1984.07.27_TC_Minutes_Special~ ~ • TOWN OF HIGHLAND BEACH Minutes of Meeting of Town Commission SPECIAL MEETING Tuesday, July 27, 1984 2:00 P.M. A Special Meeting was called to order by Vice Mayor Mary Louise G. Blosser at 2:00 p.m. in the Town Commission Chambers of Town Hall. Also present were Commissioners John J. Basso, William E. Paul and Betty Jean Stewart. Mayor Horton was absent. Also present were Town Manager, Elaine W. Roberts; Town Finance Director M. Maree Fowler; and Financial Advisory Board Chairman Dr. Jane Rayner. It was noted by the Town Manager that the meeting had been precipitated by a telephone call from Mrs. Nancy Myers of the Property Appraiser's office indicating that due to the fact that the 1984 Certification of Taxable Value had been certified by the Property Appraiser's office on July 1, 1984 (being a Sunday), that in order to be in compliance with the thirty day time limit, the Town must certify the millage prior to July 31. Mrs. Roberts further noted that delays had been caused due to the Palm Beach County Commission failing to set their public hearing dates. Mrs. Roberts reminded the Town Commission • that municipalities could not set public hearing dates which would conflict with public hearing dates set by the School Board or by the Palm Beach County Commission. The memorandum from the Town Manager dated July 25, 1984 which set out a proposed schedule for the adoption of the budget was then briefly discussed. It was the joint recommendation of the Financial Advisory Board, Town Manager and Finance Director that the millage for fiscal year 1984/85 be certified to the Property Appraiser at 2.7641 with public hearing dates of September 4 and 21, 1984. It was then the consensus of the Town Commission, upon Commissioner Basso's recommendation that the Town Manager write a letter to the Palm Beach County Commission expressing their objection to the constraints put on the Town timewise in this matter. Commissioner Stewart expressed her opinion that the Town Commission should have been working on the budget by now, and that according to recent newspaper articles, several other municipalities had already been well into the budget process. Dr. Rayner, Chairman of the Financial Advisory Board assured Commission Stewart that work on the budget had been progressing steadily for months, however, in her opinion, it was not feasible for the Town Commission to become involved in the process until actual assessed valuation figures had been received from the County, which does not occur until July. Dr. Rayner indicated that it was her experience that in other Towns, upon certification of millage, review of the budget by the governing bodies occured during the month of August. Commissioner Stewart indicated that she felt additional information should be made available such as the status of the telephone study in order for decisions to be made in the necessary appropriation of funds in the budget. Vice Mayor Blosser then read the Certification of Taxable Value, after which MOTION was made by COMMISSIONER BASSO/COMMISSION PAUL to certify the millage rate at 2.7641 to the Palm Beach County Property Apprai- ser. The MOTION carried unanimously. MOTION was then made by COMMISSIONER PAUL/COMMISSIONER BASSO to accept the dates of September 4 and 21, 1984 at 5:01 p.m. for public hearings to be held on the proposed 1984/85 fiscal year budget. This MOTION carried unanimously. • Finance Director Maree Fowler pointed out to the Town Commission that she had attached several pages to the Certification of Taxable Value to distinguish the millage as included for the Del Trail Fire District.
