEACH, FLORIDA Minutes of Meeting of Town Commission PUBLIC HEARING ON PROPOSED ZONING ORDINANCE TUESDAY, AUGUST 7, 1984 5:01 P.M. A Public Hearing on the proposed Zoning Ordinance was called to order by Mayor Louis Y. Horton at 5:01 p.m. in the Town Commission Chambers at Highland Beach Town Hall. Also present were Vice Mayor Mary Louise G. Blosser, Commissioners John J. Basso, William E. Paul and Betty Jean Stewart. Also present were Town Attorney Lewis Petzold; Town Manager Elaine W. Roberts; Town Clerk Mary Ann Whaley; citizens and the general public. The Mayor opened the meeting by announcing the purpose therefor, and advising that a second public hearing on this matter would be held on Tuesday, August 21, 1984 at 5:01 p.m. Dr. Richard Orman then addressed the Town Commission representing Ocean Terrace, lots 101E and 101W, reiterating his request that the Town Commission consider leaving the height in RMH districts at 130 feet. Dr. Orman stated that the limitations being set by the Town Commission would create problems for his client in the marketability of the units on that property. Mayor Horton advised Dr. Orman that this matter had been discussed among the Town Commission and there was • no sentiment to change the proposed reduction in height. Dr. Orman also objected to the decrease of density in RMH to 18 DU/PA in that this was not the maximum recommended for that district in the Compre- hensive Plan, and the Town had proposed to adopt the maximum recommended in all of the other zoning districts. Further, Dr. Orman objected to the increase in the parking requirements in multi-family zoning districts. Dr. Orman's contention was that the Town's limitation of the density, height restrictions, etc. was not based on the fact that any of these items affected the health, safety or general welfare of the Town, but arbitrary decisions based on personal preference. Commissioner Stewart submitted a recommendation regarding the amendment of Section 5.14 of the proposed Zoning Ordinance for review by the Town Commission.
