PUBLIC HEARING ON PROPOSED
MORATORIUM ORDINANCE
Tuesday, June 19, 1984 5:01 P.M.
A Public Hearing on the proposed Moratorium Ordinance was called to
order by Mayor Louis Y. Horton at 5:01 p.m. in the Town Commission
Chambers at Highland Beach Town Hall. Also in attendance were Vice
Mayor Mary Louise G. Blosser, Commissioners John J. Basso, William E.
Paul and Betty Jean Stewart.
Also present were Town Attorney David Friedman; Town Manager Elaine W.
Roberts; Town Clerk Mary Ann Whaley; citizens and the general public.
The subject of the Public Hearing was the following proposed
ordinance:
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH TO BE
DESIGNATED AS THE PARTIAL BUILDING PERMIT MORATORIUM
• ORDINANCE; RELATING TO SUSPENSION OF APPLICATIONS FOR
BUILDING PERMITS FOR NEW CONSTRUCTION AND THE ISSUANCE
THEREOF; MAKING LEGISLATIVE FINDINGS OF FACT; DECLARING
THE LEGISLATIVE INTENT AND PURPOSE OF THIS ACT; DECLARING
A MORATORIUM ON APPLICATIONS FOR AND ISSUANCE OF BUILDING
PERMITS FOR NEW CONSTRUCTION; AND PROVIDING FOR AN IMMEDIATE
EFFECTIVE DATE.
The Mayor read the proposed Ordinance by title and asked if there were
any persons present desiring to be heard on the matter. No members of
the public requested to be heard on the matter.
There being no further business to come before the Town Commission at
this public hearing, the meeting was ad' urned at 5:10 p.m.

SPECIAL MEETING

A Special Meeting of the Town Commission was called to order by Mayor
Louis Y. Horton at 10:1fd a.m. in the Town Commission Chambers at Town
Hall. Also present were Commissioners William E. Paul and Betty Jean
Stewart. Vice Mayor Mary Louise G. Blosser and Commissioner John J.
Basso were absent.
Also present were Town Attorney Thomas E. Sliney; Town Manager Elaine
W. Roberts; Town Clerk Mary Ann Whaley; citizens and the general
public.
The purpose of this Special Meeting was the following Ordinance:
AN ORDINANCE OF THE TOWN OF HIGHLAND BEACH TO BE
DESIGNATED AS THE PARTIAL BUILDING PERMIT MORATORIUM
ORDINANCE; RELATING TO SUSPENSION OF APPLICATIONS FOR
BUILDING PERMITS FOR NEW CONSTRUCTION AND THE ISSUANCE
THEREOF; MAKING LEGISLATIVE FINDINGS OF FACT; DECLARING
THE LEGISLATIVE INTENT AND PURPOSE OF THIS ACT; DECLARING
A MORATORIUM ON APPLICATIONS AND ISSUANCE OF BUILDING
PERMITS FOR NEW CONSTRUCTION; AND PROVIDING FOR AN
IMMEDIATE EFFECTIVE DATE.
The Mayor indicated that all prerequisites regarding publication of
notices and public hearings had been held. The Town Clerk and Town
Attorney read the proposed Ordinance in its entirety, after which
MOTION was made by COMMISSIONER STEWART/COMMISSIONER PAUL to adopt
said Ordinance. The Town Clerk polled the Town Commission and all
voted aye.
It was noted that a meeting date to go over the proposed zoning
revisions would be set at the Regular Meeting of July 3, 1984. Also,
the Town Manager submitted a revised schedule of meetings with regard
to the passage of the Zoning Ordinance now under review in a memo dated
6/21/84. The Town Manager recommended that the public hearings required
be combined with required budget public hearings, however, she worked
out the schedule for dates in July and August.
There being no other business to come before the Town Commission at
this Special Meeting, same was adjourned at 1;20 a.m.
